EAS tiene como objetivo y reto prioritario construir un sistema de indicadores eficaz, consistente, flexible, fiable, sostenible y perdurable, que permita recoger los datos relativos a la presencia social y condiciones de uso del euskera, su conocimiento entre la población, su uso en los diversos ámbitos sociales, y las percepciones y actitudes hacia la misma en su ámbito territorial, al objeto de que puedan realizarse análisis descriptivos de su situación social y de su vitalidad lingüística. Diseñada de forma planificada y sistemática, EAS se alimentará y actualizará de forma permanente y organizada. EAS tiene el objetivo de recoger y dar a conocer la situación y la evolución de las condiciones sociolingüísticas de la lengua. EAS se creará con el propósito de conocer con precisión y en profundidad la situación y evolución social del euskera. EAS medirá y objetivará los aspectos considerados fundamentales a la hora de medir la situación lingüística, y permitirá su comparación. Esas comparaciones deberán poder hacerse tanto entre territorios como entre campos, así como en el tiempo.Desde un principio se consideró de vital importancia para la gestión eficiente de EAS, la creación y consolidación de una estructura interinstitucional y transfronteriza de coordinación, dirección, decisión y promoción del proyecto, del cual dependería una estructura técnica, encargada de desarrollar técnicamente el proyecto.

EAS a pour objectif et défi prioritaire la construction d'un système d'indicateurs efficace, consistant, flexible, fiable et durable, permettant de rassembler les données liées à la place de la langue basque dans la société et ses conditions d'utilisation, sa connaissance parmi la population, son utilisation dans les différents environnements sociaux, ainsi que les perceptions et attitudes envers celle-ci dans son territoire. EAS est donc un ensemble d'indicateurs qui fourniront des informations sur la place de la langue basque dans la société au sein de son territoire, conçus de manière planifiée et systématique. Le système sera alimenté et mis à jour de manière permanente et organisée. EAS a pour objectif de rassembler des informations et de faire connaître la situation et l'évolution de la langue. EAS sera créé afin de connaître de manière précise et en profondeur la situation et l'évolution de la langue basque. EAS mesurera et extériorisera les aspects considérés essentiels dans l'évaluation de la situation linguistique et permettra de les comparer. Depuis le début, la création et la consolidation d'une structure interinstitutionnelle et transfrontalière de coordination, direction, décision et promotion du projet, qui dépendrait d'une structure technique, responsable du développement technique du projet, ont été considérées essentielles au bon développement et à la gestion efficace d'EAS.

Description (EN):

The purpose and priority challenge of the EAS is to construct an effective, consistent, flexible, reliable, sustainable and durable system of indicators that allows for collecting data concerning the presence in society and usage conditions of Basque, the extent to which it is known among the populace, its use in the various social milieus, and perceptions about and attitudes to it in its territorial within its geographical distribution, in order that descriptive analyses may be made its position in society and its linguistic vitality. EAS is has been designed in a planned and systematic manner and which shall be fed and updated permanently and in an organised fashion. EAS shall be created in order to know accurately and in depth the position and social development of Basque. EAS shall measure and set out the aspects that are considered fundamental in measuring the linguistic situation, and will allow it to be compared. Those comparisons must be able to be made both among territories and among fields, as well as over time. Since the beginning it has been considered vitally important for the healthy development of EAS and for the efficient management of EAS to create and consolidate an inter-institutional and cross-border structure for the coordination, management, decision-making and promotion of the project, subordinate to which there shall be a technical structure responsible for the technical execution of the project.
