Description (EN):

Mid-size cities can produce sound achievements in conventional economic terms, but when compared to larger urban centres they are generally less competitive in developing or attracting high value-added, creative activities, innovative services and young talents. ‘Economies of scale’ is only part of the issue, however: they also face outdated perception of funding and commercialising cultural and creative activities, weak recognition of the creative potential of heritage and poor entrepreneurial skills of CCI actors. 5 STIMULART partner cities realised their shared interest in enhancing CCI through transforming organisational and financing frameworks and exploiting unexposed human and institutional capital, vacant urban infrastructure, and an obvious (but commercially often neglected) source of creativity: local culture. Macro and micro level interventions are combined into a cohesive system, where CCI actors adapt to the changing framework, while industry requirements are fed back into policy development. Scopious capacity building improves capabilities of the partnership and CCI stakeholders of the cities, with transnationally tested, universal tools and methods organised into a comprehensive CCI Repository. At the same time, focused Strategies and Action Plans target missing CCI criteria and recognised obstacles in each location, with carefully selected pilots testing key innovative interventions. These pilots (a CCI mentoring system; a creative mechanism utilising vacant spaces; IT-based CCI networking; a fast-prototyping & user-testing facility; a dedicated Creative Shop) are all aimed at strategic objectives of each location and are relevant for the partnership and beyond. The versatility of partners will enable STIMULART to produce smart, varied and long-lasting solutions, adaptable to a wide array of CCI eco-systems, thus inspiring the next generation of artists, entrepreneurs and innovators to make smaller cities more competitive.

Achievements (EN):

STIMULART ended in March 2022 after a 3-year period. In our project, we have found the GAPs in the small and medium-sized cities' local CCI ecosystem and Mapped the already available actors and potentials. We have collected and reviewed good practices at the local and national levels, and also, supported local decision-makers with strategies and action plans for future developments in urban planning. We implemented 5 PILOT projects and based on the knowledge gained during project implementation we have developed a CCI Repository handbook, in which you can find all of our best findings, tools, and methods, to be able to start tackling the stimulation of CCI in your own city. Term and idea of the Cultural and Creative Industries (CCI) are possibly best illustrated by an anecdote from Great Britain. Shortly after the Labour Party has been elected to power by a landslide victory in 1997, Tony Blair, then UK prime minister, hold a meeting with labour union representatives in order to explain to them “New Labour’s” new industry and economic policy turning from a focus on the traditional industrial sector to the service and financial sector. Expected Results (EN): R 3.2 Status of capacities of the public and private sector for the sustainable use of cultural heritage and resources achieved through transnational cooperation.

Expected Outputs (EN):

Mid-size cities with sound economies but lacking capacities/skills to self-evolve CCI operational models will IMPROVE THEIR COMPETITIVENESS, STRENGTHEN EXISTING CCI ACTIVITIES & ATTRACT FURTHER ACTORS, WHILE RETAINING CREATIVE MINDS/YOUNG PROFESSIONALS. CCI DEVELOPMENT SCHEMES increasing overall ability to merge visionary artistic imagination with cultural heritage/resources/handcrafted knowledge will be developed, while AWARENESS RAISED will emphasise the potential of CCI in overall/individual competitiveness. DIRECT BENEFITS include: # Innovative operational schemes supported by strategic alliances & network-based operation of CCI actors; # Improved entrepreneurial/managerial skills of CCI SHs; # Under-utilised infrastructure and urban spaces introduced as CCI venues; # New financing models combining resources, easing public sector burdens; # Local culture based creativity & CCI becoming acknowledged elements of local economies. CAPACITIES OF PUBLIC/PRIVATE CCI ACTORS WILL BE IMPROVED through a wide range of activities (training/dissemination/benchmarking/networking), while TAILORED/FEASIBLE STRATEGIES will incorporate action planning & testing of key interventions. CCI SHs will thus be enabled to develop & maintain sustainable activities. These, built on the legacy/resources of local culture, will become part of community heritage, strengthened by shared & tailored cooperation/financing schemes, adapting knowledge on previously unexplored processes/techniques.
