Nur 1% aller Bauteile werden heutzutage in NW-Europa nach ihrer ersten Nutzphase intakt weiterverwendet. Obwohl ein großer Anteil der Bauelemente technisch wiederverwendbar ist, werden diese entweder zerkleinert oder eingeschmolzen, um recycelt oder direkt entsorgt zu werde. Höhere Umweltbelastungen und ökonomischer Wertverlust sind die Folge. Dieses Projekt zielt darauf ab, den Anteil der rezirkulierten Elemente im Projektgebiet bis 2032 um +50% zu erhöhen. Dieses Gebiet umfasst die nördliche Hälfte von Frankreich, Belgien und das Großbritannien. Das Projekt umfasst in geringerem Umfang auch die Niederlande, Irland, das übrige Frankreich und Luxemburg. In diesem Gebiet gibt es mehrere Tausend KMU, die auf die Beschaffung und den Vertrieb von wiederverwendbaren Bauteilen spezialisiert sind. Trotz des offensichtlichen Potenzials für die Kreislaufwirtschaft stehen diese Akteure vor erheblichen Herausforderungen: Sichtbarkeit, Zugang zu bedeutenden Projekten, Integration in zeitgemäße Baupraktiken. Derzeit stagnieren die Mengen wieder in Umlauf gebrachter Baustoffe und ohne sektorübergreifenden Ansatz ist das Risiko einer rückläufigen Tendenz groß. Um auf diese Herausforderungen eine angemesse Antwort zu finden, hat das Projekt zum Ziel, einen Rahmen für internationale Zusammenarbeit zwischen spezialisierten Fach- und Berufsverbänden, Forschungszentren, Architekturfakultäten und öffentlichen Verwaltungen zu schaffen. Das Projekt beinhaltet 1 Online-Verzeichnis mit mehr als 1500 spezialisierten Betreibern, 1 Vorab-audit-methode für wiederverwendbare Bauteile und 4 innovative Spezifikationsmethoden zur Verschreibung von gebrauchte Bauteile. Diese Instrumente werden in 36 Fallstudien im Bereich der (Rück-)Baukonstruktion getestet und gefödert, wobei 360 t Material wiederverwendet werden. Verstärkte Kommunikation in Richtung der Interessensgruppen der Bauindustrie (einschließlich Behörden) werden eine reibungslose Integration dieser Ergebnisse in die Praxis.

Aujourd’hui, en Europe du NO, à peine 1% des éléments de construction sont réutilisés après un premier usage. Bien que beaucoup d’éléments soient techniquement réutilisables, ils finissent broyés ou fondus (recyclage), ou éliminés, entraînant un fort impact environnemental et une perte de valeur économique. Ce projet vise à augmenter de +50% le flux d’éléments remis en circulation sur tout le territoire du projet d’ici 2032. Le projet se concentre sur la moitié nord de la France, la Belgique et le Royaume-Uni. Il s’étend aussi, avec une intensité moindre, aux Pays-Bas, à l’Irlande, au reste de la France et au Luxembourg. Ce territoire compte des milliers de PME spécialisées dans la récupération et la fourniture d’éléments de construction de réemploi. Malgré leur potentiel pour l’économie circulaire, ces opérateurs font face à des défis importants : visibilité, accès aux grands projets, intégration dans les pratiques courantes. Aujourd’hui, les volumes réemployés stagnent et pourraient même baisser faute d’une approche transversale. En réponse à ces défis, le projet met en place une collaboration internationale entre des organisations spécialisées, des fédérations professionnelles, des centres de recherche, une école d’architecture et des administrations publiques. Il s’appuie sur des initiatives menées avec succès au niveau local. Le projet livrera notamment 1 annuaire en ligne documentant >1500 opérateurs spécialisés dans le réemploi, 1 méthode pour inventorier les éléments réutilisables avant démolition et 4 méthodes de prescription. Ces outils seront testés et promus lors de 36 opérations pilotes prenant place dans des projets de (dé-)construction à grande échelle, permettant le réemploi de >360 t d’éléments. Des efforts de communication vers les parties prenants du secteur de la construction (y compris les autorités publiques) faciliteront l’intégration de ces résultats dans les pratiques courantes et les politiques publiques.

Description (EN):

Today in NW-Europe, only 1% of building elements are reused following their first application. Although a large number of elements are technically reusable, they end up being recycled by crushing or melting, or disposed. The result is a high environmental impact and a net loss of economic value. This project aims to increase by +50%, the amount of reclaimed building elements being circulated on its territory, by 2032. Focussing on the northern half of France, Belgium and the UK, the project also covers, with a lesser intensity, the Netherlands, Ireland, the rest of France and Luxembourg. This area houses thousands of SMEs specialised in the reclamation and supply of reusable building elements. Despite their obvious potential for the circular economy, these operators face significant challenges: visibility, access to important projects and integration in contemporary building practices. Today, the flow of recirculated goods stagnate and may even decrease due to a lack of structured efforts. To respond appropriately to these challenges, the project sets up an international partnership involving specialised organisations, trade associations, research centres, an architecture school and public administrations. It is rooted in earlier initiatives that were successfully initiated, on a local level. The project will deliver 1 online directory that richly documents more than 1500 specialised reuse operators, 1 pre-demolition audit method for reusable elements, a set of 4 innovative specification methods for reclaimed products, and more. These tools will be tested and promoted through 36 pilot operations taking place in large (de)construction projects, whereby more than 360 t of elements will be reused. Effective communication efforts towards the stakeholders of the construction industry (including public authorities) will facilitate a smooth integration of these outputs into field practices and policies.
