Description (EN):

COHES3ION aims at improving the PERFORMANCE and IMPACT of S3 and linked ERDF OPs, in terms of delivery of innovation by R&I actors by the integration of the territorial dimension into S3 governance and policy mix, contributing additionally to territorial cohesion in terms of Growth and Jobs. COHES3ION is composed by 8 regions interested on integrating the territorial dimension into S3 governance, displaying different levels of maturity, areas of concern, and solutions, in the S3 GOVERNANCE & POLICY MIX field. The shared common challenge is to align the S3 to all territorial levels with 2 aims: - SMART PRIORITIES: Identification of complementarities and synergies between the different levels, in terms of priority or niche opportunities, allowing for the farther specialization of specific territories (region, county, city, metropolis level). - GOVERNANCE: Coordination of innovation support players promoting the mobilization of stakeholders and delivering innovation support services all along the territory. Exchange of experience will focus on: 1) Definition and evaluation of S3 considering spatial planning and monitoring tools; 2) Horizontal coordination of innovation support services at different territory levels; 3) Alignment of placed-based S3 from sub-regional levels (province, county, metropolis, city) to regional S3. To that end, COHES3ION will achieve the following outputs and results: - Development of 8 Smart Territorial Maps. - Identification and exchange of 20 good practices in 3 focus areas. - Holding of 41 policy learning events with more than 240 stakeholders. - Engagement of 8 Stakeholders Groups all along the exchange and strategic thinking process leading to the definition and implementation of 8 Regional Action Plans, aiming at the improvement of regional S3 Governance and/or the development of new sub-regional S3. - Issue of Recommendations for the mainstreaming of the territorial dimension into ERDF OPs, S3 and other regional policies.

Achievements (EN):

In terms of activities, the project has organised a total of 54 policy learning events. It has also identified 30 good practices, produced 8 action plans and led to the increased capacity of 54 people. In terms of results, the project has succeeded in improving 5 regional development policies for a total amount of funds influenced of EUR 489,182. 31.

Expected Results (EN):

COHES3ION’s main GOAL is to improve the impact of ERDF OPs and linked S3, in terms of delivery of innovation by R&I actors at regional level, aligned to the smart specialization areas (measured in number of SMEs and R&I centres COOPERATING AND INNOVATING in priority smart areas, I.P.1.b), by the integration of the territorial dimension into S3 governance, allowing a balanced and cohesive deployment of S3 at regional level. SPECIFIC OBJECTIVES: • To provide methodological tools to make a Smart Territorial Map of specialization capabilities of business, industry and research at territory level (region, county, metropolis, city levels), aligned with target regional S3. • To identify, exchange and disseminate regional good practices in 3 Focus Areas: 1) Definition and evaluation of S3 considering spatial planning and territory disaggregated indicators; 2) Horizontal coordination of innovation support services at different territory levels; 3) Alignment of new placed-based S3 from sub-regional levels (province, county, metropolis, city) to regional S3 and to inter-regional value chains. • To carry out a regional strategic thinking process with all relevant stakeholders, leading to the adoption of Regional Action Plans focusing on S3 multi-level governance models and tools for 1) Improvement of target ERDF OPs 2014-2020 and other national/regional policies and programmes, for a better multi-level governance and horizontal coordination of innovation support players in the territory and 2) Update or further definition of target S3 thanks to the identification of new smart specialization areas linked to the territory capabilities. • To implement and evaluate the impact of Regional Action Plans leading to 1) Improved governance of ERDF OP and S3, 2) New projects funded by ERDF OP aligned to S3 and 3) updated S3 considering all territory levels. • To deliver policy recommendations for the mainstreaming of the territorial dimension into S3 and ERDF OPs.

Expected Outputs (EN):

MAIN EXPECTED OUTPUTS: - 1 “Policy Brief on Smart Territorial Mapping” and 8 “Smart Territorial Maps”. - 8 Stakeholders Groups created with 80 people engaged. - 41 policy learning events held: • 8 Field Visits including peer review session and thematic workshops: 30 partners and local stakeholders at each: 240 people. • 32 Stakeholders Groups meetings: 4 meetings by region on Phase 1. • 1 policy learning projet meeting in Phase 2. - 20 Good Practices or experiences validated by JTS in 3 Focus Areas and 1 “Good Practices Guide on S3 multi-level governance models and tools”. - 8“Regional Action Plans” and "8 Annexes” with recommendations for S3 update. - “Policy Recommendations for the mainstreaming of the territorial dimension into S3”. - 8 Reports (1 by region) monitoring the implementation of RAPs in Phase 2. - 10 Dissemination Events held: • 8 regional dissemination events held in S1: 225 attendants. • 1 interregional dissemination event in Wales at S4, including a Thematic Workshop: 60 attendants. • 1 interregional final dissemination event in Bilbao at S6: 60 attendants. - 1 video with interactive showcase of Smart Territorial Maps. - 1 webpage, Facebook and Twitter profiles and 3 digital newsletters distributed. - 4 Steering Group meetings in Phase 1 (1 by semester) and 1 meeting on Phase 2. - 4 Progress Reports (PRs) submitted to JTS with claim expenses duly verified by First Level controllers. 1 Final Report submitted to JTS. MAIN EXPECTED RESULTS & IMPACT: COHES3ION will influence 8 ERDF OPs 2014-2020 and linked S3. Improvement of target policy instruments will take place at 3 levels: - GOVERNANCE: Integration of territorial dimension in 8 regional S3 governace models, complementing sector/clusters based approaches with a territorial-horizontal deployment. New governance models will be put in place for a better alignment of regional S3 within all of the regions, integrating a territorial dimension on the definition, implementation (horizontal coordination of innovation support players) and monitoring of S3 and comprising the whole of the territory spectrum. - S3 DEFINITION: New sub-regional S3 and updated S3 with sub-regional smart priorities in 8 EU regions. During the project, new S3 strategies will be defined at Ruhr Metropolis, Southern Region, Stockholm, Mazovia, and updates of regional S3 will have taken place in all of the other regions. - NEW PROJECTS: More territorially balanced participation of SMEs and R&I players in target ERDF OP measures under IP1b). COHES3ION will impact on the number of SMEs and R&I institutions involved in INNOVATION & COOPERATION projects funded by the measures planned under I.P.1.b of target ERDF OPs, increasing the rate of such stakeholders engaged on such activities aligned to S3 priority areas.
