Description (EN):

OptiWaMag involves 6 EU regions with a shared ambition to accelerate the scaling up of waste management innovation that can support active and innovative environment and resource efficiency and secure the triple win of economic growth, more sustainable ecosystem services and improved wellbeing of Europe’s citizens. Focusing on these scopes, the policy project’s primary goal is to improve Structural Funds’ policies and implementation related to waste management and enhance regional and interregional ecosystems. OptiWaMag recognises that effective, policy shaping outcomes require enhanced cooperation between involved stakeholders. The policy project will thus incorporate interregional collaboration, involving a wide range of expert stakeholders, which comprises exchange of good practices, mutual learning, peer assessment, knowledge transfer, targeted coaching and collective, co-designed policy development. It will deliver its results through interlinked project activities and outputs during 3 sequential steps: 1) Identification and Analysis; 2) Interregional Mutual Learning; 3) Knowledge Transfer and Action Planning. Steps 1 and 3 also include assessments of policy enhancement and learning performance. Wide dissemination of good practices and lessons are the backbone of OptiWaMag. The primary outputs include: - The project self, peer and expert assessment tools and findings focused on regions’ strengths, weaknesses, policy priorities and policy enhancements - A Framework Strategy for developing evidence based and co-designed policies, programmes and implementation methods and for identifying the best method to improve policy instruments; - 6 Regional Action Plans (informed by the Framework Strategy, pre and interim self-assessments and Advisory Board case study) to enhance the implementation of regional policy instruments across Europe.

Achievements (EN): In terms of activities, the project has organised a total of 53 policy learning events. It has also identified 16 good practices, produced 6 action plans and led to the increased capacity of 30 people.

Expected Results (EN):

• The overall objective of OptiWaMag is the identification, analysis, dissemination and the transfer of good practices and policy experiences into the relevant Structural Funds programmes, and also the improvement and implementation of the regional policies and programmes. It aims to demonstrate how the development of the current waste infrastructure and the recently used waste management practices in urban spaces and in households can deliver sustainable, smart and inclusive growth through the exchange of good practice. This will be achieved through study visits, factsheets, stakeholder workshops, good practices and peer working, together with robust data and empirical evidence. The project will maximize the contribution of partners on specialist spaces of expertise. The objectives of the projects are to: • Improve the quality of 6 EU regional policy instruments and enhance the effectiveness of their implementation. • Identify and analyse good practice in multiuse of the eco-innovation in order to boost green growth, and to maximize benefits of the eco-innovation. • Fully engage Managing Authorities on the benefits of the development and exploitation of waste management in order to influence new projects and improve governance of policy instruments, develope policies to create awareness and provide incentives for achieving improved waste management. • Develop 6regional action plans to enhance regional policy instruments and to refine and verify their goals (using the developed framework strategy for innovating the eco-innovation solutions). • Disseminate the learning directly to other EU regions, to relevant European networks and to targeted EU and national policy makers. • Strengthen OptiWaMag regions’ regional and interregional quadruple helix clusters (public authority, academic institution, private sector and civil society) to build the European market in waste management in urban spaces for reduced waste and emissions.

Expected Outputs (EN):

The usefulness and efficiency of interregional cooperation will be demonstrated through the outputs and results of OptiWaMag. The project will facilitate new projects to be funded through Structural Funds, as a result of the improved awareness of waste management in urban areas and households, and the improved potential for partnerships and collaboration to achieve a 'win-win' scenario. Over the whole project period: Exchange of experience: - 1 High-level dissemination event in semester 7 (Phase 2). - 6 interregional partner meetings. - 6 Regional Action Plans to enhance the implementation of regional policy instruments. - Minimum of 1 stakeholder group meeting in each partner region per semester. - 6 detailed self-assessment reports of partners’ regional strengths, weaknesses and policy priorities; and mutual learning performance. - 6 identified good practices. - 6 reports on Exchange of Experience on regional practices. - 2 Expert Task Force meeting. Communication and Dissemination: - 6 regional dissemination events. - 17 press releases. - 1 video on waste management in urban areas and households. - 6 newsletter. - 1 project self-assessment tool. Management - 13 Steering Group meetings (including Skype-meetings, and phase 2). - 6 progress reports. - A OptiWaMag Framework Strategy a tool for partners to assess various approaches and identify how to best improve its policy instrument. - 1 set of guidelines for Self-assessment tool. - 1 evaluation report of semester 1-3. The results we believe to achieve through the policy project are: - All regional players in the value chain in the deployment of Improving and achieving sustainable waste management practices will have collaborated in applied learning activities to identify how national, regional and local governments can improve regional policies. - 4 regions will have identified in their regional action plans how their existing policy instruments (with focus on Structural Funds) can be improved and how to support the implementation of the improved policy instrument. - 2 regions will have identified in their regional action plans how their existing policy instruments (not Structural Funds) can be improved and how to support the implementation of the improved policy instrument.
