Description (EN):

The competitiveness of SMEs and their resilience with respect to the global economic turmoil is certainly strongly linked to their capacity to innovate. However, innovation dynamics aren’t only dependent on R&D and technological change, but often rely on less evident, less formalized and more difficult to assess factors, mainly involving organizational and relational dimensions. This is relevant both for those regions in which medium and low-tech sectors and very small/micro businesses lead the local economy and for those territories with a strong presence of economic sectors related to social innovation, less dependent on formal R&D. The common challenge faced by project partners, coming from 7 regions across Europe, is that of devising new tools and indicators that allow them to better understand and assess non-R&D-driven innovation dynamics, with a strong emphasis on the direct involvement of the policy beneficiaries in the process of policy design, monitoring and evaluation. The overall project objective is therefore to improve the capability of public policy-makers to develop efficient policies supporting non-formal, soft and open innovation processes in the regional actors, with a focus on non-R&D -driven and social innovation. The expected changes are the improved ability of partners’ monitoring and evaluation systems in measuring and assessing the related innovation dynamics and an increased awareness across EU regions about tools and methods for soft innovation monitoring and assessment. The main outputs are: • 7 Study Visits, 4 Thematic Workshops, 1 Interregional Learning Meetings; • 7 policy instruments improved through the development and implementation of 7 Action Plans; • 14 (at least) Good Practices shared in the Policy Learning Platform, 4 Brief Technical Notes, 5 videostorytelling and 1 videotutorial published on the project website.

Achievements (EN):

In terms of activities, the project has organised a total of 46 policy learning events. It has also identified 14 good practices, produced 7 action plans and led to the increased capacity of 82 people. In terms of results, the project has succeeded in improving 5 regional development policies for a total amount of funds influenced of EUR 620,000. 00.

Expected Results (EN):

The overall project objective is to improve the capability of public policy-makers to develop efficient policies supporting non-formal, soft and open innovation processes in the regional actors, with a focus on non-R&D driven and social innovation, by improving the ability of regional monitoring and evaluation systems to measure and assess the related innovation dynamics. Specific objectives of the project are: - To analyse and share Good Practices and experiences regarding non-formal, soft and open innovation dynamics and their qualitative and quantitative assessment. - To develop a methodology and a set of indicators better suited to monitor innovation dynamics in territories characterized by the relevance of non-R&D-driven and social innovation. - To identify, through the development of the Action Plan, the subset of tools and indicators that are better suited to the specific territorial context and planned policies/programmes. - To contribute to European regions’ knowledge, sharing trough the Policy Learning Platform selected Good Practices.

Expected Outputs (EN):

The PASSPARTOOL project, through an active mutual learning approach, will aim to produce the following results: - an increased knowledge among projects’ partners, on tools, methods, and indicator sets able to measure non-formal and soft innovation (as social innovation and non R&D-driven innovation); - the identification for each policy instrument addressed in the project of the tool more suitable to measure the effects on the non-formal and soft innovation; - an increased capability of partners to design fine-tuning innovation policies and interventions; - an increased awareness among other European regions on the importance of using specific tools able to take into account the effects that innovation policies have on the soft and non-formal innovation in order to improve the effectiveness of the same policies. From a quantitative point of view, the main results are: - N. 7 policy instruments improved in their monitoring and evaluation; - N. 6 new tools adopted for measuring the effects of policies on soft and non-formal innovation. - N. 80 people with increased professional capacity due to their participation in interregional cooperation activities. - N. 100 visualizations of video-tutorials and Study Visits videostorytelling.
