Description (EN):

Background of the project: Water is the most important natural resource on our planet and the water quality should be a concern for all of us. We have common waterbodies with our neighbours. Gauja/Koiva and Salaca/Salatsi river basins form the transboundary water bodies which are shared between Latvia and Estonia. It is essential that both countries jointly contribute to improvement of the status of waters. To achieve this objective, both countries, Estonia and Latvia, should establish sustainable and economically efficient water use for trans-boundary river basins Gauja/Koiva and Salaca/Salatsi improving cooperation between the countries on water issues. To support this, based on information and knowledge exchange activities, revised water body status assessments, economic analysis and public consultations, the joint monitoring programme, assessment of pressures and the action plan of measures must be developed for the trans-boundary river basins. All above-mentioned form the basis for sustainable cooperation between the countries in the implementation of them to improve the quality of water environment. Cross-border nature and objectives: Trans-boundary waters require coordinated approach and action to ensure reaching their environmental targets, it cannot be achieved effectively by the countries alone. Harmonized and cost-effective measures’ action plan for the Gauja/Koiva and Salaca/Salatsi river basins, including measures for achieving good environmental status of the water bodies, developed in the project will provide a harmonized framework for Estonia and Latvia. In order to assess adequately status and improvements of common waters, a consistent design of monitoring programmes is needed. The joint monitoring program will create direct added value from the cross-border cooperation. It will ensure coordinated follow-up monitoring actions and will provide better framework for common water resources management in the future. The cross- border cooperation will include exchange of knowledge and good practices between Estonia and Latvia, among other on analytical tools, such as numerical models, to support management decisions on national and local level. Involvement of local stakeholders is a key issue for good implementation of measures and achieving the good water quality. Implemented cross-border approach will serve benefits in terms of improved management of common water resources due to experience and good practice exchange, coordinated assessments and actions for the management of common waters, involvement of local stakeholders. Improved water management will improve status of the common waters impacting positively welfare of local communities. Main activities: The project will include 4 groups of activities, which are necessary to reach the objectives of the project. 1. Assessments for Gauja/Koiva and Salaca/Salatsi river basins, - the assessments are needed for the next steps of the project - for the development of harmonized and cost effective measures action plan and monitoring programme for Gauja/Koiva nad Salaca/Salatsi river basins. The assessments will be developed taking into account good practices and methodologies of both countries, also results and recommendations of previous projects (the EST-LAT Gauja/Koiva project). The assessments will provide the most up-to-date data, also the data using modelling (Estmodel modelling data in Estonia and Latvia and HabSim modelling in Latvia), which will form basis for the subsequent actions. 2. Joint action plan for Gauja/Koiva and Salaca/Salatsi river basins and exchange of knowledge and good practices - based on updated assessments, a joint action plan of measures for Gauja/Koiva and Salaca/Salatsi river basins will be elaborated. The first step will include revising measures in the existing River Basin Management Plans (RBMP) of both countries and, where necessary, developing additional measures for achieving environmental targets (based on the updated assessments of pressures and status). Economic analysis will be performed to ensure that the environmental targets can be reached in a cost-effective way. In order to ensure implementation of the measures in the future, workshops are planned for the municipalities and stakeholders in the region of Gauja/Koiva and Salaca/Salatsi river basins. Moreover, 2 study visits (in Estonia and in Latvia) to sites where measures have been implemented efficiently are planned for the specialists of the authorities responsible for the common water bodies and experts. Implementation of in-situ small-scale filtration equipment on a small ditch will demonstrate practical non-expensive steps to reduce eutrophication of waters and to help estimating cost-effectiveness of such measure, thus sharing knowledge between countries 3. Developing joint monitoring program for Gauja/Koiva and Salaca/Salatsi river basins - to assess adequately the state and improvements in the water bodies in both countries, a consistent design of monitoring programmes is needed, e.g. sampling in the same years and with similar frequency, as well as using similar sampling and data processing techniques. The joint monitoring program will be direct added value from the cross-border cooperation. It will ensure coordinated follow-up monitoring actions and will provide better framework for common water resources management in the future. To achieve this, workshops between Estonian and Latvian specialists of authorities will be organised to exchange knowledge and good practices and information. 4. Project management and communication involving the target groups - the above-mentioned tasks and activities can be achieved only through effective management of the project.

