Description (EN):

The object of the project is to improve navigability on Danube river in the Calarasi – Silistra cross-border region by ensuring a certain conditions of people safety. This project is part of a big plan for development of the infrastructure and tourism of the Calarasi area. The approach of the project has as result on one hand the implementation of systematization interventions on the land, the landscape protection of the area, and on the other hand the protection and the efficiency of the investment. The main activity it’s represented by the improvement of the infrastructure on the both sides of the Danube river in order to maintain the navigability on the secondary arm of the Danube, especially during the summer when the water falls bellow the usual level, but during the winter as well. An improved navigable waterway will be marked, connecting by river, between Calarasi and Silistra by installing of beacons on 5 km inland waterway on the Borcea – secondary arm of Danube. It will be also created two river station, one for each side of the Danube and two boats of medium size, “the river buses”, will be purchase for passengers transportation. This improved waterway will contribute to the outputs indicators of the Priority Axis 1 – A well connected region by improvement of approximate 11 km from total length (12 km) of new or improved inland waterway which are going to be achieved. All the activities will be done in cooperation with two partners, with the Romanian partner – The Calarasi Municipality who is the owner of the land (the bank which will be improved is the property of the Calarasi Municipality) and with the Bulgarian partner who has the same objective, the necessity to facilitate the transportation of passengers by connecting the two borders. The estimate budget of the project will be approximate of 5.990.000 euro.

Achievements (EN):

The implementation period of the project ends on 31.12.2023, but because of the delays registered at the investment activity of B3, the project was included on the list of non-functional projects, according to the provisions of the Romanian Government Decision no. 36/2023, following the decision of the Monitoring Committee of the Interreg V-A Ro-Bg Programme no. 313/14.11.2023. The new completion date of the project is 31.05.2024. LB – The contract for the technical design was signed (investments for Borcea arm). The Start Order for elaboration of the Technical Project was issued in the middle of November 2020. The development of the Technical Project together with all obtained permits was completed in the end of March 2021. In addition, contract for the purchase of a Amphibia was signed and the respective equipment was officially delivered to the LB on 22.12.2023. B2 – Based on the received permission for construction, B2 started the works execution in Port of Silistra in the end of May 2023. So far, the percentage of the physical works execution has reached 100%, expecting to be issued the official final reception. Furthermore, B2 succeed to sign also a contract for delivery of a Katamaran for 28 passengers and the respective equipment was officially delivered to B2 on 16.11.2023. B3 - LB has started the procedures to clear the land of the investment, demolishing the existing constructions on site. A contract for execution of the construction works in Borcea arm was signed in November 2021 and the Start Order for works execution was issued in the middle of December 2021. So far, the works execution level as a percentage has reached approximate 62%.

Expected Outputs (EN):

The project aims to improve the quality of navigability on the Danube River and on the Borcea branch. In the present, due to the lack of specific signaling of the waterways, many boats and ships remain blocked on the Danube, being very difficult to fit on the navigable segment. Moreover, the boats for the transportation of persons can not safely reach the dock in the absence of a specific river station arrangements. Under these conditions, people who often go through this route (such as doctors from Silistra who are employees of the Calarasi Hospital) are finding it difficult to reach their destination. The project aims to solve these problems by setting up a transportation line served by two boats of 20-40 persons each, the proper signaling of the navigable channel, and the establishment of two river stations (on both sides of the Danube), which, for the protection of the environment, will benefit from an ecological lighting system (such as photovoltaic panels).
