Dans les dernières années, la communauté MED a pris conscience de la nécessité d'aller au-delà des projets ponctuels et d’explorer leur potentiel d'évolutivité d'une manière plus efficace et cohérente. Par évolutivité, on entend la capacité des résultats d’atteindre un plus grand nombre de bénéficiaires au fil du temps et de l'espace, ainsi qu’un impact sur la politique et la pratique thématique d'une manière transformatrice. En réponse, lors de la préparation de la nouvelle période de programmation 2014-2020, il y a eu beaucoup de discussions et quelques actions nouvelles et novatrices vers la capitalisation des projets pilotes au niveau d’État membre, régional et Macro régional. Notamment le Livre blanc CreativeMED a mis l'accent sur la Méditerranée comme un «paysage» original qui mêle ensemble différents types d'innovation - scientifique, industrielle, sociale, institutionnelle - d'une façon relativement inexploré, avec le but explicite de promouvoir «triple boucle» apprentissage comme une étape vers la durabilité et l'impact des innovations pilotés à l'échelle. Cependant, nombreuses questions restent sans réponse sur les implications pratiques d'une approche systématique à l’évolutivité et comment les dimensions politiques et pratiques se rapportent les unes aux autres. TALIA vise à remplir les exigences de l'appel horizontal MED tandis qu’à développer et mettre en œuvre le concept d'apprentissage de CreativeMED directement avec les acteurs territoriaux concernés.

Description (EN):

Over the past few years, the MED stakeholder community has built a growing awareness of the need to go beyond fragmented, one-off projects and explore their potential for scalability in a much more effective and consistent way. By scalability, we mean the capacity of project results to reach a greater number of beneficiaries over time and space, impacting on the thematic policy and practice AS-IS in a transformative manner. In response, during the preparation of the new programming period 2014-2020, there has been much talk and some action on new and innovative approaches to the capitalisation of successful pilot projects at Member State, Regional, and Macro Regional level. Particularly the MEDCAP CreativeMED White Paper proposed to set the focus on the Mediterranean as an original ‘landscape’ that blends together different types of innovation – scientific, industrial, social, and institutional – in a relatively unexplored fashion, with the explicit goal of promoting ‘triple loop’ learning as a step towards achieving sustainability and impact of piloted MED innovations at scale. However, many questions remain unanswered on the practical implications of pursuing a systematic scaling up approach and how the policy and practice dimensions relate to each other. TALIA aims to fulfil the MED horizontal call requirements while at the same time developing and implementing the CreativeMED learning concept directly with the territorial actors and stakeholders concerned.
