Die letzten großen Hochwässer an Donau (2013) und March (2006) haben deutlich gemacht, dass der Hochwasserschutz von hoher Bedeutung für die Grenzregion ist. Um ein nachhaltiges Hochwasserschutzsystem aufzubauen müssen die Verantwortlichen auf beiden Seiten der Flüsse intensiv zusammenarbeiten. Durch ProDaM soll das gemeinsame Hochwassermanagement an den Grenzflüssen Donau und March optimiert werden. Teilziele: Aufbau gemeinsamer Datengrundlage (Geländemodell, hydrodynamisches 2d Modell) Analyse sowie Aufbau eines gemeinsamen Verständnisses über Restrisiko und –management Minimierung von hochwasserinduzierten Auswirkungen auf landwirtschaftliche Flächen Planung von Maßnahmen für Hochwasserschutzanlagen. Das Projektgebiet umfasst die gesamte March- und Donaugrenzstrecke samt Überflutungsräumen. Die erste Phase (AP3) umfasst die Erhebung der Geländedaten. Dies erfolgt mittels Laserscan-Vermessung per Flugzeug sowie für die Flusssohle mittels Echolot per Schiff. Mit Hilfe dieser Daten wird ein digitales Geländemodell und in weiterer Folge ein hydrodynamisches 2d Modell erstellt. In der zweiten Phase (AP4 bis AP6) werden mit dem Modell Fragestellungen zum Restrisiko und zur Dimensionierung der Hochwasserschutzanlagen, sowie Maßnahmenplanungen erstellt. Die Projektergebnisse stehen Fachleuten, Universitäten, Gebietskörperschaften etc. zur Verfügung. Die Umsetzung der Maßnahmen zur Reduktion der Hochwasserschäden kommt der lokalen Bevölkerung zugute. Durch das Projekt werden folgende nachhaltige Ergebnisse erreicht: Gemeinsame Untersuchungen für den Restrisikofall (im Sinne der EU Hochwasser-Richtlinie (HW-RL)) Schutz der Grenzregionen durch gemeinsamen Hochwasserschutzanlagen (im Sinne der EU HW-RL) Durch ProDaM werden die institutionellen Kapazitäten der zuständigen Wasserbauverwaltungen gestärkt und gemeinsame Lösungsstrategien im Sinne einer effizienten öffentlichen Verwaltung werden erarbeitet.

The last major floods on the Danube (2013) and Morava (2006) made it clear that flood protection is of great importance for the border region. Those responsible on both sides of the river must work together intensivel in order to build a sustainable flood protection system. ProDaM aims to optimize joint flood management at the Danube and Morava bordering rivers. Subgoals: Building a common data base (terrain model, hydrodynamic 2D model), Analysis and building a common understanding of residual risk and management, Minimization of flood-induced impacts on agricultural land, Planning of measures for flood protection. The project covers the entire Morava and Danube border area including flooding areas. The first phase (AP3) includes the terrain data survey. This will be done by means of laser scanning by aircraft as well as locating the riverbed flow by echo sounder by ship. A digital terrain model and subsequently a hydrodynamic 2D model will be created with the help of this data. In the second phase (AP4 to AP6), the model will be used to formulate questions on the residual risk and dimensioning of flood defenses as well as measures planning. The project results will be available to experts, universities, local authorities, etc. The implementation of measures in order to reduce flood damage benefits the local population. The project achieves the following sustainable results: Joint investigations of the residual risk cases (within the meaning of the EU Flood Directive (HW-RL)), Protection of the border regions by joint flood protection systems (within the meaning of the EU HW-RL), ProDaM will increase the institutional capacity of the relevant hydraulic engineering authorities and common solution strategies in the sense of an efficient public administration will be developed

