In complement to its 3 thematic priorities – innovation, energy and environment - the MED Programme integrates in its architecture a cross-sector axis specifically tackling the capacity of national and regional authorities to contribute to governance processes in the Mediterranean Region: the axis 4 Enhancing Mediterranean Governance. Concretely, this will be achieved through a top-down evidence based platform of national and regional authorities, the PANORAMED project. The overall goal of PANORAMED is to establish an innovative permanent dialogue and decision making process among national and regional public authorities and stakeholders to contribute to informed policy and decision making processes at national and transnational level on common challenges and opportunities in the Mediterranean Region. Specifically, the initiative will support the definition of transnational governance joint frameworks for the identification and implementation of shared approaches, policies and strategic projects. The top down partnership scheme includes 17 ministerial and regional partners from the MED eligible countries identified directly by the MED programme Monitoring Committee. The identified associated partners complement the partnership scheme and comprise the main actors and initiatives and strategies present in the basin and are recognized as key driver for exploring and developing complementarities and synergies as well as for defining possible alignment of initiatives.

En complément de 3 priorités thématiques - innovation, énergie et environnement - le programme MED intègre, dans son architecture, un axe intersectoriel qui vise la capacité des autorités nationales et régionales à contribuer aux processus de gouvernance dans la région méditerranéenne : l’axe 4 Renforcer la gouvernance Méditerranéenne. Concrètement, cela sera réalisé à travers un projet top down de plateforme d’autorités nationales et régionales qui se base sur une approche ‘scientifiquement fonde’. L'objectif général de PANORAMED est d'établir un processus innovateur de dialogue permanent et de prise de décision entre les autorités publiques nationales et régionales et les parties prenantes afin de contribuer aux processus de prise de décision au niveau national et transnational par rapport aux défis et opportunités dans la Région Méditerranéenne. L'initiative soutiendra la définition des cadres conjoints de gouvernance transnationale pour l'identification et la mise en œuvre d'approches, de politiques et de projets stratégiques. Le partenariat top down inclut 17 partenaires ministériels et régionaux des pays éligibles MED qui ont été identifié directement par le Comité de Suivi du Programme MED. Les partenaires associés complémentent le schéma et correspondent aux principaux acteurs et initiative et stratégies présentes dans le bassin et sont reconnus comme un moteur clé pour explorer des complémentarités et synergies aussi bien que pour définir alignement d’initiatives.

Achievements (EN):

Panoramed a pioneering and continued governance experience in the Mediterranean” Panoramed contributed to the improvement of governance in the Mediterranean, strengthening the relationship, coordination and cooperation between public, private and civil society institutions that have participated directly or indirectly in the project.The partnership involved a total de 21 partners including 12 European countries from the Northern Shore of the Mediterranean, 6 Regional authorities and 3 institutions acting as well as leaders or coleaders of the technical working groups. This gave a special character to the approach, which established a permanent dialogue among national and regional public authorities, experts, and stakeholders.The working architecture of Panoramed was structured in ten fields of work:- Management, Administrative Coordination and Communication as operational working groups.- Three thematic working groups on Coastal and Maritime Tourism, Maritime Surveillance and Innovation - Cross-cutting themes: Liaising, intended to coordinate with other European Territorial Cooperation programmes; Migration, identified elements with a view to be included into Interreg MED projects; and Mainstreaming working on the transfer of results of the projects in territorial policies and programmes- Methodology and Evaluation as a complex exercise of integrating top-down and bottom-up mechanisms to ensure, in the long term, the sustainability of its results and methodologiesThese tasks were at the backbone of the architecture of Panoramed, together with the capacity of learning through the process and the close cooperation among partners constituted key elements of the project’s success, transferability and sustainabilityPANORAMED has substantially contributed to the improvement of interregional and multi-level dialogue, through its thematic working groups providing tailored recommendations for governments, consolidated in three thematic Key Policy Papers and with relevant contribution to a better Governance in a horizontal approachAll in all, the project has laid the foundations for the development of a governance strategy and monitoring system in the Mediterranean through the MED Positioning Paper. It has also created an innovative and replicable methodology for articulating regional cooperation through a dialogue platform setting the basis for future opportunities in the field of governance.
