Le Parc Naturel des Plaines de l'Escaut (en Wallonie) et le Parc Naturel Régional Scarpe Escaut (France) affichent une volonté commune de renforcer leur coopération à travers Parc Naturel Transfrontalier du Hainaut (PNTH). Le projet PNTH Terre en Action vise la mise en œuvre de démarches collectives portées par les habitants et les acteurs du territoire transfrontalier autour des patrimoines naturels et paysagers. Ce projet se traduit notamment par le lancement d’appels à projets, l'accompagnement d’initiatives citoyennes, l’organisation d’évènements transfrontaliers afin de valoriser le patrimoine et les ressources du territoire. La mise en commun d’outils et le développement de méthodologies adaptées de part et d’autre de la frontière permettent d’enrichir les actions qui seront mises en œuvre avec les habitants.

The Scheldt Plains Nature Park (in Wallonia) and the Scarpe-Escaut Regional Nature Park (France) have a common desire to strengthen their cooperation through the Hainaut Cross-border Nature Park (PNTH). The PNTH Terre en Action (Earth in Action) project aims at the implementation of collective approaches carried out by the inhabitants and the stakeholders of the cross-border territory around natural and landscape heritage. This project takes the shape in particular of the launch of a calls for projects, the support of citizen initiatives, and the organisation of cross-border events to promote the territory’s heritage and resources. The pooling of tools and the development of adapted methodologies on both sides of the border enable the enrichment of actions that will be implemented with the inhabitants.

Het Parc naturel des Plaines de l’Escaut (Wallonië) en het Parc naturel Régional Scarpe-Escaut (Frankrijk) delen de wens hun samenwerking te versterken via het Parc Nature Transfrontalier Hainaut (PNTH). Het project PNTH Terre en action (Aarde in actie) beoogt de implementatie van collectieve benaderingen, uitgevoerd door de bewoners en de belanghebbenden van het grensgebied rond het natuurlijke en landschappelijke erfgoed. Dit project krijgt concreet vorm met de lancering van een projectoproep, de steun aan burgerinitiatieven en de organisatie van grensoverschrijdende evenementen om het erfgoed en de rijkdommen van de streek te promoten. De bundeling van de instrumenten en de ontwikkeling van aangepaste methoden aan beide zijden van de grens kunnen samen met de bewoners ondernomen acties verrijken.

Achievements (FR):

