The EU Joint Research Centre annual conference, Brussels Oct. 2016 was entitled “Human capital for territorial growth” discussed how Member States, regions and cities can harness the potential of human capital under the current socio-economic and environmental challenges, to make their territories more dynamic, creative and resilient. RIGHT partners are aware that they face a skills challenge which clearly needs a new approach to achieve this growth. RIGHT approach is to connect smart specialisation strategies (SSS) in the North Sea Region (NSR) to human capital and skills. Through collaboration it will define: - existing and potential regional growth sectors and sub-sectors (blue and energy)- skills gaps to unlock innovation capacity by testing new models to overcome skills barriers.The project is a pilot in that it will build methodology, knowledge and understanding giving a model for long-term solutions and transferability. It will design and test tailored educational and training programmes and initiatives to bridge the skills gap in a fast changing skills environment in emerging and growth sectors. The results will be capitalised by the partner regions to give long-term impact as a response in the context of fast changing skills demands. The idea is to roll out the success stories in other North Sea regions and Europe. Defining and solving the skills gap in relation to regions’ growth potential through smart specialisation is a new approach for the 7 regional partners.

Achievements (EN):

Since November 2018, RIGHT has worked towards our original objective of enhancing regional innovation support capacity (through skills development) in order to increase long-term innovation levels and support smart specialization strategies. The first bulk of the Project was Work Package 3, which consisted in the transnational implementation of a method to identify innovation opportunities and uncover the skills gap barrier to innovation. During this work package, each regional partner applied the methodology outline provided by the Hanze University of Applied Sciences within their respective regions. Each region documented its findings through a Regional Sector report. The main results for each region were presented during the Regions in Transition conference in Groningen, Netherlands on the first week of June 2019 to internal and some external stakeholders. A transnational perspective was also presented at the conference and will be further developed and documented through a Transnational Report. The findings offered guidance on the choice and variety of pilots that form the second phase of the project. These include pilots focussed on new skills programmes, capacity building of SMEs, awareness and engagement of students in technical jobs in these sectors, new collaborative platforms to bring key players together for coherence and commitment to new growth, programmatic approach to up- and re-skilling employees, etc. All documents that were created in this WP are available in our website. The second biggest bulk of activities were part of Work Package 4. We had originally planned 14 pilots, with a start around spring-summer 2020. Due to the impact of the pandemic and the subsequent shutdown, most of our pilots had to be put on hold and most of them had to undergo small adjustments in order to accomodate the new reality. This was especially true for pilots that relied heavily on SMEs, as we saw the focus of many SMEs shifting due to new urgencies that the pandemic brought. We were able to maintain our original plan, albeit with a delay of 6 months, and execute the vast majority of our pilots as originally planned. The only one we had to change completely, was the pilot in Hamburg. But the situation also presented new opportunities as we were able to have two more pilots than the ones originally planned, bringing up the total pilots executed to 16 (a comprehensive list of pilots can be found in our website and the Marine Training Platform). The third main set of activities in the Project was Work Package 5. This WP consisted in putting together everything we learned from our pilots and analyze the data, to then create a document with a set of recommendations. Work on this WP was also delayed by 6 months due to the pandemic, but we were able to start working on this as soon as the different pilots started to approach their end during late spring and early summer 2021, and work continued until april 2022. During this time we had the opportunity to physically meet again several times, which enhanced the quality of the work done. By the end of the project's lifetime in May 2022, we managed to have all deliverables ready so we could present them in our Final Event in Brussels, in an event were the EU Commission and other key actors working with skills were present. All documents are made public and can be accessed in our website. All in all, RIGHT can be deemed as a big success. We managed to deliver everything we planned to deliver with only a 6-months delay, in a very difficult and challenging time in Europe, and we did it working together, with very high quality and within the original budget.
