Description (EN):

Projects background: Population increase, economic development and materialistic innovations increase demand for Earth’s finite resources. In natural settings there is no waste as outputs of one organism are consumed by other organisms. Humans not only produce low-value waste (e.g. landfill waste), but also through innovations, such as microplastics, pollute the ecosystem and thus themselves. This problem is recognised and addressed through a variety of policy instruments, for example the EU Action Plan for the Circular Economy. The EU average of the amount of municipal waste generated per capita has been dropping since 2007, however, both Estonia and Latvia have seen an increase of their national numbers over 25% within the last four years. The best strategy for dealing with waste is prevention, however the EST-LAT programme manual shows that only 43% of persons are very familiar with resource efficiency. The project contributes to EST-LAT’s priority 2. Clean and valued living environment, the specific objective is 2.2. Increased awareness of energy saving, sorting waste and re-use, and the more efficient management of common water resources. Cross-border nature: Cross-border cooperation is essential for reaching WasteArt’s objectives as different levels of expertise on different matters is available in both countries, for example Latvian experience on environmental assessment. Joint activities, such as teacher exchanges, will be organised to share experience and implement project activities more effectively by learning from each other’s mistakes. Public awareness in itself requires going beyond the local scale to ensure widescale information uptake. The project consortium has been compiled to ensure complimentary expertise where different types of organisations from different regions can contribute in implementing their shared goals and objectives. Objectives: The overall objective of the WasteArt project is to increase the awareness and change people’s habits towards more environmentally friendly behaviour concerning the waste reduction, re-use and recycling (Waste 3R). WasteArt will use to capacity of contemporary art and the diversity of artistic practices as tools for increasing public awareness about the vast amounts of waste produced from activities of everyday life and promote the Waste 3R among general publics; and through the introduction of Waste Audit approach will promote the Waste 3R at kindergartens and schools, thus strengthening environmental consciousness of future generations, and facilitate the uptake of project results by main stakeholders. Main activities: The project will increase public awareness of resource efficiency through organising two campaigns. A travelling artistic exhibition “NOT out of sight, NOT out of mind” will see 14 artworks developed by artists from Estonia, Latvia and abroad who will show their perspectives on the problem. The artworks will travel as a joint exhibition and be displayed in public locations across six programme area places targeting the general public. Each opening in a new place will be marked by an open communication event. This campaign will focus on conveying the messages of that we produce too much waste, that waste is a resource and that there are various smarter ways to reduce, reuse and recycle waste. The second campaign “Waste Audit and 3R” will target kindergartners, school-children and school staff. It will engage education institutions in using the Waste 3R approach, thus promoting the sustainable use of natural resources and reduction of waste. This goal will be achieved through developing and implementing a waste audit across 24 kindergartens and schools which identifies the type and amount of waste produced, thus addressing the causes not consequences of the problem. The children will be involved in arts and crafts reuse activities, thus both raising awareness and changing behaviour.

Achievements (EN):

The overall objective of the WasteArt project was to increase the awareness and change people’s habits towards more environmentally friendly behaviour concerning the waste reduction, re-use and recycling. To achieve above mentioned objective three specific objectives were defined: To use the capacity of contemporary art and the diversity of artistic practices as tools for increasing public awareness about the vast amounts of waste produced from activities of everyday life and to promote the Waste 3R among the general public. To introduce the Waste Audit and Waste 3R at kindergartens and schools, thus strengthening environmental consciousness of future generations. To ensure that the project meets its objectives within budget and scheduled timescales and to facilitate uptake of project results by main stakeholders. Main activities: 1. Artistic Creative Reuse Campaign “NOT out of sight, NOT out of mind”. The project partners attracted two curators for travelling exhibition in Latvia and Estonia. 17 artists from 9 countries were selected to create art projects from wasted materials and include them in one travelling exhibition. The exhibition was displayed in 6 art, education and culture places in Latvia and Estonia – Science and art centre “Brewery” in Cēsis, Latvia; Tartu Nature House, Estonia; Nature and technology park “Urda” in Daibe landfill, Latvia; Konda center in Viljandi, Estonia; Estonian Road Museum in Varbuse; Tallinn Street Quarter in Riga, Latvia. In spite of the challenges brought by the global pandemic, travelling exhibition attracted 39 849 visitors and accompanying communication campaign reached 520 987 people. 2. Campaign “Waste Audit and 3R”. The project partners attracted 26 schools and kindergartens from Latvia and Estonia – 14 schools / kindergartens from Latvia and 12 schools / kindergartens from Estonia. Partners developed waste audit toolkit primarily for the use in schools and kindergartens and then adapted it for households and offices. The toolkit is available in the project partners’ websites. Involved schools and kindergartens tested the waste audit toolkit and most of them included it in their daily processes. Afterwards, with the help and guidance of project partners involved schools and kindergartens developed their Waste 3R action plans. Moreover, the project provided equipment for schools and kindergartens, so that it would be easier to start waste reduction, re-use and recycle activities. This campaign gave very practical tools, steps and guidelines for schools and kindergartens, who were involved in the project and also raised the awareness in other surrounding educational institutions that contacted the project partners and started to use waste audit toolkit. Additionally, the project communication raised much bigger resonance in the society than it was predicted. The communication campaign reached 734 427 people thus showcasing that waste problems are crucial in both countries and the society is ready to take the steps to improve the situation. Added value of cooperation: To reach the common EU targets for waste landfill reduction and recycling of waste, there is a need of cross-border and cross-sectoral cooperation. The WasteArt project highlighted that Latvia and Estonia share the problem of waste, especially regarding the landfilling. It was important to put together the strengths of scientific, educational, and artistic organisations, as well as local municipalities form Estonia and Latvia to first, raise the awareness of the waste issues and second, give already small steps to start to change the situation. Moreover, it is important that such tools as waste audit toolkit is done taking into account the needs and waste management processes, as well as specifics of schools and kindergartens in both countries. It gives much more understanding of the current differences and system errors, as well as provide ideas, how to reach the EU targets together, by understanding and learning from each other. Expected Results (EN): Awareness of people in terms of resource efficiency

Expected Outputs (EN):

The WasteArt project will contribute to the fulfilment of the specific objective 2.2. "Increased awareness of energy saving, sorting waste and re-use, and the more efficient management of common water resources", and to the associated result indicator - "awareness of people in terms of resource efficiency, increasing the number of people familiar with re-use and recycling of waste from the current 43% to 53% at the end of the project". A wide territorial coverage will be achieved by the travelling contemporary art exhibition "NOT out of sight, NOT out of mind" developed in the frame of WP T1 "Artistic Creative Reuse Campaign". The exhibition will be displayed in 6 popular public spaces in Vidzeme and South Estonia municipalities, and it will convey three main messages: 1. We produce too much waste; 2. Waste is a resource; 3. There are different smart ways how to reduce, reuse and recycle waste. The opening of the exhibition in each place will be accompanied by a public event consisting of a discussion in the format of Science Cafe and a waste art-craft workshop aimed at children, school-children and their families. Each discussion will bring together municipal specialists, stakeholders, waste management companies, NGOs, schools and media and will have a different thematic focus, for example, why and how to reduce waste; ways to reuse waste; waste recycling, the concept of zero waste. It is expected that the travelling exhibition and the accompanying opening events will be attended by 1700 persons who will be exposed to the messages of the campaign. The active engagement of kindergarteners, students and teachers (approx. 720 persons) will be ensured through the "Waste Audit and 3R campaign" that will consist of interactive workshops, hands-on practices, training sessions, experience exchange visits. All in all, this will directly impact the awareness and behavioural pattern of the WasteArt project target groups.
