GeDiDoT a pour ambition de contribuer à l’amélioration de la santé de tous en mettant à la disposition des acteurs frontaliers des outils statistiques de référence qui suscitent leur intérêt, renforcent leurs connaissances et les incitent à mener des politiques et/ou projets transfrontaliers pertinents en matière de réduction des inégalités sociales de santé, de prévention et de promotion de la santé et d’offre de soins.

GeDiDoT aims to contribute to improving general health by providing border stakeholders with statistical reference tools that are of interest to them, reinforcing their knowledge and encouraging them to carry out relevant cross-border policies and/or projects to reduce social inequalities in the fields of health, prevention and promotion of health and healthcare.

GeDiDoT wil bijdragen aan een verbetering van de algemene gezondheid door de belanghebbenden in de grensstreek nuttige statistische referentietools te verstrekken, hun kennis te verhogen en hen aan te moedigen om relevante, grensoverschrijdende beleidslijnen en/of projecten te ontwikkelen om de sociale ongelijkheid op het gebied van gezondheid, preventie en promotie van de gezondheid en de gezondheidszorg te verminderen.

Achievements (FR):

GeDiDoT a pour ambition de susciter, guider et soutenir les décisions locales en matière de santé en élaborant et pérennisant une base de données sociosanitaires transfrontalière accessible à tous et en permettant aux autorités et associations locales de s'approprier ces données. Ce projet est porté par l'Observatoire de la Santé du Hainaut (OSH), l'Administration de la Santé publique, de l'Action sociale et culturelle (ASPASC) de la Province de Namur, l'Institution wallon de l'évaluation, de la prospective et de la statistique (IWEPS), l'Agence Régionale de la Santé Grand Est (ARS GE) et l'Observatoire de la Santé et du Social (OR2S). Au cours des 1ers semestres de collaboration, les opérateurs ont établi pas à pas un processus de travail transfrontalier et se sont dotés de dispositifs et d'outils de gestion communs. Les Comités techniques transfrontaliers constitués se sont réunis régulièrement pour mener à bien leurs missions. S'inscrivant dans la continuité du projet Interreg IV FWVL « Générations en Santé », les partenaires se sont tout d'abord approprié les acquis de ce programme. Ceux-ci ont ensuite rédigé et signé une convention cadre et ses annexes définissant les modalités de construction de la base de données transfrontalière. La base de données transfrontalière, appelée « Infocentre de santé », est désormais en ligne à l'adresse www.infocentre-sante.eu. Pour y accéder, deux portes d'entrées sont prévues : via une liste d'indicateurs et via une carte géographique transfrontalière. Les éléments suggérés par des évaluateurs ont été intégrés dans le fonctionnement du site internet. Les indicateurs ont été regroupés en 6 chapitres « Démographie » (18 indicateurs), « Déterminants socio-économiques » (16 indicateurs), « Offre de soins et de services » (11 indicateurs), « État de santé » (38 indicateurs), « Consommation de soins » (9 indicateur) et « Environnement et santé » (10 indicateurs). De plus, sept fiches thématiques ont été rédigées sur des sujets pour lesquels les données n’étaient pas disponibles et/ou comparables à l’échelle voulue. Cinq de ces fiches sont regroupées dans l’onglet « Comportements de santé » pour lesquels seules des données d’enquête sont disponibles. Une vidéo accessible sur le site fournit un mode d’emploi aux internautes. Le groupe de travail chargé d'étudier la question de la pérennisation de l'infocentre de santé a finalisé le cahier des charges. Des contacts ont été pris au niveau de la Wallonie et de la Région Grand-Est. Les contacts avec les Hauts-de-France n’ont pas abouti avant le confinement et n’ont pas pu être relancés en raison de l’épidémie de Covid-19, les responsables de ces structures étant très occupés par la lutte contre l’épidémie. D’autre part, un changement de direction à la tête de l’ARS des Hauts-de-France peut être l’occasion de relancer une nouvelle dynamique dans les prochaines semaines. Afin d'adapter au mieux l'offre d'information sociosanitaire aux besoins des acteurs locaux, 30 entretiens individuels et collectifs avec des élus et acteurs locaux frontaliers ont été réalisés le long de la frontière franco-belge, selon le protocole défini par les partenaires. C'est ainsi l'avis de plus de 110 acteurs locaux qui a été recueilli pour construire les futurs profils locaux de santé. Ces acteurs locaux sont issus des zones transfrontalières suivantes : Vresse-sur-Semois - Bièvre - Gedinne - Communauté de Communes (CC) Rives de Meuse et Semoy ; Couvin - Doische - Viroinval - CC Ardennes Métropole ; Lille - Mouscron - Roubaix ; Quiévrain - Quiévrechain ; Chimay - Hirson - Fourmies ; Ardennes - Thiérache. Un rapport de ce travail de consultation et une synthèse ont été rédigés. Les résultats de ce travail ont ensuite été restitués lors de 3 rencontres transfrontalières qui ont également permis aux participants belges et français de se présenter mutuellement leurs projets en matière de santé et d'échanger leurs bonnes pratiques. Parallèlement, une réflexion a été menée pour définir précisément les territoires transfrontaliers des profils locaux de santé. Une matinée d'études a notamment été consacrée à ce sujet complexe et amené les partenaires à définir 14 territoires transfrontaliers. La liste des indicateurs repris dans les profils locaux a été établie sur base des travaux menés dans le cadre du programme Interreg IV FWVL (Projet "Générations en Santé") et des attentes exprimés par les acteurs de terrain lors des entretiens individuels et collectifs. Les partenaires ont collecté les données et établi un canevas des profils locaux de santé transfrontaliers sur base de deux profils-pilotes. Ceux-ci ont été soumis à l'avis d'acteurs locaux en vue de les améliorer. Les 14 profils locaux transfrontaliers de santé ont été finalisés en 2019 et imprimés en 2019-2020. Deux profils ont été traduits en néerlandais. Tous les profils sont disponibles sur le site internet du projet. Pour chaque profil, une annexe chiffrée est également disponible en ligne. Une vidéo de présentation des profils et de leur utilisation est disponible sur le site. Un premier profil a été présenté et distribué le 4 juin 2019 à des acteurs locaux. Les présentations se sont poursuivies durant l’année 2019 et le début de l’année 2020 avant d’être brutalement interrompues par la crise du Covid-19. Au total, 10 présentations ont eu lieu. Les profils ont également fait l’objet d’envois postaux. Les partenaires ont par ailleurs élaboré plusieurs outils de communication (plaquette et poster de présentation, site Internet (https://gedidot.eu/), comptes Twitter et LinkedIn, roll up) et présenté en plusieurs lieux leur projet aux professionnels concernés.

