La PrioritEE a le but de consolider les capacities des administrations pubbliques à sélectionner et réaliser les measures de planification énergétique et écofavorable et de coût vantageux pour les supporter à prendre des décisions et accélérer la realization de l’EED. Ce but sera rejoin sur 3 principles: constituer les capacités, dévélopper les moyens de supports à prendre des décisions et transfert des connaissances. 5 Cas pilotes seront développés dans des pays partners (IT, PT, ES, EL, HR) pour établir et moniterer la consummation d’énergie dans les edifices publics et les emissions resultants de gas-serre, en comparant les effets de stratégies de politiques différentes. Le transfert des connaissances sera développé complétant les activités participatives et pratiques de la formation des capacités à travers des projets de collaboration et d’apprentissage dans chaque pays et entre les organismes partner locaux pour souligner la réalisation au plus vite del politiques de l’EE et les measures avec une stratégie à long terme. Le produit principla prévu est un ensemble d’instruments et plans pour donner priorité aux investissements EE dans les edifices publics et de promuvoir l’adoption de bonnes pratiques de l’EE. Les résultats attendus pour les administrations données communes pour établir priorité et “benchmarks”, une structure de mesurage et de contrôle pour évaluer le niveau d’éenergie, prix et économie d’émission CO2 acquis, listes de priorité des investissements EE.

Description (EN):

PrioritEE aims at reinforcing the capacities of public administrations in selecting and implementing eco-friendly and cost-effective energy planning measures to support their decision making and accelerate the implementation of the EED. This aim will be pursued working in close cooperation with public local authorities focusing on three main pillars: capacity building, development of decision making support tools, and transfer of knowledge. 5 pilot cases will be developed in different cities of the partners countries (Italy, Portugal, Spain, Greece and Croatia) to determine and monitor energy consumption in public buildings and the resulting greenhouse gas emissions, comparing the effects of different policies strategies. The transfer of knowledge will be developed integrating participatory and practical capacity building activities through collaborative learning schemes within each country and between the partner local authorities to focus on actual short-term implementation of EE policies and measures with a strategic long-term perspective. The main foreseen output is a set of local plans and methods to prioritise the EE investments in public buildings and to foster the adoption of EE good practices. The main expected results for local public administrations are a common data set for establishing benchmarks and priorities, a measurement and verification framework to estimate the level of energy, costs and CO2 emission savings achieved, priority lists of EE investments.

Achievements (EN):

PrioritEE project was successfully completed and all planned activities were finished on time. The LP team has provided continuous coordination and support to project partners, ensuring the seamless implementation in the last period as well. When it comes to project management tasks in this reporting period, partners took part in the 4th and 5th Steering Committee meetings. The former was organized on January 24th in Zaragoza, while the latter took place on June 14th in Matera. These meetings were important for coordination of joint activities, discussion of the progress achieved on the project level and project closure tasks. PrioritEE’s Management and Financial Handbook was once more updated and the Final Evaluation report has been prepared. Planned communication activities were also completed. Partners have ensured that more people use Virtual forum and they have organized their last LLL meetings. On June 5th 2019, “Schools4energy Closure Ceremony” was held in Italy, while 3rd LLL meetings were organized in Portugal, Croatia and Greece. Project video and a 3rd leaflet were also produced. Responsible partners have ensured that the project website and social media was kept up to date. Two newsletters (4th and 5th) were prepared, translated and disseminated. 7 journal articles and proceedings were published and the press conference report, as well as the final conference report, were prepared. Reports on participation in programme capitalization and communication activities as well as external events were created. The LP, PP2 and PP5 also attended 6 external events, two of them in October 2019. These communication activities strengthened the cohesion of the partnership and ensured that target audiences were kept up to date. In WP3 all 5 components of the toolbox (Output 3.1) were finalised. PPs tested it in their pilot activities and the Report on testing activities, as well as the Evaluation report, were prepared by PP1 with the assistance of the LP. Partners in each piloting region have produced their reports which included local action plans. In addition, Output 3.2 was also completed. In WP4, PP5 has created a Protocol to guide end-users in using the PrioritEE toolbox and oversaw the planning of the workshops. In RP5 the 3rd workshops were held in Greece on May 13th 2019, in Italy on March 14th and April 3rd 2019 as well as in Croatia, Portugal and Spain. The target numbers for both of the Outputs ( 4.1 and 4.2) were largely achieved.
