Description (EN):

BELAROUAT’s goal is to define and implement a joint strategy between the mountain lodges/shelters located in Belagua (Navarra) and L’Abérouat in Lescun (PyrénéesAtlantiques) for the delivery of activities aimed at the promotion and conservation of the natural environment. The fostering of a network , a cross-border touristic product and the development of joint cross-border educational, sportive and touristic activities will lead to the revitalization of the local economies from a sustainable development perspective, contributing thus to POCTEFA Programme’s challenge focusing on the development of local territories through the valorization of local services and resources. The project will allow refurbishing Belagua’s shelter, closed since 2004, and thanks to the links between both shelters, tourists, visitors, mountaineers, schoolars, tourist and other professionals related with the mountain and natural environment, and the general public will be able to benefit from the results of the cooperation activities among both shelters. In spite of an increasing offer of cross-border mountain paths and routes, up until BELAROUAT, no project has specifically addressed the cooperation between mountain shelters for the preservation of the natural environment thanks to the delivery of cross-border activities in the education, training, sport, risk prevention and emergency management fields. The lessons learnt will be disseminated and transferred to other refuges of the Pyrenees.

BELAROUAT vise à créer et mettre en place une stratégie conjointe, entre le refuge d'Angel Olorón à Belagua (Navarre) et le refuge de l’Abérouat à Lescun (Pyrénées-Atlantiques), pour le développement d'activités de promotion et de conservation du milieu naturel. La création d'un réseau, un produit turistique transfrontalière et le développement d'activités transfrontalières, dans les domaines de l'éducation, la formation, sport et tourisme contribueront à dynamiser l'économie locale des vallées sous l'angle du développement durable, tout en contribuant au défi du programme POCTEFA qui consiste à développer les territoires par la mise en valeur des ressources locales et des services. Le projet permettra la réouverture du refuge de Belagua, fermé depuis 2004. Grâce à l'union des deux refuges, les touristes, montagnards, étudiants et professionnels (éducateurs sportifs, guides, experts, etc.) des domaines liés à la montagne et au milieu naturel, tout comme le grand public, pourront profiter des activités et des résultats de cette coopération. Malgré la prolifération d'itinéraires transfrontaliers de montagne, aucun projet n'a abordé à e jour la collaboration entre ces refuges en vue de la préservation du milieu naturel au moyen d'activités transfrontalières (formation, éducation, sport, prévention des risques, gestion des situations d'urgence, etc.). Ultérieurement, cette expérience pourra être transposée dans d'autres refuges aux Pyrénées.

BELAROUAT pretende, crear y poner en marcha una Estrategia conjunta entre el Refugio de Angel Olorón en Belagua (Navarra) y el Refugio de L’Abérouat en Lescun (Pyrénées Atlantiques)) para el desarrollo de actividades dirigidas a la promoción y conservación del medio natural. La creación de una red , un producto turístico transfronterizo y el desarrollo de actividades transfronterizas de tipo educativo, formativo, deportivas, y de turismo contribuirán a la dinamización de la economía local de los valles desde una perspectiva de desarrollo sostenible contribuyendo al reto del Programa POCTEFA de desarrollar los territorios mediante la valorización de los recursos locales y los servicios. El proyecto permitirá recuperar el Refugio de Belagua, cerrado desde el año 2004 y gracias a la unión de ambos refugios, turistas, montañeros, escolares, profesionales (técnicos deportivos, guías y expertos) de ámbitos relacionados con la montaña y el medio natural y turistas y visitantes en general podrán beneficiarse de las actividades y resultados de la cooperación entre ambos refugios. A pesar de la proliferación de rutas transfronterizas de montaña, hasta ahora ningún proyecto ha abordado la colaboración entre estos refugios para la preservación del medio natural mediante actividades transfronterizas (formativas, educativas, deportivas, de prevención de riesgos, gestión de emergencias etc). En un futuro esta experiencia se podrá trasladar a otros refugios del Pirineo.
