Description (EN):

The present concept is based on creation and development of integrated tourism product within CB region, presenting the opportunity of intersection between people and places, as part of artistic and cultural sites in historical, spatial and socio-cultural context. The cultural heritage accumulates past artistic achievements as generator of significant economic benefits to the population by providing professional and enjoyable experiences. The A&C project will help build and maintain creative links between cities across the border with a rich cultural heritage, as they face similar challenges and share common goals resulting in specific tourism product integrating the selected sites in order to show their touristic value as an example for the CB region. The aim of the project is by improvement of cultural-historical attractions in Veliko Turnovo and Calafat to create and promote common thematic route of classic and contemporain culture and art in urban environment cohabitance to support the sustainable tourism development within the CBC area. The partners have significant experience in restoration and conservation of historical and cultural monuments as well as in development of modern concepts for environmental-friendly urban spatial planning. The present project is focused on the common advantage to have protected preserved sites with cultural value on one side and contemporain art events on the other to enhance the touristic attractiveness of the targeted CB region. Ancient history and rich cultural heritage of Veliko Turnovo and Calafat already established them as remarkable tourist and cultural local centers. Unfortunately the potential of cultural heritage is not used effectively and tourists and guests of two municipalities are not proposed the necessary variety of cultural attractions and events at regional level as part of common thematic route. For that reason the intention of partners is to relate cultural - historical traditions and monuments to integrated tourism product to become an attractive destination for art and cultural tourism within CB area. Therefore have been researched other similar historical-cultural sites within CB region (in Vidin, Pleven and Craiova) which have already successfully presented to audience and tourists cultural heritage and assets of classic and contemporain art in order to be integrated into the created new thematic route under the project. Thus will result into increased range of territorial coverage and deeper impact of the CB effect caused by A&C project and directly influencing the benefits for population over CBC area. Upon envisaged activities the cultural sites Boris Denev Art Gallery in Veliko Turnovo and Marincu Palace Museum in Calafat will be upgraded to transform them into modern art centers able to attract significant number of tourists by organizing and promoting common exhibitions and open air events across the border. The overall objective of A&C project is to valorize and improve the sustainable economic use of cultural assets and common cultural heritage within the CB region through development of a joint integrated tourism product based on promotion of new common thematic route ¨Art & Culture¨. The specific objectives are to increase the number of visits, as the number of tourist nights in CB area by common activities for sustainable use of improved cultural infrastructure and attractions in order to diversificate tourist products and services at regional level. The project will contribute to the following POI: I9 – 7 nr. (16.28% of the Call’s target), incl.: - 1 created integrated tourism product “Art & Culture”, incl.: - 1 developed Thematic Route, incl. 6 cultural sites in - 4 in Bulgaria and 2 in Romania as follows: Boris Denev Regional Art Gallery (Veliko Turnovo), Marincu Palace Museum (Calafat), Vida Drama Theatre and Nikola Petrov Art gallery (Vidin), Art Gallery Donation "Svetlin Rusev Collection" (Pleven), Art Muzeum (Craiova); - 5 created joint touristic services: 2 established cultural events; 1 created web-portal; 2 created mobile apps; I10 – 4 nr. (17.39% of the Call’s target), incl.: - 1 developed Marketing Strategy of product “Art & Culture”; - 1 conducted Promotional Campaign; - 1 developed Catalog of intangible cultural heritage included in “Art & Culture ” product; - 1 developed Calendar of cultural events related to the new integrated tourism product within CB region. With the increased number of tourists in the target CB region the project will contribute to PRI: Number of tourists overnights in the CBC region - in total 400 000 (5.55% of the target for the programme period). Opening doors of famous local historical-cultural sites to international contemporary art and trends as part of regional tourist circuit will enable artists and citizens to unlock their full creative potential to take part in cultural life of targeted CB region. This way will be attracted touristic and cultural operators not only from Bulgaria and Romania but from rest of Europe and the world to find new inspiration to promote modern cultural events. This will lead to innovative approaches to present traditional heritage with national importance and cultural events with local significance to tourist market at regional and international level, such as: artistic interventions in urban environments; Synthesis of arts and nature; Developing an audience by inclusion of citizens; Partnership between professional and amateur artists; Development and application of art related new social media activities, etc.. The project indicative budget amounts to 1 500 000 euro.

Achievements (EN):

