Description (EN):

The project addresses the major territorial challenge of the Danube area – the unbalanced distribution of innovation performances between Western part of the region with a high level of development and the Eastern part that is lagging behind, most of the countries belonging to the Modest Innovators group with more than 17% of enterprises producing only 3% of added value. This is due to different framework conditions and wide range of policies governing the R&I sector. Public policies in the area should be better coordinated while investment needs to be smarter and better focused. This is why cluster cooperation policies based on the smart specialization concept are at the core of delivering the EUSDR strategy, as they help take the geographical and thematic context into account in order to boost growth. The project aims to leverage the innovation-driven entrepreneurial ecosystem in the Danube area by developing smart and coordinated cluster policies in the context of RIS3, enhance innovation management knowledge and skills and foster transnational cluster cooperation in Agro-Food sector. The sector has been selected since it is a priority area of the RIS3 in the partner regions and it is among the priorities selected for the Danube area by the JRC. The project aims to generate a significant change by developing Danube S3 Cluster Strategy and Programme based on Quadruple Helix involvement as transnational strategic documents focused on exploiting the linkages between mutually reinforcing specialization areas across sectors. The strategy will be tested by 5 pilot initiatives in 4 cross-cutting themes (market intelligence, open innovation, business models for circular economy and healthy food) that are interconnected and able to generate new innovative project ideas and feeding into EUSDR. The pilots will be implemented in HR, RS &SK and especially in MD& UA where most of the knowledge generator activities will take place, for a better coordination of cluster policies. Achievements (EN):

ESTABLISHMENT OF THE DANUBE AGRI-FOOD INNOVATION ECO-SYSTEM: Partners have been building upon the activities of implementing the Local action plan, where they have been building connections and creating networks. Those activities have been transformed to support the creation of new networks in the form of Digital Innovation Hubs (DIH). On the other hand, existing ones have been linked together to find synergies that will be exploited under the European DIH initiative from European Commission. In addition, the DIH AGRIFOOD platform has been used to map all the actors from the Agrifood sector and connect them to the newly established innovation network called Danube S3 Cluster network for the agrifood sector. PANDEMIC RESPONSE PLAN FOR AGRI-FOOD CLUSTERS: After the partners of Danube S3 Cluster project had mapped the impacts of Covid-19 pandemic on the agri-food sector, they also provided recommendations for the sector and for the clusters to recover and to become even stronger. The Pandemic Response Plan was designed for agri-food cluster managers on the actions to be taken in the post-Covid periods, mainly focusing on leading the green and digital transition and building resilience. LESSONS LEARNED, EMBEDDED IN THE DEVELOPMENT OF THE HUNGARIAN CLUSTER STRATEGY: The cluster strategy preparation process offers a great opportunity to the Hungarian DS3C project partners to influence the procedures demonstrating the lessons learned and the drawn conclusions, prepared Danube S3 Cluster strategies to the representatives of the responsible ministry. In order to achieve this, a bilateral online meeting was organized on 30th November 2021 by IFKA with the representative of the responsible ministry ensuring that some of the results could be actually built into the Hungarian cluster strategy.

Expected Results (EN): Intensity of cooperation of key actors in the programme area in order to improve framework for research and innovation (composite indicator)

Expected Outputs (EN):

The main result of Danube S3 Cluster project is an improved cooperation and coordination for cluster policies in Agro-Food sector based on smart specialization approach and development of 2 innovation tools to further allow implementation of 5 regional pilot initiatives in market intelligence, open innovation, business models for circular economy and healthy food that will lead to the generation of 15 cluster cooperation agreements. The project will increase cluster cooperation and coordination by jointly develop strategic documents for clusters active on Agro-Food in the Danube region such as: a. Danube S3 Cluster Strategy – transnational strategic document focused on exploiting the linkages between mutually reinforcing specialization areas across sectors, addressing the competitive position in emerging global value chains; b. Danube S3 Cluster Policy Recommendations; c. Danube S3 Cluster Programme – transnational coordinated program for clusters active on Agro-Food in the context of smart specialization. The project will also enhance the innovation management knowledge and skills of cluster managers and cluster members by performing 200 innovation management assessments and organizing 3 joint training sessions with the actors of the Quadruple Helix, with a special focus on SMEs; Finally, an intensified cooperation among clusters and cluster members will be achieved by organizing 2 matchmaking events and setting up the Danube S3 Cluster Transnational Network.
