Description (EN):

The common challenge is to foster agro-food micro and SMEs innovation level. SME innovation is one of the major drivers for competitiveness, employment, especially young people, introduction of new products to market and access to international markets. The innovation system of this area is weak. The common challenge of FILA project is to create a “cross border Innovation ecosystem” to reinforce the link between enterprises and research. The main overall objective is the creation of cross-border “Fertilization and Innovation Labs in Agro-food - FILA”. FILA Labs are open “innovation environments” which will favour cooperation among actors of the innovation systems (Business support organizations, SME’s, Research centres, business angels), to improve access to research results for enterprises, thus stimulating the creation of innovative solutions and further investment in innovation, to support Start UPs. The expected change is to enhance the innovation level of SMEs through the support given by FILA Labs to at least 50 OG for innovation according to EIP approach (European Innovation Partnership, Reg. UE 1305/2013). The main outputs will be: T1 Fertilization Innovation Lab in Agro-food model; T2, 3 FILA Labs realized in Albania (Korçe - RDA), in Montenegro (Niksic - Tehnopolis), in Apulia (Bari - CIHEAM) based on FILA model which are open equipped environments to favour knowledge transfer and collaboration between SMEs and scientific institutions (OG); T3 Cross-border network among FILAs, open to other institutions and organizations. The approach is based on participatory and collaborative methods. An ecosystem approach to delivery will be followed focusing on mobilising demand, diffusion of innovation and deepening the dialogue between different actors of innovation chain. Cross-border cooperation approach brings added value compared to a national approach with more opportunities for SMEs. Information added on 2020-05-14, regarding the mitigation of the effects of COVID-19 (the coronavirus pandemic that started in 2019) (English language only): This project, enhancing SMEs competitiveness through the creation of ‘Fertilization and Innovation Labs in Agro-food’, reacted to the Covid-19 emergency, and through its partner Tehnopolis used its 3D printers, originally thought for agricultural innovation purposes, to produce protective equipment – visors - for essential medical and economic staff.

Achievements (EN):

The main output of the project has been the creation of cross-border “Fertilization and innovation labs in Agro-food” (Bari, Korce e Nikšić), innovation environments interlinked among them, to reinforce the currently weak collaboration between businesses and research in the three countries, at local, programme and at international level. Those environments have been enriched with an interactive and participatory model of the knowledge transfer, based on the EIP AGRI approach, whose application fostered the cross border dimension through the share of new professional profiles, approaches, and methodologies. Furthermore, participatory analysis of innovation experiences highlighted criticalities and weaknesses of the innovation system, underlining positive elements and strengths that, if adequately supported, may ensure a higher innovation level to businesses. The spread of COVID 19 pandemic didn’t stop the project activities but, rather reinforced the role of the FILA Lab in Montenegro managed by IEC Tehnopolis, which started producing the protective equipment for essential medical and economic staff with the 3D printer originally thought for agricultural innovation purposes. The FILA project experience might provide a fertile breeding ground for other partnership collaborations and surely can be capitalized on the next programming.

Expected Results (EN): Common interventions aimed to improve the cross border framework conditions in which the facilitators of competitiveness operate

Expected Outputs (EN):

The main result of FILA project is the creation of n°3 interlinked local “Fertilization and innovation labs in Agro-food” to improve cooperation between research and enterprises, including innovative start ups, at local and international level (through cross border FILA network). In this way, the project contributes to create “the cross border framework conditions in which the facilitators of competitiveness operate” (Programme result indicators). For this reason, the project will implement some innovative and interlinked environments (FILA Lab) and common tools (e-innovation eco system and community of practice) that will facilitate skills and knowledge sharing and the co-design of new solutions. A further relevant aspect is the creation of new professional profiles related to N. 12 Innovation support organization managers and n°30 innovation brokers (foreseen in EIP process) to mobilise the demand, favor research and SMEs matching and disseminate innovative solutions.
