The project partners recognise that digital transformation is more than speeding the uptake of digital technologies in Peripheral and Emerging Regions. CARPE DIGEM is about how to create functioning Digital Innovation Ecosystems (DIGEM) with their RTDI skills, packages and delivery mechanisms within government, civil society and business that are required to convert the use and application of new technologies into economic and social opportunity. This requires investments in structures, strategies, tools and people that both complement and enhance the impact of the technology itself; in competences and skills, in organisational change, in new processes, business and governance models, and also in the intellectual assets that help create value from the new technologies. This element of transformation is more complex and requires greater investments than the diffusion of the technologies themselves. Moreover, it has been moving more slowly, particularly in regions outside the economic and social mainstream, where the impacts of new technologies are often complex. We will specifically address the issue of building 'SUSTAINABLE digital innovation ecosystems', focusing on inter-regional cooperation: sharing, co-development, social and economic inclusion not just on gateways to services delivered by metropolitan areas which could accentuate the regional digital divide. Crucially, we want to make sure DIGEMs work as suggested in all EC and OECD strategic documents in ALL regions; to engage with the MA’s at all levels and ensure DIGEMs can be mediators between Government and industry. Digital transformation increases the pressure on firms and public bodies to innovate continuously. CARPE DIGEM will show how we can collectively catalyse, lever, network and expand inter-regional digital eco-systems, enhancing inclusion and mediation/brokerage/coaching capacity to provide universal access to the integrated digital solutions and eco-systems our citizens and enterprises need.

Achievements (EN): In terms of activities, the project has organised a total of 70 policy learning events. It has also identified 19 good practices, produced 7 action plans and led to the increased capacity of 67 people.

Expected Results (EN):

Our objective is to improve our selected Policy Instruments and create Action Plans that include: projects, better governance instruments or policy content change that enhance or become better enablers of inclusive digital innovation ecosystems in partner, but also all peripheral and emerging regions in Europe. So current and future businesses, and all citizens whatever their origin and location can access the latest knowledge, expertise, infrastructure and technology for creating, testing and experimenting digital innovations relevant to its products, processes or business models. So our regions can provide the connections with investors, facilitating access to financing of digital transformations of businesses and help connect users and suppliers of digital innovations across the value chain; enhancing and networking ‘hard and soft’ resources necessary to develop appropriate and effective intra and inter-regional DIGEMS that succeed in mobilising local competences, skills and resources within and very importantly at inter-regional level. Our sub objectives are: To create open, inclusive and transferable strategies and tools that bring together and value the contributions of all stakeholders in the design, creation, enhancement and operation of Peripheral and Rural DIGEM's, which maximise socio-economic impact and environmental gain. To develop and implement project (and long-term) communication and dissemination strategy and tools that enable the project to engage and value the contribution of our target stakeholders and discover those we didn't know had key roles to play. Use the territorial exchange process and the Regional Stakeholder Groups to more effectively share knowledge and practice, enhance long term cooperation and promote genuine interregional and intra regional partnerships.

Expected Outputs (EN):

• 6 Project Progress Reports. • 10 project meetings (9 Phase One, 1 in Phase 2) with partner thematic workshopsincluding social/cultural/economic inclusion strategies for DIGEM's; importance of DIGEMs for women. • 10 IRSC meetings involving representatives of all project partners (partner legal representative or authorised official ) (9 Phase One, 1 in Phase 2). • 2 capacity building/training workshops. • 7 study visits with regional DIGEM Peer reviews. • 6 tailored research visits to good practice for regional stakeholders groups with 10 participants per visits (50 total). • 1 DIGEM strategy practice guide for local stakeholders. • 7 regional DIGEM visualisations (strategic visions for territorial DIGEMS). • 1 communication and dissemination guide for partners. • 1 project leaflet (pdf) modified through the project at regular reviews. • 10 project posters. • 2 project good practice brochures (pdf)/on line. • 15 Media Releases. • 1 web site operational. • 3 social media tools (Facebook, Twitter and LinkedIn)operational. • One video (with dubbing or subtitles in local language where appropriate). • 49 Regional Stakeholder Group Meetings (Min. 3 in first two semester, 4 in second 3 semesters per partner region). • A total of 500 participations in Project Events. • 7 regional media/dissemination events (accompanying the final RSG). • 2 political dissemination events with 200 people: One in Brussels Month 24/25 and final conference in Semester 7. • 7 regional Action Plans to improve selected Policy Instruments. • Seven regional DIGEM models. • One policy paper withrecommendations for Peripheral and Emerging region DIGEMs and interaction with mature and urban DIGEMs. These outputs are expected to lead to the following results: • Efficient project implementation according to INTERREG EUROPE guidelines and valuable interregional collaboration between partners; • High traditional and social media, and stakeholder awareness in the participating regions and raising of awareness of Project processes and topic; • Accessible and wide ranging knowledge about project good practice and increased capacities of responsible policy makers and key stakeholders to support and establish DIGEMS, where deliver innovative digital products and services that lead to Improvements in Growth, employment and investment and in the quality of life, will be delivered. • Significant improvement to staff, expert and stakeholder skills who integrate territorial needs and models within the wider European digital innovation networks • Well skilled and equipped digital mediators to enable rural youth, entrepreneurs and the socially/economically excluded to fully benefit from and contribute to digital innovation.
