Genom att efterfråga innovation i offentliga upphandlingar vill projektet Cleantech TIPP skapa mer innovation. De anser att offentliga resurser är ett styrmedel som måste användas på rätt sätt. Cleantech TIPP ser stor potential att öka innovationen i regionen genom att efterfråga innovation i offentliga upphandlingar, särskilt eftersom det är stora belopp som upphandlas varje år. – Vi har tre områden, klimatanpassning, avfallshantering och industriell symbios, där det finns ett stort behov av innovation. Vi har frågat oss vad man kan göra. Antingen kan man ha forsknings- och innovationsprojekt, eller kan man använda efterfrågan och inköp för att skapa innovation. Det ska vi göra, säger Martin Dam Wied, projektledare för Cleantech TIPP. Främja samarbete över gränserna: Genom att göra den offentliga upphandlingen mer innovativ hoppas projektet också att visa vägen till att skapa nya arbetsplatser och bidra till den gröna omställningen. För att nå dit är gränsöverskridande samarbete avgörande. – Att arbeta över gränserna är helt centralt i vårt projekt. Rent juridiskt står vi på samma sida eftersom vi har EU-lagen som styr mycket. Om det inträffar olikheter i hur man implementerar EU:s nya upphandlingsdirektiv, är det i sig är intressant ur ett innovationsperspektiv, eftersom det hindrar idéer och företag att röra sig över gränserna. Projektet kan bli en plattform för att fånga upp och bemöta dessa skillnader, säger Martin Dam Wied och fortsätter: – Det är också en enkel resursoptimering. Istället för att göra två olika innovationssatsningar kan vi en tillsamman, och få en större skala på det. Övningar ska ge färdigheter: Inom de tre områdena avfallshantering, industriell symbios och klimatanpassning finns två huvudcase, men även mindre case. Projektet kommer till stor del bygga på att deltagarna får öva för att lära sig. Exempelvis behövs bättre samarbete mellan de som köper in och de som sitter på fackkunskaperna i kommunerna. Detta kommer de öva på i faktiska projekt, men i säkra miljöer. – De case vi kommer att ha ska kommunerna genomföra, men de får använda verktyg, plattformar och processer från oss för att öva på det. Det blir en säker miljö de kan testa sig fram, och vi säkerställer att reglerna efterföljs. Dialog mellan privata och offentliga aktörer: En utmaning är att öka förståelsen mellan privata och offentliga aktörer. Här vill projektet minska det avstånd som i dag finns mellan aktörerna. – När upphandlingar ska göras kostar det också mycket pengar för både de privata och offentliga aktörerna. För att lösa det ska vi arbeta med samarbetsmässiga och juridiska övningar så att vi kan lyfta de frågorna och lära oss det. Eftersom det är flera regelverk som styr offentliga upphandlingar har projektet sett en tendens till att aktörerna är oroliga inför vad de får, och inte får, göra. Detta vill de lösa genom transparens. – Vi hoppas på en öppen process så att folk kan se att det är lagligt att arbeta så här. Det tror jag gör att fler vågar testa. Vill skapa goda exempel: Målet med projektet är att skapa färdigheter och förståelse så att offentliga upphandlingar kan fortsätta användas för att bidra till innovation. Övergripande vill projektet även arbeta med olika myter som byggts upp, exempelvis att man inte får ha kontakt med företag under en upphandlingsprocess, eller att det juridiskt sett är mycket svårt och dyrt att skapa innovation genom upphandling. – Min förhoppning är att vi får konkreta erfarenheter och kan säga vad som gick bra och vad som gick mindre bra. Jag hoppas att man i projekten testar flera olika sätt, så att man kan berätta för andra vad som faktiskt fungerar, säger Martin Dam Wied.

Cleantech TIPP sees great potential to boost innovation in the region by calling for innovation in public procurement, especially since large amounts are procured each year. — We have three areas, climate adaptation, waste management and industrial symbiosis, where there is a great need for innovation. We have asked ourselves what to do. Either you can have research and innovation projects, or you can use demand and sourcing to create innovation. We will do that," says Martin Dam Wied, project manager for Cleantech TIPP. Promoting cross-border cooperation: By making public procurement more innovative, the project also hopes to lead the way to creating new jobs and contributing to the green transition. To achieve this, cross-border cooperation is crucial. Working across borders is at the heart of our project. Legally, we are on the same side because we have the EU law that governs a lot. If there are differences in how to implement the new EU procurement directives, it is in itself interesting from an innovation perspective, as it prevents ideas and businesses from moving across borders. The project can become a platform to capture and address these differences," says Martin Dam Wied. It’s also a simple resource optimisation. Instead of making two different innovation initiatives, we can one together, and get a larger scale on it. Exercises should provide skills: In the three areas of waste management, industrial symbiosis and climate adaptation, there are two main cases, but also smaller cases. The project will largely be based on the participants being allowed to practice to learn. For example, better cooperation is needed between those who buy in and those who are on the expertise of the municipalities. This will be practiced in actual projects, but in safe environments. — The cases we will have will be implemented by the municipalities, but they are allowed to use tools, platforms and processes from us to practice it. It will be a safe environment they can test their way forward, and we ensure that the rules are complied with. Dialogue between private and public actors: A challenge is to increase understanding between private and public actors. Here, the project wants to reduce the distance that exists between the actors today. — When tenders are to be made, it also costs a lot of money for both private and public operators. To solve it, we will work with collaborative and legal exercises so that we can raise those questions and learn it. Since there are several regulatory frameworks governing public procurement, the project has seen a tendency for stakeholders to be concerned about what they are allowed and not allowed to do. They want to solve this through transparency. We are hoping for an open process so that people can see that it is legal to work like this. I think that makes more people dare to try it. We want to create good examples: The aim of the project is to create skills and understanding so that public procurement can continue to be used to contribute to innovation. Overall, the project also wants to work with various myths that have been built up, such as not having contact with companies during a procurement process, or that it is legally difficult and expensive to create innovation through procurement. — My hope is that we will have concrete experiences and can say what went well and what went less well. I hope that the projects will test several different ways, so that you can tell others what actually works," says Martin Dam Wied.
