(Semi)-rural areas are often excluded from new or green mobility initiatives like car and bike sharing, Uber and large scale 0-emissions transport. Long distances and too few users make these too costly or simply not feasible, so many people use cars. Those who cannot afford/use cars are less likely to get a job or will leave to go to cities. This results in a vicious circle making these areas less attractive for business, or partnerships with big companies from the transport sector. Local authorities in turn often struggle in finding the capacity in staff and financing for green and flexible solutions, which remain heavily subsidised and are not always efficient: an empty electric bus does not reduce overall emissions, and the users’ needs are still not answered. To solve these issues MOVE will take on a new approach in developing innovative and sustainable mobility initiatives through co-creation, bringing together local authorities, knowledge centres, local economic players and (temporary) inhabitants. MOVE will use local specificities to create practical solutions in 4 pilots based on unlikely combinations, with tangible business plans, to be implemented, tested and evaluated. This aims at increasing accessibility, reducing individual cars use, emissions and costs. MOVE will share its best practices in sustainable mobility and governance to increase take-up in other regions and support the greening of the transport sector and stimulate rural areas in the NSR as a whole.

Achievements (EN):

Where's the time? In 2017/2018, the idea of developing a cross-border project to promote sustainable mobility and livability in rural areas was born. 1 September 2018, we started work on the project MOVE (Mobility Opportunities Valuable to Everbody. And we, that is 11 international partners. Partners based in the Netherlands, Belgium, Germany, the UK and Denmark. Eleven partners with the same starting point: cooperation gets you further! While implementing the project plan, we discovered that sustainable mobility is closely linked to social innovation, liveability, health sustainability and economic development. Developing new mobility initiatives can boost livability, accessibility and sustainability within semi-rural areas. And there seem to be many semi-rural areas, and all have challenges. And developments move fast, especially when the world is unexpectedly confronted with a pandemic. This affected how we work and use (sustainable) mobility. Over four years, several sustainable mobility concepts were developed. The aim was to create 4 pilots during the project period. We far exceeded this number with 15 pilots. Co-creation and process proved very important within our project. The research partners developed a standard co-creation methodology (explore, design and develop, evaluate) alongside questionnaires to identify residents' needs and satisfaction in each rural area. Each pilot used this methodology as a solid starting point but made minor changes to their approach depending on the target group and local situation. Reflection: the pilot partners were able to develop alternative mobility concepts. The new and/or improved solutions rely on cooperation with a wide range of stakeholders, including users of the concepts, entrepreneurs, public authorities, initiators/pilot partners, knowledge partners and civil society organisations. We found that there is a tension between the willingness of companies and governments to delve into the needs and insights of users and citizens on the one hand and their desire to uphold the image of organisations that are perfectly in control. It is difficult for governments and companies to share their internal kitchen with the outside world. This comes down to a question of trust. We need more basic knowledge about mobility issues among citizens, local representatives, SMEs, associations, etc. Therefore, we see it as our task to raise awareness before we can even start talking about co-creation. One way to do this is to organise webinars and produce communication materials. If new sustainable mobility solutions are known, it is easier for users to imagine their drawbacks and benefits. This makes a dialogue with users quite challenging, where you have to stimulate the imagination without falling into the trap of complete fantasy. We have learned over the course of MOVE that you have to explore the possibilities of the technology or infrastructure should not be overestimated. They are a means to an end. Organisation and communication are often more critical. Be modest in what you expect of the effect you can achieve. Start small. Build knowledge, networks and relationships. You may only be able to complete part of your ambitions. These can lay the foundation for future projects.