« Terre en action » est une nouvelle façon d'accompagner des associations, des groupes d'habitants ou toute autre démarche collective pour faire aboutir des projets citoyens en faveur du cadre de vie et de la nature : cultiver un jardin collectif, aménager un espace convivial dans son quartier, agir pour la nature près de chez soi. Place à la liberté de création, aux envies, à l'imagination des habitants pour agir sur leurs espaces de vie. « Terre en Action » offre aussi la possibilité de créer et d'utiliser des outils numériques et des pratiques plus collaboratives pour mieux faire ensemble. Piloté par le Parc naturel régional Scarpe-Escaut (F) et le Parc naturel des Plaines de l'Escaut (B), « Terre en action » est également porté par la Mission Bassin Minier, Espace Environnement asbl et le CRIE de Mouscron. Ce programme transfrontalier est financé pour moitié par l'Union européenne dans le cadre de fonds Interreg V France-Wallonie-Vlaanderen pour la période 2014-2020. Le premier axe du projet se traduit en trois objectifs : - Faciliter l'émergence d'initiatives locales en faveur du cadre de vie portées par des habitants - Accompagner ces habitants pour mener à bien leur projet et les encourager à passer à l'échelle transfrontalière - Valoriser ces initiatives auprès du grand public et des décideurs dans leurs démarches et leurs résultats Un appel à initiatives citoyennes a été lancé dès avril 2017. Une trentaine de collectifs y ont répondu en contactant directement l'équipe ou via le site www.pnth-terreenaction.org, avec des projets très variés : conception de panneaux d'interprétation, réhabilitation d'un chemin de promenade, présentation d'une expo photos sur la biodiversité, création d'une association d'éducation à l'éco-citoyenneté, etc. L'équipe propose un accompagnement individuel : animation des réunions, recherche de financements, recherche de partenaires, apport de ressources, formation, aide à la communication. Les initiatives locales sont valorisées via divers supports : plateforme internet, portraits, fiches expériences, vidéos témoignages… Des spécialistes sont amenés à intervenir ponctuellement sur des sujets précis. L'équipe organise aussi des moments de rencontres et d'échanges transfrontaliers entre les projets : les soirées « Trucs et Astuces » et de la formation aux outils collaboratifs et aux techniques d'animation. Un parcours d'auto-formation en ligne assure la continuité du service à la fin du financement. Le forum annuel des initiatives citoyennes pour permettre aux porteurs de projets de se rencontrer pour échanger sur leurs expériences et leurs questionnements ; Un weekend portes ouvertes dédiée aux initiatives citoyennes par an qui offre la possibilité aux collectifs et associations de faire connaître leurs actions au sein de leur village ; des ateliers « observons nos paysages, racontons notre territoire » pour inviter les participants à faire découvrir leurs quartiers Le deuxième grand axe du projet porte sur le développement d'un réseau transfrontalier d'éco-jardiniers (des jardins partagés ou privés sans produits chimiques) et d'observateurs de la biodiversité : les « Enquêteurs du jardin » (qui recensent les espèces de leur jardin sur les plateformes de comptage en ligne). Pour ce faire, des outils (site internet wiki, kit pédagogique, panneaux) et des évènements sont mis en place pour favoriser les échanges entre les membres du réseau avec des partenaires locaux : stands, animations, conférences, visites, remises des diplômes, formations, journées de comptage. Après un programme sur les oiseaux des jardins en 2018, ce sont les insectes pollinisateurs qui ont été mis à l'honneur en 2019 et les escargots en 2020. Le troisième axe consiste à organiser une série d'évènements mobilisateurs. Après l'anniversaire des 20 ans du Parc naturel des Plaines de l'Escaut et du Parc naturel Transfrontalier du Hainaut en 2016, la fête du Parc naturel régional Scarpe-Escaut a eu lieu en septembre 2019. Ces moments festifs sont l'occasion de mobiliser des acteurs locaux français et belges d'horizons divers (associations, artistes, producteurs locaux, habitants passionnés) dans l'organisation et l'animation de la journée. Un premier rallye découverte familial du patrimoine transfrontalier en vélo a été organisé en juillet 2019 où les participants ont pu s'arrêter au fil du parcours pour répondre à des énigmes sur les thématiques de la biodiversité et du paysage. La plus-value transfrontalière de ce projet est la montée en compétence via les échanges franco-belges. Grâce aux outils mis à disposition et aux moments de rencontre et de formation, les habitants du PNTH partagent leurs expériences, savoirs, savoirs faire, mais aussi leur volonté d'agir et les questions qui y sont liées. Le projet permet aussi aux habitants de chaque versant de prendre l'habitude de regarder au-delà de la frontière, pour mieux connaître le patrimoine naturel, culturel et paysager du PNTH, et pour créer des collaborations durables entre acteurs.

