Description (EN): The aim of the project is to ensure a positive significant impact, sustainable change and durable improvement within the eligible cross-border area, regarding flood-risk assessment, prevention, management and mitigation of floods on the territory of Valandovo and Kresna Municipality. The objectives are: To achieve an integrated monitoring, evaluation and prevention of flooding in the cross-border region, through introduction of specific water monitoring equipment; To improve the emergency preparedness and intervention in cases of flooding, by introducing a joint system for flood-risk management in both municipalities; To contribute to developing uniform cross-border concept for hydro-meteorological phenomena risk assessment, development of joint risk assessment, capacity building.
This will be achieved with supply of specific equipment for water monitoring (purchasing and supply of 2 two measure station), in Valandovo Municipality and Kresna Municipality, which will be installed on some identified dangerous parts in the basins on two rivers in both municipalities, Valandovo and Kresna. The equipment will be connected to the joint integrated monitoring system, which will be purchased and installed in Valandovo, but will be used by both municipalities via internet connection.
Two detailed work project of flood - risk zones across the riverbeds in the target cross-borders municipalities will be prepared, including photographing, evaluation and analysis of the current situation.
Read more Description (BG): Целта на проекта е да се постигне положителено въздействие, и устойчива промяна и трайно подобрение в рамките на допустимия трансграничен район, относно превенцията и оценката на риска от наводнениято, управление и смекчаване на последиците от наводненията на територията на Валандово и Община Кресна. Целите са: да се постигне интегрирано наблюдение и оценка за предотвратяване на наводнения в трансграничния регион, чрез въвеждането на специално оборудване за мониторинг на водите; за подобряване на аварийната готовност и намесата в случаи на наводнения, чрез въвеждането на обща интегрирана система за управление на риска от наводнения в двете общини; да допринесе за развитието на единна трансгранична концепция за оценка на риска от хидро-метеорологичните явления, разработването на съвместна оценка на риска и изграждането на капацитет.
Това ще бъде постигнато чрез доставка на специализирано оборудване за мониторинг на водите (закупуване и доставка на два измервателни станции), в Община Валандово и Община Кресна, която ще бъде инсталирана на някои от определените застрашени участъци в речните корита на двете реки в двете общини, Валандово и Кресна. Оборудването ще бъде свързано към съвместна интегрираната система за наблюдение, която ще бъдат закупена и инсталирана във Валандово, но ще бъде използвана и от двете общини чрез интернет връзка.
Ще бъдат локализирани две рискови зони с подробно разработен план за наблюдение по поречието на двете реки в двата трансгранични региона, ще бъде направено и подробно заснемане, оценка и анализ на настоящата ситуация в избраните участъци.
Read more Description (MK): Цел на проектот е постигнување на значително позитивно влијание, одржлива промена и трајни подобрувања во подобниот прекуграничен регион, во однос на проценката на ризик од поплави, превенција, управување и ублажување на последиците од поплавите на територијата на Валандово и општина Кресна.
Цели на проектот се: да се постигне интегриран мониторинг, евалуација и превенција од поплави во прекуграничниот регион, преку специјализирана опрема за мониторинг на водите; подобрување на подготвеноста за итни случаи и интервенција во случај на поплави, воведување на заеднички систем за управување со ризикот од поплави во двете општини; придонес за развој на униформен прекуграничен концепт за проценка на ризик од хидро-метеоролошки феномени, развој на методологија за заедничка проценка на ризикот, градење на капацитети.
Ова ќе се постигне со набавка на специфична опрема за мониторинг на водите (набавка на две станици за мерење), во општина Валандово и општина Кресна, кои ќе бидат инсталирани на некои од идентификуваните опасни делови во сливовите на двете реки во двете општини, Валандово и Кресна. Опремата ќе биде поврзана со заеднички интегриран систем за мониторинг, кој ќе биде набавен и вграден во Валандово, но ќе се користи од страна на двете општини преку интернет конекција.
Ќе се изготват два детални работни проекти за ризични зони од поплави за речните корита во таргетираните прекугранични општини, вклучувајќи фотографирање, евалуација и анализа на моменталната ситуација.
Read more Achievements (EN): The implementation of the project led to integrated approach in common standards for flood risk management prevention in the cross-border region as well as partnership created in the field of joint early warning and emergency response. The introduction of modern water monitoring equipment and the most effective joint integrated water monitoring system allowed the local authorities to take adequate actions towards prevention of floods in their territories, having a direct impact on the designated cross-border area. Taking a cross-border approach bring together communities and economies of the Macedonia-Bulgaria border region to participate in partnership in the field of joint early warning and emergency response, using its human, natural and environmental resources and advantages in a sustainable way.
During the implementation of the project’s joint and coordinated actions, the project contributed to the creation of synergic effects in environmental protection and resource management. All project activities aimed at improving the cooperation on both sides of the border in the field of joint early warning of floods and management. The joint meetings, as well as the equipment delivery contributed to establishment of better living environment. Through the delivered equipment and building capacity relevant knowledge, the project expanded the partners’ capacities, strengthened cross-border cooperation and flood risk information exchange. Project results also serve as a basis for further dissemination of good practices on a larger scope and scale in the CB area and on the Balkans.
