Selon la FAO, une mutation est en cours à la fois dans le développement urbain et dans l'agriculture. Des politiques et des outils de planification apparaissent nécessaire pour garantir la sécurité alimentaire en milieu urbain, améliorer la gestion environnemental et renforcer les liens entre villes et territoires ruraux. Reconnue comme un levier majeur de l'éco-innovation pour la viabilité et la compétitivité des métropoles, l'agriculture métropolitaine et périurbaine (AMP) souffre encore d'un "déficit d'intégration" dans les politiques publiques, reste négligée tant par les décideurs, que la recherche universitaire et le grand public. Le coût environnemental de la nourriture reste ainsi un fardeau pour les villes. MADRE vise à relever ce défi : doter l'AMP d'acteurs clés (ceux de la quadruple hélice) et impulser une dynamique de coopération transnationale dans la région MED. Visant à changer le modèle d'approvisionnement des métropoles, le projet capitalisera sur des connaissances académique, des politiques publiques et des projets transnationaux. Une évaluation approfondie de ce matériau servira de base pour responsabiliser les acteurs de l'AMP et initier l'engagement formel vers une mobilisation transnationale. Un tel processus de capitalisation impliquera un partenariat pluridisciplinaire, pluraliste et multi-niveaux à travers 4 pays de l'espace MED (Espagne, France, Italie, Grèce) ainsi que l'Albanie (IPA), chaque partenaire représentant une région métropolitaine phare.

Description (EN):

According to the FAO, a paradigm shift in both urban and agriculture development, planning and policy formulation is required in order to ensure access to urban food security, improved environmental management and enhanced rural-urban linkages. Although recognized as a major lever of eco-innovation for metropolis' sustainability and competitiveness, metropolitan and periurban agriculture (MPA) still suffers from a "mainstreaming gap", remaining overlooked by policy makers, academic research and the general public. As a result, the environmental price of food is an invisible but nonetheless major burden for cities. The MADRE project aims to meet this challenge : supply MPA with key players (from the quadruple helix) and create a transnational cooperation in the MED aerea. Aiming at fostering a change process in the metropolitan food supply model, the project will capitalize on the wide set of academic knowledge, pilot actions and policies, networks and transnational cooperations in order to allow MPA reaching a critical level in the MED area. Indepth assessment of available material will provide the baseline for an empowerment of MPA stakeholders and then to a formal committment to initiate a transnational clustering processs. Such a capitalization process will involve a multidisciplinary, pluralistic and multilevel partnership from 4 different MED countries (Spain, France, Italy, Greece) and Albania (IPA), each partner representing a flagsghip metropolitan area.

Achievements (EN):

In the last few months, there were three axes to the development of the project.First, work was done on the management of the project. Documents were produced to track the project’s progress, with the second six months reports and the payment’s claim, as well as progress reports. Then, partners and experts coordinated in order to achieve the Evaluation in Itinere. Partners made sure they knew about each other’s activities, and that they were coordinating properly.Next, partners focused on the project’s communication. The Metropolis of Bologna was in charge of itand proposed communication supportswith the contribution of all partners. The MADRE website was launched and goodies were developed. The video maker was selected, and a video presenting the project was produced. All partners also communicated on MADRE events and information on their own websites, newsletters, news, agenda, and social media.The third axis consisted on working on the capitalisation of the project dedicated to the transnational working groups and the field visits. These events were meant to pave the way for six local “clusters” (one for each metropolitan area) by inviting key stakeholders. Furthermore, the world cafés organised allowed partners to gather experts and provide relevant recommendations to feed the policy paper and a best practise catalogue. Partners participated in a few external events.A third meeting of the Aix-Marseille Provence metropolitan working group was organized to present the outcomes of the six metropolitan working group meetings (in Barcelona, Montpellier, Aix-Marseille, Bologna, Tirana and Thessaloniki). Key stakeholders of each metropolitan area were mobilized, and participated in meetings. AVITEM, ANIMA and MedCities adopted a common methodology to organise these events.There was a transnational working group in Barcelona on social innovation, on October 27th and 28th 2017. A similar meeting happened in Marseille on farmer’s innovation, on November 8th and 9th , 2017. A best practices international seminar was held in Bologna on December 14th, 2017. AVITEM worked on how to engineer an online platform for a future MADRE cluster. Experts and MADRE partners reflected on what the website’s functionalities should be.Anima coordinated the contributions of partners on the best practices catalogue. Experts were selected by MedCities in order to provide technical support for the white papers and the policy paper.