Achievements (EN):

The most visible results of the project are a jointly prepared joint monitoring program and a joint action plan for the water bodies of the project area in the Gauja/Koiva and Salaca/Salatsi river basins, which in turn will lay the foundations for sustainable cooperation between the two countries in their implementation in the future as well. The cooperation included the exchange of knowledge and good practices between Estonia and Latvia, such as IT tools, and by using models, RBMP implementation agreements, and implementation of the RBMP on the national and local level. Main activities that the project partners carried out are: Assessments for Gauja/Koiva and Salaca/Salatsi river basins. During the project period project partners carried out 4 one-day workshops and 2 two-day workshops, and field works to exchange the experience, where Estonian partners were involved in practical measurements of ecological flow evaluation. Developing a joint action plan for Gauja/Koiva and Salaca/Salatsi river basins and exchange of knowledge and good practices. The joint action plan of measures was developed to improve water quality and management of common water resources of both countries and will be used and implemented by the governmental institutions (LEGMC, EEB, MoE, MEPRD, EAE) and local municipalities and local stakeholders, and other institutions responsible for and involved in the River Basin Management Planning and water management more generally. The first step included the revision of measures in the existing River Basin Management Plans of both countries and, where necessary, additional measures for achieving environmental targets, were developed. Economic analysis was performed to support that the environmental targets can be reached in a cost-effective way. During the project period, we had under this activity 9 one-day workshops and one seminar organized to exchange knowledge and good practices. In order to ensure implementation of the measures in the future, workshops were organized for the local municipalities and stakeholders situated in the region of Gauja/Koiva and Salaca/Salatsi river basins. Also, 2 study visits (one in Estonia and one in Latvia) to sites where measures have been implemented efficiently were organized for the specialists of the authorities of both countries. Implementation of four in-site small-scale filtration equipment on small rivers/ditches of Burtnieku lake in Burtnieku Municipality demonstrate practical non-expensive steps to reduce eutrophication of waters and to help to estimate the cost-effectiveness of such measure, thus sharing knowledge between countries. During the project activities, it became clear that in order to achieve a greater effect in reducing nutrients each filter should be installed on a separate small river or ditch and so 4 filters were installed on different rivers/ditches in 4 different locations instead of the planned one location. Developing a joint monitoring program for Gauja/Koiva and Salaca/Salatsi river basins. The joint monitoring program is the direct added value from the cross-border cooperation. It ensures coordinated follow-up monitoring actions and provides a better framework for common water resources management in the future. To achieve this, 2 one-day and 2 two-day workshops between Estonian and Latvian specialists of authorities were organized to exchange knowledge and good practices and information. Project management and communication involving the target groups as part of conferences, workshops, and seminars in both countries. The above-mentioned tasks and activities were achieved through effective management of the project, which included organizing 2 conferences, meetings, workshops in both countries, organizing 2 study trips, and ensuring the project communication and reporting. There have been 145 participants at project events, except management meetings. Actual information and presentations from events can be looked up here. Presentations in Latvian. The project has a positive impact on the water quality of common waters. The result of the full positive impact will be possible to observe after some years when all the planned measures will be implemented and the water quality will be improved. The monitoring program will give us the possibility to monitor those positive changes in time. 4 small-scale filtration equipment that was installed on four small rivers/ditches of Burtneku lake will give the improvement of the water quality. At the same time, it will enable sharing a positive experience with others. The project provided very active and close cooperation between the Estonian Ministry of Environment, Environmental Board of Southern Region, local municipalities and Latvian Environment, Geology and Meteorology Centre, Ministry of Environmental Protection and Regional Development, Vidzeme Planning Region, Burtnieku municipality and other local municipalities to set up the integrated monitoring program and the joint action plan of measures for the project area of Gauja/Koiva and Salaca/Salatsi river basins.

Expected Results (EN): Cooperation intensity between institutions in the management of water bodies and coastal areas

Expected Outputs (EN):

With regard to the Program result indicator “Cooperation intensity between institutions in the management of water bodies and coastal areas”, the project will provide very active and close cooperation between the Estonian (Estonian Minstry of Environment, Environmental Board of Southen region (Põlva, Valga, Võru counties), local municipalities) and Latvian institutions (Latvian Environment, Geology and Meteorology Centre, Ministry of Environmental Protection and Regional Development, Vidzeme Planning Region, Burtnieki municipality and other local municipalities) to set up the integrated monitoring program and the joint action plan of measures for the Gauja/Koiva and Salaca/Salatsi river basins. Improving efficient use and protection of joint water resources (Gauja/Koiva river basin and Salaca/Salatsi river basin), all foreseen activities will be implemented jointly, including the preparing and revising measures for Gauja/Koiva and Salaca/Salatsi river basins and performing the economic analysis, developing joint methodologies and analysis tools, gathering and modelling of data and so on. In the future there will be decrease in resource expenditures on both side of common boarder through better planning of monitoring works and harmonization of environmental quality indicators and their frequency used for monitoring.
