Description (EN):

EU CYCLE aims at improving performance of 4 policy instruments addressed through interregional learning and regional action planning. It will thereby contribute to better quality cycling projects, to raise share of cycling in target regions via improved policies and state-of-the art solutions, with a higher impact on decarbonizing transport. The common challenge lies in the fact that although cycling related projects were supported by approximately €0.6bn EU subsidies between 2007-2013, good practices were not shared and knowledge about them is unevenly distributed in regions involved, so not taken up by their policy instruments. Since MAs, regional stakeholders and potential project holders aren’t aware of good practices and of advantages of potential adaptation, lack of knowledge decreases interest in developing cycling projects and risk that the allocated budget for cycling in the policy instruments addressed are spent effectively. Partners, all previously involved in INTERREG projects on different subtopics -regional cycling, cycling tourism, urban cycling, intermodality, urban-rural connections, territorial cooperation in cycling- have decided sharing their experiences to increase capacities of using available funds fully and in an efficient way for quality cycling projects. Partners’ relevant experiences in the 6 subtopics will be shared, jointly analyzed and fed into the Interreg Europe Policy Learning Platform’s database. Partners will work with regional stakeholders on adapting experiences learned in 4 regional Action Pans, improving their policy instruments’ results. An Integrated Cycling Planning Guide will be jointly elaborated to summarize best solutions in technical aspects of cycling. EU CYCLE will increase capacities both on the governance side of policy instruments and on the side of potential beneficiaries to develop and realize projects.

Achievements (EN): In terms of activities, the project has organised a total of 24 policy learning events. It has also identified 15 good practices, produced 4 action plans and led to the increased capacity of 42 people.

Expected Results (EN):

By improving the implementation of policy instruments, the overall objective of EU CYCLE is to provide a significant contribution to decarbonise transport through shifting from individual motorised transport to cycling as a low carbon and sustainable mode - in urban areas, - for urban and rural commuting needs and - for a new, sustainable car-free tourism. Sub-objectives: 1. Increase the role and capacities of regional stakeholders, as multipliers to - design and implement more and better cycling related projects and - jointly contribute to more coordinated regional actions. Gathering, mutual benchmarking of good practices, guidance on cycling related planning topics as well as regional action planning based on these will support the partners and their regional stakeholders. 2. To improve the effectiveness of investments supporting cycling by exchanging of experiences, influencing relevant policy instruments. Partner regions will achieve a higher effectiveness of projects implemented and investments deployed by making use of good practices collected in other regions; the interregional learning process will foster exchange of knowledge among regions, about the combination of approaches that could be necessary to develop a complete cycling projects and to avoid mistakes that led to unused or underused cycling investments. The knowledge shall be acquired by the MAs and all potential beneficiaries alike, to ensure, on one side, the framework for quality cycling projects and guidance to the territories, and the capacity to realise effective investments.

Expected Outputs (EN):

The primary result of the project is a higher performance of 4 policy instruments addressed – improved, influenced – by the interregional learning process and action planning. The PIs will thereby contribute to better quality cycling projects with state-of-the art technical solutions, and a better impact on decarbonizing transport. Further results: - Improved skills and competences of PP and SG members (50pp), policy-makers, other stakeholders and potential beneficiaries in terms of planning, implementing and monitoring/evaluating cycling projects. The comprehensive, bottom-up approach of mutual learning (GPs, working tables, Integrated Planning Guide) and action planning shall improve governance in the regions. - 4 Regional Action Plans designed and adopted by key stakeholders in the SGs at Phase 1, their implementation monitored in Phase 2. - Cooperation with other regions and EU funded initiatives/projects, at project events, in the framework of the Policy Learning Platform and other fora. Main outputs of the project are the following: Management: 1 Partnership Agreement. 1 Detailed work plan and Project quality management guideline. 7 Steering Committee and Project meetings with minutes (including Kick-Off and one in Phase 2). 7 Financial and progress reports (incl. annual progress report in Phase 2). Interregional learning and action planning improving policy instruments: 4 Decrees of Collaboration signed by Stakeholder Group members to ensure their stable engagement in project activities. 15 GPs uploaded to the Programme’s Platform for Policy Learning 6 Study visits with thematic working tables to exchange experiences on 6 sub-topics of cycling (regional cycling, cycling tourism, urban cycling, urban-rural connections, territorial cooperation) 12 Bilateral meetings with Managing Authorities at in 4 regions (3 meetings/region) 4 Regional Action Plans for up taking results of interregional learning in the policy instruments 12 Regional stakeholder group meetings in 4 regions (3 per region) 1 Integrated Cycling Planning Guide Disseminate knowledge and improve acceptance: 4 Regional dissemination events organised in 4 regions (S6, 1/region) 3 International dissemination events (Open Days/EUWRC 2020, Velo-City 2021, and High-level Political Conference in Phase 2 – Brussels) 1 Communication Plan and outputs (1 project website – on the programme website, 2 social network channels, 5 posters, 6 newsletters, 8 press releases, 1 project booklet, 1 promotional video summarizing the results of the project)