“Land in action” is a new way of supporting associations, groups of inhabitants or any other collective approach to achieve citizen projects in favour of the living environment and nature: cultivate a communal garden, develop a friendly space in your neighborhood, act for nature near home. Place for the freedom of creation, the desires, the imagination of the inhabitants to act on their living spaces. “Terre en Action” also offers the possibility to create and use digital tools and more collaborative practices to do better together. Piloted by the Scarpe-Escaut Regional Natural Park (F) and the Natural Park of the Plains of the Scheldt (B), “Earth in Action” is also supported by the Mission Bassin Minier, Espace Environnement asbl and CRIE de Mouscron. Half of this cross-border programme is financed by the European Union through Interreg V France-Wallonie-Vlaanderen funds for the period 2014-2020. The first axis of the project is reflected in three objectives: — Facilitating the emergence of local initiatives in favour of the living environment carried by inhabitants — Accompanying these inhabitants to carry out their project and encourage them to cross-border — Valuate these initiatives to the general public and decision-makers in their approaches and results A call for citizens’ initiatives was launched in April 2017. About thirty collectives responded by contacting the team directly or via the website www.pnth-terreenaction.org, with very varied projects: design of interpretation panels, rehabilitation of a walkway, presentation of a photo exhibition on biodiversity, creation of an eco-citizenship education association, etc. The team offers individual support: facilitation of meetings, search for funding, search for partners, provision of resources, training, communication assistance. Local initiatives are promoted through various supports: Internet platform, portraits, experience sheets, testimonial videos... Specialists are called to intervene on specific topics. The team also organises moments of cross-border meetings and exchanges between projects: the evenings “Trucs et Astuces” and training in collaborative tools and animation techniques. An online self-training journey ensures the continuity of the service at the end of the funding. The annual Citizens’ Initiatives Forum to allow project leaders to meet to discuss their experiences and questions; An open house weekend dedicated to citizens’ initiatives per year that offers the opportunity for collectives and associations to publicise their actions within their village; workshops “let’s look at our landscapes, tell our territory” to invite participants to discover their neighbourhoods The second major focus of the project is the development of a cross-border network of eco-gardens (shared or private gardens without chemicals) and biodiversity observers: the “Garden Investigators” (who identify the species of their garden on online counting platforms). To do this, tools (wiki website, educational kit, panels) and events are set up to promote exchanges between members of the network with local partners: stands, animations, conferences, visits, graduations, training, counting days. After a program on garden birds in 2018, pollinating insects were highlighted in 2019 and snails in 2020. The third axis is to organise a series of mobilising events. After the 20th anniversary of the Natural Park of the Plains of the Scheldt and the Transfrontalier Natural Park of Hainaut in 2016, the festival of the Scarpe-Escaut Regional Natural Park took place in September 2019. These festive moments are an opportunity to mobilise local French and Belgian actors from diverse backgrounds (associations, artists, local producers, passionate inhabitants) in the organisation and animation of the day. A first family discovery rally of cross-border heritage by bike was organised in July 2019 where participants were able to stop along the route to answer puzzles on the themes of biodiversity and landscape. The cross-border added value of this project is the rise in competence through Franco-Belgian exchanges. Thanks to the tools made available and the moments of encounter and training, the inhabitants of the PNTH share their experiences, knowledge, know-how, but also their willingness to act and the issues related to it. The project also allows the inhabitants of each slope to become accustomed to looking beyond the border, to better understand the natural, cultural and landscape heritage of the PNTH, and to create sustainable collaborations between actors.

Le territoire transfrontalier concerné par ce dispositif de gestion intégré du territoire couvre 65 communes française et 6 communes wallonnes. En plus des limites des deux parcs naturels actuels, le projet s’étendra sur deux autres communes, belge et française, engagées dans une procédure de rapprochement avec les parcs. Ce territoire couvre une superficie de près de 1 000km² pour 375 000 habitants.

Number of integrated natural resources and territory management systems: 1. The cross-border territory affected by this integrated territorial management system covers 65 French municipalities and 6 Walloon municipalities. In addition to the boundaries of the two existing nature parks, the project will extend to two other Belgian and French municipalities that are engaged in a process of convergence with the parks. This territory covers an area of nearly 1,000 km² for 375,000 inhabitants.

Aantal geïntegreerde systemen voor het beheer van de natuurlijke hulpbronnen en het grondgebied: 1. Het grensgebied waarop dit geïntegreerde territoriale beheersysteem betrekking heeft, omvat 65 Franse en 6 Waalse gemeenten. Behalve de grenzen van de twee bestaande natuurparken, zal het project worden uitgebreid met twee andere, Belgische en Franse gemeenten, die in een convergentieproces met de parken betrokken zijn. Dit grondgebied heeft een oppervlakte van bijna 1000 km² en telt 375.000 inwoners.

Le projet développe de manière innovante une nouvelle démarche de gestion intégrée et coordonnée des patrimoines naturels et paysagers en associant les habitants à sa mise en œuvre.

The project develops a new integrated and coordinated management approach for natural and landscape heritage in an innovative manner by involving the inhabitants in its implementation.

Aantal acties voor duurzame ontwikkeling door geïntegreerd beheer van natuurlijke hulpbronnen, bescherming van natuurlijke hulpbronnen, sensibilisering van het publiek en ontwikkeling van innovatieve technologieën: 10. Het project ontwikkelt een nieuwe, geïntegreerde en gecoördineerde aanpak van het beheer van het natuurlijke en landschappelijke erfgoed op een innovatieve manier, door de bewoners bij de implementatie te betrekken.