The following results were achieved by the project beneficiaries: 1. BL has completed repair works and implemented measures to increase the energy efficiency of the building of the Art Gallery "Boris Denev" in Veliko Turnovo, the building being operational from 28.06.2021. 2. B2 has modernized the Marincu Museum of Art and Ethnography on 24.04.2020. procuring and installing interactive equipment within the museum, according with an exhibition plan of the museum which was elaborated on 18.05.2021. 3 modules were received within the execution of the interactive equipment contract inside the Marincu Museum of Art and Ethnography, as follows: a) "Complete interactive system of interactive LCD floor type", the activity was accomplished on 31.05.2021; b) "System complete audio-video for games room / seminars / courses / workshops and one-way sound system ", the activity was accomplished on 26.03.2021"; c) "Digital LED / LCD signage system for displaying useful information", the activity was accomplished on 31.05.2021. 3. One trilingual web portal and elaboration of 2 mobile apps for smartphones for the integrated tourist product – 1 for Android and 1 for iOS – trilingual /in Bulgarian, in Romanian and English language / have been elaborated and can be accessed on the following link: http://www.artandculture-robg.eu/. On 16.02.2021 there were developed and installed 2 smartphone applications for the integrated TRPs - one for Android and one for iOS - trilingual (in BG, RO and ENG), user-friendly. The activity has been accepted on 16.02.2021; 4. B3 has elaborated an joint integrated Thematic Route "Art and Culture" on 05.03.2020 which includes 6 cultural sites - 4 in Bulgaria and 2 in Romania as follows: Boris Denev Regional Art Gallery (Veliko Turnovo), Marincu Palace Museum (Calafat), Vida Drama Theatre and Nikola Petrov Art gallery (Vidin), Art Gallery Donation "Svetlin Rusev Collection" (Pleven) and Art Muzeum (Craiova) and is uploaded on the project web portal https://artandculture-robg.eu/index.php/en/routesen/routeen. 5. An opening conference has been organized in Calafat on 20.11.2018 with 35 persons in the meeting room of the House of Culture and was addressed to mass - media, to interested local stakeholders and to the project beneficiaries. 6. A kick-off conference has been organized in Veliko Tarnovo on 03.12.2018 with 52 persons, including project staff members and official representatives of all project partners, media, official guests from the cultural institutions and LB participated in the event. 7. A cultural open air event, "Urban Art" has been organized in Calafat on 23.12.2019 with 30 persons in the Civic Center of the municipality of Calafat, along with an outdoor event entitled ‘Photo exhibition under the theme "Unknown beauty of the Balkans"’. The photos for the photo exhibition have been gathered via photography contest titled "Unknown Beauty of the Balkans" held from 22.09.2017 until 22.12.2019 by the City Hall of Calafat and the winners of the contest have been announced during the photo exhibition. 8. An “Archaeologist for a day” interactive workshop has been organized in Calafat on 02.09.2021 with 40 persons, of which 30 students from "Constantin Gerota" Gymnasium School from Calafat. 9. A “Work and play: Art - therapy” interactive workshop has been organized in Calafat on 06.09.2021 with 20 persons.During the Art -Therapy Workshop, a psychotherapist moderated the activity, 10 parents of children with different ailments benefitted from the presentation of the concept of art -therapy in the activities they carry out with their children. 10. A cultural open air event “Urban art” has been organized in Veliko Tarnovo in the period 07-11.09.2021, which included open doors event in the renovated Art Gallery Boris Denev on 08.09.2021 with 112 persons, conducted plein-air event in the period 07-11.09.2021 with 12 children and 2 teachers/couches (including 37 persons participated in the event on 08.09.2021) and virtual tour for journalists on 08.09.2021 with 24 persons. 11. A closing press conference has been organized in Calafat on 10.09.2021 with 80 persons. The event was organized after modernization of Marincu Museum of Art and Ethnography to present the new exposure plan and to promote project results. 12. A Catalogue of intangible cultural heritage, included in “Art & Culture” tourist product, to provide specific information for the sites, the exposition spaces and exhibition work has been developed in BG-EN and RO-EN, uploaded on the project web-portal and available on the following link: https://artandculture-robg.eu/images/Catalogue_BG_EN.pdf. 13. A Calendar of cultural events related to the new integrated tourism product within CB region for yearly planning of thematic events has been developed in BG-EN and RO-EN, uploaded on the project web-portal and available on the following link: https://artandculture-robg.eu/images/calendar_bg_en.pdf.

Expected Results (EN): R2.1 - Number of tourist overnights in the CBC region

Expected Outputs (EN):

The current project proposal directly refers to the Programme Result Indicator: R.2.1. Number of tourists overnights in the CBC region, estimated in total 400 000 (5.55% of the target by the present call). Tourism and cultural heritage are definitely the CB region's key resources, so that by supporting cultural assets and promoting the new common Thematic Route, the A&C project foresees increase of existing tourist capacity within CBC region. Nowadays, Veliko Tarnovo is visited on average by over 350 000 thousand tourists annually with highly concentrated visits to city museums. In Boruna park more than 100 events per year are organized and performed aiming audiences of all ages. Тhe forecast is for creation of min 100 new-established daily tourists’ capacity. Furthermore, the envisaged Promotional Campaign will additionaly attract approximate 10 000 tourists for the last 12 months of the project implementation as well as the planned cultural events both in Veliko Turnovo and Calafat will attract another 5 000 visitors, incl. participants, exibitors and performants. Cultural tourists are sustainable value and the increase of their number is guaranteed by improvement of touristic attractions and promotional events of new tourism products integrated within CBC area. By its implementation, the A&C project will support the sustainable cross-border tourism development by protecting and promoting the rich cultural and historical heritage of CB region in order to achieve sustainable economic use of preserved cultural assets.