GeDiDoT aims to generate, guide and support local health decisions by developing and sustaining a cross-border health database accessible to all and allowing local authorities and associations to take ownership of this data. This project is carried out by the Hainaut Health Observatory (OSH), the Administration of Public Health, Social and Cultural Action (ASPASC) of the Province of Namur, the Walloon Institute of Evaluation, Foresight and Statistics (IWEPS), the Regional Health Agency Grand Est (ARS GE) and the Observatory of Health and Social (OR2S). During the first semesters of collaboration, operators established a cross-border work process step by step and developed common management mechanisms and tools. The established cross-border technical committees met regularly to carry out their tasks. As part of the continuation of the Interreg IV FWVL project “Health Generations”, the partners first appropriated the achievements of this program. They then drafted and signed a framework agreement and its annexes defining the modalities for the construction of the cross-border database. The cross-border database, known as the Health Infocentre, is now online at www.infocentre-sante.eu. To access it, two entrance doors are planned: via a list of indicators and via a cross-border geographic map. The elements suggested by evaluators have been integrated into the functioning of the website. The indicators were grouped into 6 chapters “Demography” (18 indicators), “Socio-economic determinants” (16 indicators), “Provision of care and services” (11 indicators), “State of health” (38 indicators), “Consumption of care” (9 indicators) and “Environment and health” (10 indicators). In addition, seven thematic fact sheets were written on topics for which data was not available and/or comparable at the appropriate scale. Five of these sheets are grouped under the Health Behaviour tab for which only survey data are available. A video accessible on the site provides a user manual for Internet users. The working group to study the sustainability of the health infocentre finalised the specifications. Contacts were made in Wallonia and the Greater East Region. Contacts with the Hauts-de-France were not successful before the lockdown and could not be revived due to the Covid-19 epidemic, as those responsible for these structures were very busy fighting the epidemic. On the other hand, a change of direction at the head of the ARS of Hauts-de-France may be an opportunity to revive a new dynamic in the coming weeks. In order to best adapt the socio-health information offer to the needs of local actors, 30 individual and collective interviews with elected representatives and local border actors were conducted along the Franco-Belgian border, according to the protocol defined by the partners. It was thus the opinion of more than 110 local actors that was gathered to build future local health profiles. These local actors come from the following cross-border areas: Vresse-sur-Semois — Bièvre — Gedinne — Community of Communes (CC) Rives de Meuse and Semoy; Couvin — Doische — Viroinval — CC Ardennes Métropole; Lille — Mouscron — Roubaix; Quiévrain — Quiévrechain; Chimay — Hirson — Fourmies; Ardennes — Thiérache. A report of this consultation work and a summary have been drawn up. The results of this work were then returned at 3 cross-border meetings that also allowed Belgian and French participants to present their health projects to each other and to exchange best practices. At the same time, a reflection was carried out to define precisely the cross-border territories of local health profiles. A morning of studies was devoted to this complex subject and led the partners to define 14 cross-border territories. The list of indicators included in the local profiles was drawn up on the basis of the work carried out within the framework of the Interreg IV FWVL (Health Generations Project) programme and the expectations expressed by the actors in the field during individual and collective interviews. The partners collected the data and prepared a canvas of local cross-border health profiles on the basis of two pilot profiles. These have been submitted to local stakeholders with a view to improving them. The 14 local cross-border health profiles were finalised in 2019 and printed in 2019-2020. Two profiles have been translated into Dutch. All profiles are available on the project website. For each profile, an encrypted annex is also available online. A video presenting the profiles and their use is available on the site. A first profile was presented and distributed on 4 June 2019 to local actors. Presentations continued during 2019 and early 2020 before being abruptly interrupted by the COVID-19 crisis. A total of 10 presentations took place. The profiles were also the subject of postal mailings. The partners also developed several communication tools (plate and presentation poster, website (https://gedidot.eu/), Twitter and LinkedIn accounts, roll up) and presented their project to the professionals concerned in several places.

Il compte atteindre 500 personnes via sa base de données socio-sanitaires en ligne et l’élaboration et la présentation des profils locaux de santé transfrontaliers.

Number of people who have used a health service on both sides of the border: 500. The project is aimed mainly at health professionals and local stakeholders and decision-makers. It plans to reach 500 people through its online health and social database and the development and reporting of cross-border local health profiles.

Aantal mensen die hebben gebruikgemaakt van een gezondheidsdienst aan beide zijden van de grens: 500. Het project richt zich hoofdzakelijk tot gezondheidswerkers en plaatselijke actoren en besluitvormers. Het heeft de ambitie 500 mensen te bereiken via een online database voor gezondheids- en sociale diensten en de ontwikkeling en rapportering van grensoverschrijdende, plaatselijke gezondheidsprofielen.
