Maximum water levels of the Mur river were recorded twice in the last 10 years, in 2005 and 2014. As climate change is expected to result in even more extremes it is necessary to improve the flood defence system within the proposed project Frisco 2. 2. Its common challenge is to improve environmental conditions and to adopt to climate change by the construction / reconstruction of the high-water embankments to protect the Benica and Sveti Martin na Muri settlements and its inhabitants from flood risk. In Benica settlement the measure will reduce floodplains on agricultural land by 96ha and protect additional 3,2 km of local municipal roads as well as 28 houses with agricultural buildings, in total 95 people, while also considering the flooding of Ledava. Furthermore, in Sveti Martin na Muri the high-water embankment will defend from a 100-year flood in total 62 structures (family houses and farm buildings, football stadium), 200 people living there and approx. 45 ha of agricultural land. The reduction of flood risk in the river basin is treated comprehensively within FRISCO 1 project and the detailed description of the stated locations is presented in the study draft “Definition of alternative solutions - Phase 1”. A comprehensive hydrological hydraulic study of the Mur River Basin will be elaborated, which will define the necessary measures to reduce the threat of populated and urbanized areas from the harmful effects of waters. The project will contribute to the overall programme SO "Flood risk reduction in the transboundary Mura river basin through application of a structural flood risk management measure" as the main project outputs directly reduces the share of transboundary river basins under flood risk (5b4). Cross-border cooperation is vital as any flood risk reduction measure on a transboundary river needs to be bilaterally coordinated to avoid one-sided approaches that could endanger the other side.

Expected Results (EN): 5bR - Share of targeted transboundary river basins area under flood risk

Expected Outputs (EN):

The main project result is the construction of the Benica dam and dike reconstruction in Sveti Martin na Muri (a structural measure to reduce the flood risk) and as a direct consequence of the significant reduction of the existing flood risk in the cross-border river basin of the Mura River. This project will thus directly contribute to the results indicator of the program (5bRI) by reducing the share of cross-border river basin areas under flood risks for a total of 114,85ha. In addition, the project will contribute to two indicators for individual programs - CO20 (295 persons eligible for flood protection measures) and 5b-2 (1 cross-border basin with pilot structural measures to reduce the flood risk). The implementation of PA 1 will be achieved through two or more strategic projects, of which the current FRISCO1 project implements non-structural actions [MB1], while the current FRISCO2.2 project is a continuation of the PA1 project that will implement a pilot structural action in one of the targeted cross-border pools. Thus, the project will demonstrate the translation of outputs arising from “soft” actions (FRISCO 1) into concrete, visible and sustainable results (FRISCO 2.2). This question is relevant/obligatory also for non- structural project FRISCO 1 which will make major contribution to the CO20 Population benefiting from flood protection measures. Residents living in flood-prone regions in the Mura River basin are already included in the CO20 program indicator within the FRISCO1 project. Within FRISCO2.2, in total 295 people are found to benefit from this flood protection measure; the construction of the embankment will prevent the harmful effects of flood water in the settlement of Benica and Sveti Martin na Muri, where the inhabitants of the settlement live and work The project thereby directly contributes to the programme specific result indicator 5bRI by reducing the share of targeted transboundary river basin areas under flood risk.
