Description (EN):

The UNESCO World Heritage (WH) Site Ancient and Primeval Beech Forests of the Carpathians and Other Regions of Europe represents the most complex transnational serial natural site in the UNESCO portfolio - comprising 78 component parts in 45 protected areas (PAs) in 12 countries. The programme area shares almost 25% of the components parts distributed in 5 countries (AT, DE, HR, SK and SI). While local management units of the component parts face similar challenges, i.e. concerning buffer zone management, the respective environmental and socio-economic contexts differ considerably on local and national level. The main project objective is to improve management quality and effectiveness of the WH site to safeguard the ecosystem integrity of the single component parts by improving capacities and active participation possibilities of relevant stakeholders. The project takes an ecosystem-based and participatory approach working on different administrative levels to anchor the WH site in sustainable regional development and produce replicable and innovative models for WH beech forests and their local surroundings (i.e. WH Beech Communities, sustainable buffer zone management, Beech Forest Quality Standard). The main outputs are guidelines and strategies for stakeholder participation and regional development, a handbook for buffer zone management, recommendations for visitor management, a communication concept and a Beech Forest Quality Standard that support protected area administrations, public authorities and actors from civil society in their daily work. The results will be applicable for other WH component parts outside the programme area. The transnational cooperation responds to the challenges of a transnational WH site, as comprehensive solutions must reflect the heterogeneity of the single component parts. Further, it ensures the establishment of a WH-wide learning network between different stakeholders that would not be possible on national level.

Achievements (EN):

To enhance the management quality and effectiveness of the UNESCO World Heritage Beech Forests by building capacities for stakeholder involvement and anchoring the World Heritage in the region – this was the main objective of the BEECH POWER project, funded by the Interreg CENTRAL EUROPE Programme. The closing conference was organised on the 29th March, marking the conclusion to a long-time commitment, which started in April 2019 and formally ends on 31st March 2022. The development of several strategic tools along with the organization of workshops, trainings and exchanges document the relevance and creative force of the work of the BEECH POWER partnership: empowering World Heritage Beech Forest Communities, strengthening the processes of community development and the steps necessary for real change. Various materials accessible on the project website showcase the experiences accumulated and exchanged by the partners and the joint achievements.

Expected Results (EN): R 3.1 Status of integrated environmental management capacities of the public sector and related entities for the protection and sustainable use of natural heritage and resources achieved through transnational cooperation.

Expected Outputs (EN):

The model of so-called Beech World Heritage Communities will provide guidance on ecosystem-based sustainable regional development. This will ensure that WH Communities gain benefit from the WH forests more systematically and sustainably and promote their integration and mainstreaming in regional and municipal planning instruments. The mainstreaming comprises different sectors and increases regional acceptance and identification with the WH component parts. The model for integrated sustainable buffer zone management will lead to reduced conflicts between different user groups and the responsible PA administrations. The developed models will have a strong focus on the participation of public authorities and civil society by empowering local population to actively develop and implement communal management strategies for WH components and their surroundings. An increased participation of stakeholders in different management aspects will contribute to the solution of conflicts, because participatory processes provide opportunities for conciliation and mediation between different conflicting parties. This will also contribute to increased regional and local capacities and improve integrated regional and local environmental management. The European Beech Forest Quality Standard will reinforce collaboration and exchange across sites and regions to improve integrated management capacities support the establishment of a learning network and increase the visibility of the entire WH site.
