Description (EN):

Circular economy (CE) is very relevant for European projects, due to raw materials lack and environmental problems. REPLACE (REgional PoLicy Actions for Circular Economy) has the goal of integrating, deploying and capitalizing on lessons learnt through the H2020 project SCREEN (http://www.screen-lab.eu), by engaging policy makers and managing authorities with the common objective of improving Regional Operational Programmes (ROPs) and their performances in the field of Circular Economy, to be in line with the Circular Economy Action Plan of the European Commission. The project aims at improve management, implementation and monitoring of regional policy instruments targeted at facilitating the transition towards a circular economy and boosting sustainable development: the overall objective is to create and apply policies and actions focusing on identification, valorization, assessment and financing of circular value chains, and related project (local and interregional). In addition, a replicable framework for regional benchmark on circularity excellence level is developed. REPLACE wants to fulfil a synergic use of funding for circular economy, connected to RIS3, and enhance innovation, competitiveness, economic and employment performances, while increasing effectiveness of policy instruments. REPLACE shared and integrated approach involves a significant amount of resources, both material (funds) and immaterial (know-how). REPLACE has an innovative horizontal cross-cutting approach, not focusing on one or more specific aspects of the circular economy, but dealing with the lack of an effective and shared strategy for CE at regional level; it aims at introducing, in the regional policy instruments, measures capable of increasing cooperation among regions (targeted at financing cross-regional value chains) and therefore does not overlap the 7 already financed INTERREG projects dealing with circular economy, but will integrate and complement them.

Achievements (EN): In terms of activities, the project has organised a total of 45 policy learning events. It has also identified 21 good practices, produced 8 action plans and led to the increased capacity of 157 people.

Expected Results (EN):

REPLACE aims at improving management, application and monitoring of regional policies to foster and facilitate the transition towards circular economy: the first important target is to create and implement actions focusing on identification, valorisation and closing the loop of circular value chains. To develop and implement well-targeted actions, REPLACE interregional learning focuses on SCREEN tools for Local Analysis and cross regional synergies. The second essential goal is to assess and finance the so-identified circular value chains, and related projects (local and interregional), through the launch of tailored calls. Moreover, REPLACE wants both to fulfil a synergic use of funding for circular economy (linked to RIS3) financing interregional projects, and to enhance innovation, competitiveness, economic &employment performances, while increasing policy effectiveness Sub-objectives: 1. Identify, collect, learn and share best practices for the adoption of SCREEN tools to determine circular value chains and cross regional synergies. 2. Promote integration of new synergic financial instrument, within funding programmes and sectoral/development plans; in particular by learning from those partners that have already signed the Memorandum of Understanding (Lazio, Centro& Crete). 3. Improve capacity of regional & local administrations by aligning their actions, thanks to the adoption of common standards, namely the common assessment criteria. 4. Shared and replicable method for benchmark, to determine “circularity excellence level” in each Region. REPLACE aspires to be a front runner in the development of common and shared legislative and operational frameworks, to be systemically replicated accordingly to the features of each Region. The aim is to assure employment and capitalization of valuable instruments, while taking advantage of cross-regional cooperation. The activation of dedicated calls and the financing of projects will demonstrate the validity of the systemic approach.

Expected Outputs (EN):

Main outputs: LEARNING OUTPUTS: 8 interregional policy learning sessions, including seminars, experts’ presentations and workshops of which 4 training events (meetings n 2, 4, 6, 8) and 4 learning output validation events (meetings n 3, 5, 7 and 9). 5 interregional policy learning webinar sessions. 16 Local Stakeholder Groups meeting in Phase 1. 1 Policy Learning Guidelines on identified themes/good practices in the application of the SCREEN tools and methodologies. 7 Joint meeting on the development of Action Plans (during REPLACE events in dedicated session). 1 High-level dissemination event in Phase 2. 1 Guidelines for the development of Action Plans. 8 Regional Action Plans. 8 Policy instruments improved. 5 sessions on benchmark methodology "circularity excellence level", during learning events in phase 1. The benchmark methodology evaluates regional level of circular excellence, it uses Mapping Tools and a survey among REPLACE regions and others (identified as frontrunners in CE). It is developed through inventarisation and evaluation of methods and inputs, then tested in, at least, 6 regions (3 outside consortium). 4 circularity tours, as knowledge exchange activities to discuss instruments and facilitating actions. 1 "Survey among European frontrunner regions in Circular Economy". Communication outputs: 1 Communication Strategy (integrated with 8 local communication strategies implemented by each partner and supervised by partner-communication manager). 1 event at European Week of Regions and Cities. 6 Newsletters in Phase 1 & 2 (each partner-communication will customize & translate newsletters in their local language). Information & communication materials (leaflets, brochure, posters, banners, etc.). 1 final project publication of the project results. Project page, social media accounts (LinkedIn, Twitter). 1 dissemination international event in phase 2. Video of circularity tour. Project Management outputs: Partnership Agreement. 6 Minutes of Steering Group meetings. 9 events reports. 5-semester Progress Reports. Final Report. Expected results are: All the achieved outputs will contribute to concrete results on improvement of targeted policy instruments, especially through new supported cross-regional projects and implementation of new measures. Considering the synergies between different EU and regional funds, the project schedule will allow partners to improve both the current programming period, through new projects supported, and the following programming period, by influencing how managing authorities prepare their policy actions. The project will contribute to the Policy Learning Platform of the programme which will ensure continuous EU wide policy learning and knowledge management. Project results will provide added value to the initiatives at EU level with improved policy instruments and will influence other European Structural and Investment Funds programmes.
