Description (EN): The project aims at solving the following common problems and challenges in the cross-border region:
• Need to increase tourism potential through the development and marketing of competitive tourism products based on the rich natural and cultural heritage.
• Need for investments aiming at improving the functional status of sites of natural and cultural and historical heritage.
The main objective of the project is to support the sustainable socio-economic development of the cross-border region by enhancing the tourism potential related to the development and marketing of competitive tourist products. Improve the functional status of sites of the natural and cultural-historical heritage, develop and promote the common heritage in the cross-border region. Introducing innovative technologies and new tourism products.
Cross-border cooperation seeks to overcome common challenges identified jointly. Being guided by the specifics of their problems through the cross-border approach, partners will achieve added value in their work. Good practices and solutions will be shared. The resources and market of the both municipalities will be combined, which will contribute to the development of tourism.
Main activities of the project aim at achieving the objective: Improving the functional status of sites of natural, cultural and historical heritage through rehabilitation / modernization and modern equipment; Creating and developing small infrastructure and carrying out activities related to natural and cultural sites; Preservation, promotion and development of intangible cultural heritage - preservation of traditions and customs; Carrying out activities related to the preservation and protection of the natural and cultural heritage as well as raising awareness; Promote continuity between children and young people so that they explore, protect, preserve and promote the natural and cultural heritage. Promoting natural and cultural heritage. Joint development of tourism products. With the support of the program, 6 sites of cultural and natural heritage will be rehabilitated: Three cultural centers and one nature park; The surrounding area of a history museum and improved functional condition will be upgraded. There will be pergolas, arbors, benches. Park lighting will be renewed and modernized. Rehabilitation of one monument and the surrounding area. Two totems will be worked out and will be placed at the entrances of the Municipalities.
Presentation the high value of the natural and cultural heritage in the cross-border region will attract more tourists who want to see and enjoy new interesting places in the region; Information and publicity contribute significantly to this objective.
The development of tourism and the promotion of the common heritage of the cross-border region will take place within the framework of a joint plan established by the project partners;
The creation of economic and social partnerships for the realization of tourism products will contribute to the maintenance of the tourist flow in the cross-border region.
Achieving these objectives will lead to sustainable and lasting development through the valorisation of the tourist potential of the heritage and expressed by a significant number of tourists visiting the cross-border region.
The results of the project are related to the planned results of the program: Increase of the number of tourist overnights in the cross-border region by 3500. Number of modernized / reconstructed cultural and natural sites - 6. Number of created tourist products / services based on the natural and cultural heritage -4; Conduct two studies and development of 1 common strategy.
Indicative project budget: 1 250 000 euro. “Hard” project.
Read more Achievements (EN): The main reported actions achieved are the following:
Two round tables of representatives of youth councils and young volunteers were held in 2019 in General Toshevo and Murfatlar. Both events were addressed to the young people and their needs to better understand the cross-border cultural features of Dobrudja area and their relevance for cooperation and tourism promotion.
Two summer thematic camps were organized - one in General Toshevo and Balchik, and the second one in Murfaltar and Mamaia/Constanta. Both camps included cultural-related visits to museums and historical sites, tourist tours, workshops related to traditional and popular art and crafts, exhibitions, sport and leisure activities, networking.
2 studies of tourism potential and opportunities for tourism development for both municipality and a strategic plan were developed.
Seminar “Intangible cultural heritage - conservation, promotion, development and opportunities for organizing festival and event tourism” was held in General Toshevo and Balchik in the period 23-24.10.2020.
Seminar “Possibilities for development of thematic tourism connected to the cultural-historic heritage, wine, traditional cuisine and traditional music and crafts” was held in Murfatlar in the period 18-19.07.2021.
Tourism forum “Cultural and historical heritage and tourist attractions in Municipality of General Toshevo” was organized by the Lead Beneficiary in General Toshevo in the period 10-11.09.2021.