Ostatné povodne veľkého rozsahu na Dunaji (2013) a na Morave (2006) zdôraznili, že protipovodňová ochrana má veľký význam pre celý pohraničný región. Na zabezpečenie udržateľného systému protipovodňovej ochrany je potrebná spolupráca zodpovedných inštiúcií na oboch stranách riek. Pomocou projektu ProDaM sa má zoptimalizovať spoločný protipovodňový manažment na hraničných vodných tokoch Dunaj a Morava. Čiastkové ciele: Zostavenie spoločných dátových podkladov (model terénu, hydrodynamický 2D-model) Analýza a dosiahnutie spoločného porozumenia vo veci reziduálneho rizika a jeho manažmentu Minimalizácia povodňou zapríčinených vplyvov na poľnohospodárske plochy Plánovanie opatrení pre protipovodňové zariadenia a objekty Projektované územie zahŕňa celý hraničný úsek Moravy a Dunaja vrátane inundácie. V prvej fáze (PB3) je zahrnuté získavanie údajov z terénu. Toto sa bude realizovať zameraním laserscan pomocou lietadla ako aj zameraním dna koryta toku echolotom z plavidla. Pomocou týchto údajov bude vyhotovený digitálny model terénu, a následne bude ďalej vytvorený hydrodynamický 2D model. V druhej fáze (PB4 až PB6) budú pomocou tohto modelu stanovované formulácie otázok k reziduálnemu riziku a k dimenzovaniu protipovodňových objektov a zariadení a zhotovované projekty opatrení. Výsledky projektu budú k dispozícii odborníkom, univerzitám, korporáciám a pod. Realizácia opatrení na redukciu povodňových škôd bude na prospech lokálneho obyvateľstva. Projektom sa majú dosiahnuť nasledovné dlhodobé výsledky: Spoločné posudzovanie prípadov reziduálneho rizika (v intenciách EÚ smernice o hodnotení a manažmente povodňových rizík (povodňová smernica)) Ochrana hraničných regiónov pomocou spoločných protipovodňových objektov a zariadení (v intenciách povodňovej smernice) Projektom ProDaM budú posilnené inštitucionálne kapacity príslušných vodohospodárskych správ a budú vypracúvané spoločné stratégie riešení v zmysle efektívnej verejnej správy.

Geländemodell und Hydrodynamisches Modell – Die zuständigen Institutionen und Behörden auf beiden Seiten haben erstmals gleiche Planungsgrundlagen für das gesamte Projektgebiet zur Verfügung. Restrisikountersuchungen (AP4) - Durch die gemeinsame Erarbeitung des Restrisikos für die Region und Entwicklung von Szenarien, wird ein bilaterales Verständnis für das grenzüberschreitende Risiko bei den betroffenen Institutionen verbessert. Hochwasserschadensreduktionsplan (AP5) – Die Auswirkungen von Hochwässern auf landwirtschaftliche Flächen sollen minimiert werden. Planung von Hochwasserschutzanlagen (AP6) – Durch die abgestimmte gemeinsame Planung können die zuständigen Wasserbauverwaltungen effizient an einem nachhaltigen Hochwasserschutz für die Grenzregion arbeiten.

Terrain Model and Hydrodynamic Model - The responsible institutions and authorities on both sides have for the first time the same planning basis for the entire project area. Expected Results (SK):

Model terénu a hydrodynamický model – príslušné inštitúcie a úrady na oboch stranách budú mať po prvýkrát k dispozícii rovnaké podklady pre plánovanie pre celé projektované územie. Posudzovanie reziduálneho rizika (PB4) – spoločným spracovaním pre tento región a rozvojom scenárov sa u dotknutých inštitúcií zlepší bilaterálne porozumenie pre cezhraničné riziko. Plán na redukciu povodňových škôd (PB5) – vplyvy povodní na poľnohospodársky obrábané plochy sa majú minimalizovať. Plánovanie protipovodňových objektov a zariadení (PB6) – spoločným koordinovaným plánovaním budú môcť príslušné vodohospodárske správy efektívne pracovať na trvalo udržateľnej protipovodňovej ochrane pohraničného regiónu.
