Description (EN):

LINDANET is an ambitious project that aims to join efforts among European regions to work together towards the improvement of the HCH (Lindane) contaminated sites. Lindane was a pesticide widely produced during second half of the 20th century around Europe and the world. Lindane production generated huge amounts of high pollutant organochlorinated compounds (HCH isomers and others) which present high persistence, high toxicity, and carcinogenic, bioaccumulative and endocrine disrupting properties. For example, several isomers of HCH are included in the list of the Persistent Organic Pollutants (POPs) of the Stockholm Convention. Lindane production and use has been prohibited in EU regulation from 2007, but the Lindane related pollution still represents a very important risk for the human health and european environment and is still a quite unknown problem by the population and the political representatives. So, the intention of the LINDANET project is to advance in the direction of improve the knowledge and solution of this problem, starting from a regional point of view and reaching a European level. For this, the project has set the following general objectives: • To create a network of European regions affected by the contamination derived from the lindane production wastes (HCH and others), • To establish an Action Plan focused to the problem solution in each region, • To interchange experiences and knowledge that contribute to the solution of the contamination derived from the lindane and lindane production wastes, • To involve the stakeholder groups in the knowledge and the solution to the problem, • To contribute to the Policy Learning Platform of the Interreg Europe programme, • To raise public awareness about the HCH pollution and other related contamination problems derived from POPs and Obsolete Pesticides.

Achievements (EN):

In terms of activities, the project has organised a total of 48 policy learning events. It has also identified 15 good practices, produced 6 action plans and led to the increased capacity of 117 people. In terms of results, the project has succeeded in improving 3 regional development policies for a total amount of funds influenced of EUR 471,009. 14.

Expected Results (EN):

General Objective: To create a European network of regions affected by the lindane waste contamination and to join efforts to work together towards the improvement of the environment, creating new Action Plans and influencing in the relevant policies Sub-objectives: A. To create a network of European regions affected by the contamination derived from the lindane production waste. B. to establish an Action Plan in each region focused to the problem solution: • Establishment of an action plan (phase 1 of the project). • Implementation and monitoring of the action plan (phase 2 of the project). Progress and activities performed by each partner towards the solving of the lindane contamination problem could be different. Each region will develop its own Action Plan, depending on its own conditions. C. To interchange experiences and knowledge that contribute to the solution of the contamination derived from the lindane production waste. Regions will share their good practices in the fields they have in an advanced stage and learn from other regions in those fields they still have under development. D. To involve the stakeholder groups (local entities, enterprise associations, ecologists, citizen associations, NGOs…) in the knowledge and the solution to the problem. E. To contribute to the Policy Learning Platform of the programme which will ensure transnational and continuous EU wide policy learning and knowledge management. F. To raise public awareness about the HCH pollution and other related contamination problems (derived from POPs and Obsolete Pesticides).

Expected Outputs (EN):

Expected results related to the project objectives (C.3) are: A1- Creation of a European network of regions affected by the HCH pollution. B1- 18 Good practices identified and capitalized with innovative character about the best Lindane waste management, that will be integrated in the policies with attention at regional, national and EU levels, reaching out to all other EU regions with Lindane problems. B2- Improved policy instruments will ensure sustainable regional development and influence policy makers in other regions. B3- Project results will provide added value to the initiatives at EU level with improved policy instruments and will influence other European Structural and Investment Funds programmes. C1- Capacity building of partners' key staff, stakeholders and policy makers. D1- Better involvement and cooperation among the stakeholders and the regional authorities. E1- Contribution to the Policy Learning Platform of the programme which will ensure continuous EU wide policy learning and knowledge management. F1 - The results may be included in the agenda of relevant EU institutions, European and international organisations and other relevant stakeholders by discussions and consultations. F2 - Raise awareness in the general public regarding the HCH. The project intends to produce these main outputs: GENERAL OUTPUTS: - 5 Interregional Thematic Workshops and 5 reports. - 5 Workshops with stakeholders per region in Phase 1 and 30 reports + 1 Meeting with stakeholders per region in Phase 2. 1 site visit with stakeholders for those sites with restrictive access and/or the development of new activities. - 1 Closing event (phase 2) and report. - 1 high political EU level event and Report. - 5 Field visits and 5 Reports, documenting the 'on site' implemented best practice paradigms. - 2 studies on lindane situation and on regional impacts. - 1 Guidelines for the development of Action Plans and Policy implementation recomendations. - 1 final project publication of the project results. - 6 Action Plans. - 6 Policy instruments improved. COMMUNICATION & DISSEMINATION OUTPUTS: - 1 Communication Plan. - General materials: 2000 leaflets, 6 posters, 6 roll-ups. - 1 Booklet in 7 languages regarding the lessons learnt in the project. - Project website and social media accounts. - 2 Report on 2 EU events participation (Phase 1). - 6 Newsletters in Phase 1 & 2 (1 per semester during phase 1, 1 in phase 2) that each translated to each partner's language. - 6 Press Releases in Phase 1 & 2 at the project level (same management as NL). - 1 webinar with other EU regions affected by HCH. - 1 general article in phase 1. - 1 final article about project results in phase 2. PROJECT MANAGEMENT OUTPUTS: - Subsidy contract. - Partnership Agreement. - 1 Work Plan. - 7 Minutes of 7 Steering Committee meetings. - 6 Progress Reports. - 1 Final Report. All outputs will be issued in digital format. Outputs from the policy learning process will be published & downloadable in the website.