Tourism forum “Cultural and historical heritage and tourist attractions in Municipality of Muratlar” was organized by Beneficiary 2 in Murfatlar in the period 24-25.09.2021.
The Lead Beneficiary completed the editing and printing of a common strategy for tourism development and a multilingual tourist guide for General Toshevo. The two printed documents were delivered to the Lead Beneficiary, following to be disseminated during the forthcoming project events.
Two websites were developed: http://robg453-tour.eu/ and https://www.murfatlarulturistic.ro/ro/, available in three languages (Bulgarian, Romanian and English).
The status of the investment activities is described, as follows:
Lead Beneficiary – General Toshevo Municipality.
Three works contracts have been signed by the Lead Beneficiary for modernization of the following objects:
1. Contract for the investment object - Historical Museum of General Toshevo. The works were finalized and accepted according to the delivery receipt protocol signed on 6th of November 2019.
2. Contract for the investment object - Cultural Center “Probuda”, Kardam village. The construction works were finalized.Certificate for entering of the investment object into use was issued with no. 021/25.08.2020.
3. Contract for the investment object - Cultural Center “Otets Paisii”, Spasovo village. The construction works were finalized. Certificate for entering of the investment object into use was issued with no. 010A/26.05.2020.
Three temporary billboards were elaborated and installed at the investment objects. The park equipment was purchased by the LB. The delivery of benches, tables, folding plastic chairs, tents is completed. The delivery of furniture and furnishings for the community centers was also completed.
Beneficiary 2 – Territorial Administrative Unit Murfatlar Town.
The construction and installation works related to the expansion and rehabilitation of the House of Culture -Murfatlar, the theme park and the rehabilitation of the Monument to the Heroes have been completed. The deliveries of equipment for the House of Culture and the theme park, as well as the deliveries of furniture and furnishings - set have been finalized.
On 08.12.2021, the executor announced the completion of the works related to Component A- House of Culture and Component C - Heroes' Monument and on 18.01.2022 the executor announced the completion of the works related to Component B - Theme Park. The procedures regarding the Receptions for the end of the works for the three investment objects have been started, currently in progress.

Expected Results (EN): R2.1 - Number of tourist overnights in the CBC region
Expected Outputs (EN): The main objectives that the two municipalities place in the implementation of the project activities are: Development of the region based on the sustainable use of natural and cultural heritage; promotion of the common heritage in the border region; construction of infrastructure improving access to natural and cultural sites and the promotion of shared natural and cultural resources; conversion of the border region in preferred seaside, cultural, historical and ecological tourist destination; support for the promotion and use of the potential of cultural and natural heritage by investing in sustainable tourism infrastructure; developing a strategy and plan for sustainable development of tourism in the border region.
The project aims at developing the tourist potential and achieving an increase with 5,000 visitors and tourist overnights in the cross-border region with 3500 people.
These results will be achieved with help of:
- Increasing resources and mechanisms to promote natural and cultural heritage. Increasing administrative capacity of local administration, culture and education specialists, museum workers, representatives of NGOs, youth councils. Increasing support for local entrepreneurs. Carrying out an active advertising campaign and establishing lasting contacts with tour operators and tourism experts.
- The improved functional status of 6 sites related to the cultural and natural heritage through reconstruction and modernization, improvement of the conditions for carrying out activities in cultural institutions and increasing their efficiency.
- Improving the access to sites of the natural, cultural and historical heritage;
- Activities related to young people will contribute to the continuity of popularization activities of the common heritage.
- The planned activities in the project - seminars, tourist forums, exhibitions, expedition tours, folklore events, thematic camps, etc. will give new impetus to the development of activities and activation of local communities. Increased activity will contribute to stimulating entrepreneurship and tourism development.
Promoting the high value of the natural and cultural heritage in the cross-border region will attract more tourists who want to see and enjoy new interesting places in the region; Information and publicity contribute significantly to this objective.
