Description (EN):

Regional policies in the field of circular economy are still in the making. The project starts from a shared analysis by 5 regions : - Circular economy is cross cutting, and does not fit into sector-bound policies. A systemic approach is required, bringing together different resource streams, policies, and stakeholders. Technology and industry alone will not deliver sustainable solutions. - Local authorities can be key players to overcome segmentation and to ensure sustainability: they are used to address their community as a whole, to bridge gaps between different policies, and keep the long term vision. - Local authorities can be key players to make circular economy solutions happen: they manage the local governance of resources; they support bottom up approaches to develop sustainable hands-on solutions that meet local situations and public interest (collaborative solutions, citizen initiatives towards responsible consumption, source separation, support to local entrepreneurs,…). They can help overcome obstacles in the implementation phase. - The potential of circular economy in the rural and small cities areas is stalled : local authorities need to enter a process of permanent innovation and lack the expertise and capacities to start or support new solutions. Community led solutions imply a genuine empowerment of local authorities and stakeholders. - A stronger knowledge based role for local authorities means a more efficient use of resources. Several regions have successfully addressed this issue by connecting local authorities and research capacities via different models The project will share good practices of cooperation between research and local authorities that boost and tool territorial intelligence. The policy instruments targeted all contain an element of circular economy. The purpose of the project is to consider how these policies could be improved by strengthening the circular economy chapter or by developing a new and broader vision.

Achievements (EN):

In terms of activities, the project has organised a total of 70 policy learning events. It has also identified 19 good practices, produced 5 action plans and led to the increased capacity of 85 people. In terms of results, the project has succeeded in improving 4 regional development policies for a total amount of funds influenced of EUR 3,978,850. 88.

Expected Results (EN):

The overall objective of the COLOR CIRCLE project is to unlock the full potential of circular economy by reinforcing the role and capacities of local authorities thanks to strengthened cooperation with local research communities. The project focuses on rural and small cities areas. In order to reach this the project will engage an in depth interregional learning and knowledge process, driving the best from existing practices, enhancing regional stakeholders’ capacities to transfer and adapt practices from other regions and exploring new approaches. The project will share good practices of cooperation between research and local authorities that boost and tool territorial intelligence. The policy instruments targeted all contain an element of circular economy. The purpose of the project is to consider how these policies could be improved either by strengthening the circular economy chapter or by developing a new and broader vision in line with a cross cutting approach. Sub-objectives are: - To improve the role of local governance in regional circular economy policies: by recognizing circular economy as a cross cutting priority; by strengthening the regional capacity to identify and support new projects; by strengthening the connection between research and local communities; by empowering local authorities so that they are able and feel entitled to develop new projects; - To enhance the development of new circular economy projects, by building and animating local networks of stakeholders. - To share good practices both locally by promoting local authorities front runners and internationally by communicating and exchanging in international meetings; - to facilitate the elaboration, application and monitoring of actions plans; - to support dissemination of project activities and results beyond the project partnership, reaching the wide European public and policy makers.

Expected Outputs (EN):

Color Circle will produce the following key outputs: PROJECT MANAGEMENT: - 1 subsidy contract signed (LP with interreg Europe managing authority). - 1 partnership agreement signed. - 7 Steering Committee meetings with minutes (1 in the form of a kick off meeting; 5 at Interregional learning events; 1 before phase 2). - 7 Progress Reports submitted to the Joint Secretariat. REGIONAL STAKEHOLDER GROUPS AND INTERREGIONAL LEARNING EVENTS: - 5 regional stakeholder groups (RSG) created. - 30 RSG meetings (at least 1 per region per semester). - Methodology for regional mapping and needs analysis validated in kick-off meeting. - 5 InterRegional Learning Events (IRLE) held, with study visit each time. - 5 summary reports for IRLE. - At least 10 Good Practices analysed – 1 Good practice guide. - 5 action plans delivered. - 1 monitoring scheme agreed by partners for phase 2. - 5 action plan monitoring reports (phase 2). COMMUNICATION: - 6 A3 project posters & 6 roll ups displayed by partners. - Project website created and regularly updated on the Interreg Europe platform. - Communication plan validated (website, European and national communication, regional communication, social media). - 14 Media releases (min.). - 1 Promotional video. - Information on the project regularly provided to the Policy Learning Platform. - 1 final European event (phase 2). These outputs will lead to results in terms of capacity building and policy improvements : - 5 policy instruments influenced (3 OP; 2 other local policies). - 5 RIS3 influenced. - Increased capacity for 200 regional and local stakeholders, involved in policy implementation (CLLD, LAGs, and other regional platforms), among them 85 with increased professional capacity.
