Description (EN):

The project supports the effective implementation of public health policy in the territory of Thessaloniki Region and Blagoevgrad Region for improving quality and accessibility of social health care services in cross-border regions in accordance with the legislation and the recommendations of the EU, with a view to preventing possible risks to the health of the population in the CB region. It enhances connectivity and mobility by providing mobile medical equipment for the project partners. It concentrates on actions that promote the quality and efficiency of primary care services and actions of cross-border added value such as telemedicine and mobile health services, increase of capacity, efficiency and effectiveness of intervention in emergency cases. The project implements the European model of telemedicine, which allows for effective prevention of socially significant diseases such as cardiovascular disease, carcinogenic risk, diabetes, etc., in areas with limited access to highly specialized medical activity. Information added on 2021-02-10, regarding the mitigation of the effects of COVID-19 (the coronavirus pandemic that started in 2019) (English language only): The consortium of “Heath Care Center” is in the first line of combating COVID-19. In Bulgaria, the Regional Health Inspection-Blagoevgrad is the main state institution coordinating the Covid-19 response in Blagoevgrad district. Thanks to the equipment purchased by the project - a mobile health station to make field exams in remote areas and an Elisa system to identify Covid-19 cases - it has significantly upgraded its capacity for conducting state health and anti-epidemic control, directly related to combating the pandemic. In addition, the Center for Emergency Medical Care-Blagoevgrad with the acquisition of a new mobile health care unit, with high-tech mobile medical equipment and a Telemedicine system, ensured the timely arrival to the remote CB area, and the provision of health services to all patients with suspected COVID-19. The patients were duly accepted and transported for examination and hospitalization in the nearest hospital. In Greece, Papageorgiou General Hospital has witnessed until now the highest number of Covid-19 cases in the region. The medical equipment, delivered with the support of the project was essential for meeting the operational needs of the Intensive Care Unit in view of the increasing number of patients. The equipment supported the medical staff to assess and treat many different cases, whereas Elisa system is constantly being used for the Covid-19 antibody detection tests. Finally, the training sessions on "Telemedicine" and "Emergency response plans and protocol in crisis situations" held by Papageorgiou General Hospital, increased the capacity of the Bulgarian partners to react to the Covid-19 pandemic.

Expected Results (EN):

The Project promotes cooperation among regional, local and health authorities and organizations with the aim of sharing of resources and expertise in the field of healthcare . Joint training of health authorities’ medical staff in the emergency medical system on telemedicine and joint emergency response plans and protocol in crisis situations. Carrying out preventive examinations on diseases of social importance with representatives of target groups from deprived and/or isolated communities. Conference"Telemedicine". Study on change management of perception on primary health care and benefits. Implementing dissemination strategy for preventive healthcare practices. Increase in the diagnostic procedures at primary healthcare level via supply of mobile units equipped with telemedicine. Increased quality of primary healthcare providers by supplying advanced new lab equipment for serological field tests in remote areas. Increased access to healthcare for vulnerable groups and marginalized communities via the introduction of information kiosks.
