Description (EN):

In essence, Circular Economy (CE) is about moving from an unsustainable linear system of materials usage and waste production to a one of regeneration of resources. CE has lately developed into a rapidly progressing and competitive field of business and innovation. CE business models can be seen as tools in reducing waste, generating resource efficiency improvements and lessening the environmental impacts of industrial production and creating social sustainability. However it's still often unclear what type of negative environmental and economic impacts CE business models may bring about. In the REDUCES project, the potential environmental impacts of CE business models are mapped and tools discovered for regions to not only promote the business models most suitable for their regional contexts, but also to assess the potential environmental impacts they may entail. The tools will be reviewed and evaluated by the partners & stakeholders during the projects, focusing on the previously recognised most important categories of CE business models. In order to make informed policy decisions about both economically and environmentally most viable business models, their impacts need to be thoroughly assessed. There is a growing need for a more comprehensive understanding of regional and local aspects of the transition towards a CE and of recognizing the most promising sectors for sustainable smart specialisation. REDUCES forms a cooperation network of regions that are on different levels of CE development and have a strong shared will on further supporting their region's businesses in transitioning to a CE. The exchange of experiences and knowledge within and between the regional authorities is key in developing the best action plans to support environmentally sustainable business models for each region and policy. REDUCES results in best practices and policy recommendations which will significantly benefit public authorities and institutions in supporting CE transition.

Achievements (EN):

In terms of activities, the project has organised a total of 48 policy learning events. It has also identified 52 good practices, produced 6 action plans and led to the increased capacity of 53 people. In terms of results, the project has succeeded in improving 7 regional development policies for a total amount of funds influenced of EUR 643,569. 00.

Expected Results (EN):

The overall objective of REDUCES is to improve the implementation of regional policies in order to enable regions to adopt more environmentally sustainable ways of production and to reduce the negative environmental impacts of economic development. Circular business models can be used to help companies achieve resource efficiency and subsequent net revenue gains, and by doing so help regions achieve a more innovative, resilient and productive economy. Although circular business models are often viewed as sustainable by nature, it is recognised that there are uncertainties about their potential impacts, such as externalities and rebound effects. REDUCES results will facilitate and better enable the adoption of environmentally sustainable circular business models with the support of improved regional policies. Sub-objectives: 1. To increase knowledge and capacity of regional and European policymakers and stakeholders on CE business models. 2. To improve the competence of partners and involved stakeholders to make informed decisions on promoting the transition to the CE in regions. 3. To discover innovative and regionally most feasible best practice CE business models instrumental to transforming production value chains towards environmental sustainability. 4. To improve the competence of regional actors to assess the environmental impacts of CE business models in order to choose the most feasible and environmentally sustainable models recognizing regional assets, barriers, needs and strengths necessary for CE transition. 5. To improve policy instruments (5 ERDF policies and 1 local plan) via 6 action plans to better introduce or integrate CE business models into the policy instruments and supporting the theme by proposing new project ideas or funding.

Expected Outputs (EN):

Learning activities: - 6 interregional learning events (1 per region). - 42 regional stakeholder meetings (6 per region). - 6 action plans that provide the steps for implementation and monitoring of the change in the partner regions. - 6 Regional CE status quo reports. - 5 best practise CE business case study reports from the interregional exchange of experience. - 1 policy recommendation report. - 1 evaluation framework. Communication: - A publication “Lessons learned from the regional case studies” . - 1 final high-level dissemination event in Utrecht in phase 2. - Communication ABC handbook. - Stakeholder newsletters (1 per semester phase 1, 1 per year phase 2). - 20 appearances in media. Management - 5 progress reports and 1 final report. - 1 financial handbook. - 7 Executive Board meetings. The main expected results linked to the objectives of REDUCES will provide the necessary components of the needed transition from traditional linear business models to circular ones: 1. Increased knowledge and capacity of regional and European policymakers and stakeholders on CE business models. 2.
