Description (EN): It is the issue of rights that lies at the root of humanitarian efforts following disasters and emergencies, rights that should be equally available to all. Disaster preparedness and emergency response systems are typically designed for people without reduced mobility, for whom escape or rescue involves walking, running, driving, seeing, hearing, and quickly responding to instructions. Until today, the needs of PwD/older persons are not studied nor addressed by todays civil protection (CV) plans of the CB area. Following the provisions of Article 11, of the UN Convention on the Rights of PwD (UNCRPD) and relevant European Regulations (see section B.8.2), the 4Plus Project aims at improving CB preparedness for effective management of disasters for PwD/older persons based on an all-hazard, all-inclusive approach. In this direction inside the CB area, 4Plus is aimed to: -Review, exchange and promote relevant 'best practices' (know-how enhancement). - Identify and communicate existing gaps and limitations in todays. -CV plans and mechanism in order to protect PwD/older persons against natural and manmade disasters (issues & needs specification). - Elaborate and promote a coordinated, long term integrated approach to inclusive prevention and management (joint roadmap). - Integrate a strong prevention and disaster management dimension for PwD/older persons into the existing CV plans and mechanisms (new plans & mechanisms). - Improve and elaborate relevant knowledge, tools and systems for prevention and CV for all (guidelines & toolkits). - Improve the capacity of involved stakeholders (municipalities and communities, local authorities, service providers, volunteers, etc.) in disaster prevention, response and recovery (training). - Improve the interaction and linkages between the areas of prevention, preparedness, response and recovery specialized on PwD/older persons (coordination & networking). - Design effective awareness raising campaigns and provide information and support both for stakeholders and citizens with reduced mobility (awareness raising, information and systems). - Encourage and promote effective volunteerism development (NGOs activation). - Monitor capacities progress vs. growing needs(risk reduction observatory). - Design table-top simulations and pilot field exercises, with focus on operational issues and on pilot development of personalised plans, and record the experience gained through them (pilot demonstration projects & lessons learned). - Prepare plans for ensuring the sustainability and transferability beyond the CB area of the project outcomes and lessons learned (sustainability & transferability). The Project endorses a modern human rights-based, bottom-up approach (originality of the Project), which seeks to analyse the inequalities as well as to redress discriminatory practices and ultimately to have a strong impact on social inclusion, sustainable development and quality of life in the Programme area (added-value).

Expected Results (EN): The project results are expected to contribute directly and immediately to the CB area and relate to: - The transfer of knowledge and exchange of good practice between CB partners - Strengthening the cooperation between local authorities in the CB zone - Raising awareness of local communities about the economic significance as well as the social significance of the support of CP for persons with disabilities, older persons and persons with reduced mobility in general - Creation of added value to the local resources - New accessible disaster prevention and management facilities and services '- Accessible and reliable rescue communications - Partnerships with the media - Partnerships with the organisation for PwD - Disaster preparation, education and training - Universal design and implementation strategies - Increased sense of safety and security at community and personal levels 4Plus, having a clear exploratory and pilot nature, shall introduce and experiment at local level on several innovative concepts, techniques and resources for inclusive risk reduction, providing a sound base and adequate evidence for unblocking the potential of designing in the near future a wider strategic intervention between the two countries at cross-border level.

MO1 4 one-day public awareness conferences, with SL interpretation, live broadcasting and invited media. MO1 over 50 visits to schools, universities, care centers, etc..MO1&2 1 joint study on CBs risk reduction and emergency preparedness levels for persons with reduced mobility (1 citizens survey and 1 service providers survey). MO1&2 1 joint roadmap towards inclusive CP across the CB area. MO2 1 institutional multi-sectorial CB network (online registry). MO3&5 multiple publications (1 general information leaflet, 1 guidebook for CP planners, 1 manual for professional helpers, 1 guide for target citizens/tourists, 1 guide for employers & education/hospitality providers, 1 guide for local media), made accessible. MO1-4 multiple training activities in 15 municipalities (2 general public infodays, 15 two-days courses for CP planners, 6 five-days workshops for helpers, 15 one-day workshops for target citizens/families, 2 info-days for employers/institutetions/hospitality providers, 2 multi-sectorial table-top exercises)- MO1-4 joint ICT apps (1 registry for target citizens, 1 decision-making/monitoring platform, 1 public information/notification Web portal, 1 free mobile application for citizens/visitors). MO1-5 1 holistic community-based case study in Kolonje (1 local master plan, 1 consultation workshop, 1 preparedness assessment report, 1 door-to-door identification in houses & care structures, pilot migration works in major in natural/cultural assets, over 10 pilot personal plans, 1 local help line for the public, 3 public info-kiosks, 1 multi-sectorial exercise in the field, 1 video and 1 report on lessons-learned). MO2-4 2 three-days study visits abroad for the project partners. MO2 1 transferability plan & 2 multiplying one-day events for over 400 people in Tirana and Athens. MO2 1 sustainability plan.
