Este proyecto se refiere al espacio transfronterizo franco-español (zona este) y a su extensión a las áreas de Barcelona y Toulouse. Para lograr una profesionalización adecuada en el ámbito sanitario y social, aspira a poner en contacto, de modo más estrecho, los empleadores y el sector de la formación y de la investigación con el fin de un mejor conocimiento de las ocupaciones, prácticas y situaciones emergentes: nuevos destinarios, trabajo temporal, nuevas formas de gobernanza, trabajo en red. Los territorios tienen lógicas y políticas públicas arraigadas en culturas nacionales. Sin embargo, la problemática sanitaria y social (pobreza, discapacidad, infancia en peligo, discriminación, envejecimiento) es nómada e ignora las fronteras. Este proyecto permite reducir los efectos relacionados con la frontera. Refuerza el intercambio entre profesionales para cumplir con la movilidad de los destinarios. Facilita la movilidad transfronteriza para los futuros graduados, con el fin de ampliar sus perspectivas de inserción profesional. Ayuda a aclarar y armonizar los sistemas de atención a los destinarios y de gestión de situaciones emergentes. Permite también compartir los problemas y las "prácticas inspiradoras". Finalmente,favorece la producción del conocimiento para acompañar aquellos cambios en la lógica de un observatorio que abastecerá casas virtuales transfronterizas de la formación, de la investigación y de las redes profesionales.

Ce projet porte sur l’espace transfrontalier franco-espagnol (zone Est), et son extension aux aires de Barcelone et de Toulouse. Pour une professionnalisation appropriée dans le champ sanitaire et social, il vise le rapprochement des employeurs et des milieux de la formation et de la recherche en vue d’une meilleure connaissance des métiers, des pratiques et des situations émergentes: nouveaux publics, emploi en intérim, nouvelles gouvernances, travail en réseau. Les territoires connaissent des logiques et des politiques publiques ancrées dans des cultures nationales. En revanche, les problématiques sanitaires et sociales (pauvreté, handicap, enfance en danger, discrimination, vieillissement) sont nomades et ignorent les différentes frontières. Dans cette perspective, ce projet permet de réduire les effets-frontière. Il renforce les échanges entre professionnels pour répondre à la mobilité des publics. Il permet aux futurs diplômés la mobilité transfrontalière, afin d’élargir leurs perspectives d’insertion professionnelle. Il permet d’éclairer et d’harmoniser les systèmes de prise en charge des publics et des situations émergentes. Il permet encore de partager des problématiques et des pratiques inspirantes. Ce projet permet enfin la production des connaissances nécessaires à l’accompagnement de ces transformations dans la logique d’un observatoire alimentant des maisons virtuelles transfrontalières de la formation, de la recherche et des réseaux professionnels.

Description (EN):

This project focuses on the Eastern French-Spanish border area (Eastern regions) and its extension to Barcelona and Toulouse areas. It aims at a proper professionalization in the health and social sector through a stronger relationship between employers and the training and research communities with a view to provide a better knowledge of occupations, practices and emerging situations: new audiences, temporary employment , new forms of governance, networking. The territories have their own logic and public policies rooted in national cultures. However, health and social issues (poverty, disability, children at risk, discrimination, ageing) are nomadic and ignore borders. In this perspective, this project allows reducing the border effects. It strengthens professional exchanges to meet the mobility of the targeted audience. It facilitates border mobility of future graduates to broaden their professional insertion. It helps clarifying and harmonizing care mechanisms and coping with emerging situations. It allows exchanging on particular problems and sharing "inspiring practices" as well. Finally, this project allows the production of knowledge necessary to accompany these changes in the logic of an observatory supplying cross-border virtual houses in the area of training, research and professional networks.
