The Source to Tap (StT) project is a cross border partnership comprising NI Water, Irish Water (IW), Agri-Food & Biosciences Institute (AFBI), Ulster University (UU) , The Rivers Trust (TRT) and East Border Region Ltd. (EBR), working collaboratively to explore sustainable, cost effective measures to reduce pollution in shared catchments, and to secure safe drinking water sources. The main aim of the project is to deliver a Sustainable Catchment Area Plan (SCAMP) for the Erne and Derg cross border catchments. This will help to secure safe drinking water sources and it will contribute to improvements in cross border raw water quality. The SCAMP will supplement existing Water Framework Directive’s (WFD) programme of measures, contributing to WFD objectives, including improvement of water body classifications. It will contribute to the Drinking Water Directive (DWD) objective of reducing risks and ensuring safe drinking water. Regulatory compliance has been threatened at a number of NI Water and IW Water Treatment Works (WTWs) in these shared catchments in relation to colour, turbidity, and the pesticide MCPA. StT will attempt to address these issues through sustainable catchment based solutions to ensure DWD compliance, whilst reducing treatment costs and contributing to improved WFD status. The primary aim of this project is to deliver sustainable solutions to pollution of drinking water sources via a SCAMP. Project partners, drawing on the experience of a number of organisations, have designed the project to improve raw water quality in cross border catchments. Involvement of the local community to deliver project objectives will result in behavioural change, and upskilling community members in river monitoring will ensure the future legacy of project outputs and long-trerm sustainability benefits. Water quality data will be collected throughout the project. Realisation of project impact on behavioural change will be assessed post implementation.

Expected Results (EN): 2.4.1 Percentage of the cross-border freshwater bodies in cross-border river basins with good or high quality

Expected Outputs (EN):

The EU Water Framework Directive (WFD) is designed to improve water quality at the river basin scale, rather than at the administrative level. Article 7.1, of this Directive requires that all water bodies from which raw water is abstracted or intended to be abstracted, for human consumption are designated as Drinking Water Protected Areas (DWPAs). The resulting drinking water supply must comply with the Drinking Water Directive 98/83/EC. The WFD requires measures to be implemented to prevent further deterioration in water quality due to pollution. As river basins transcend jurisdictions our intention is that through a coordinated cross border approach, the need for additional water treatment to meet drinking water standards is avoided. In addition, Article 14 of the WFD encourages the active involvement of the public in the development of river basin management plans (RBMP) to protect and improve water quality. Specifically, this project aims to improve the raw water quality abstracted for water treatment in the Erne and Derg cross-border catchments. NI Water and IW are tasked with delivering potable water supplies on the island of Ireland and aim to work in partnership with AFBI, UU, RT and EBR to achieve the following results: • Production of Sustainable Catchment Area Management Plans for the Derg and Erne catchments. • Develop a project with its own unique identity to encourage local community engagement using tools such as a project website and a mapping portal. • Engage the local community in the protection of the freshwater environment on which they depend for their drinking water supplies. • Assess, through catchment studies, the threat posed to drinking water in the Derg and Erne catchments and apply the UK Water Industry five step cost benefits assessment framework . • Employ Catchment Officers to be the local identity of the project and to work with land managers to implement changes. • Develop and implement an incentive scheme to encourage changes in practice to reduce pesticide, colour and turbidity issues. • Work with forestry operators to test and implement measures to reduce colour and turbidity run-off from forestry. • To restore land to peatland after felling activities to allow it to act as a natural sediment and carbon trap. • Implement a water quality monitoring programme to evaluate changes in water quality from the measures to reduce pesticides, colour and turbidity. • Share best practice approaches with others, including Scottish Water.
