Description (EN):

MOMAr means providing strategic thinking to the use of cultural and natural resources, incorporating all the actors involved in its management and creating models of economic and social development and territorial sustainability with them all, fostering the rural areas identity without copying or moving models from other environments, but tailoring them. The project highlights the existence of territories with problems - depopulation, ageing, no use of resources- whose identity is however marked by a rich heritage, exceptional in some cases - UNESCO heritage - and whose management entities have either not finished defining their models of action in terms of cultural and natural resources or directly borrowed models that do not correspond to the territorial reality. MOMAr will serve to improve policies and programmes addressing heritage in rural territories, taking into account the peculiarities and cultural identities of places where rurality determinates a mode of action. The inhabitants -who maintain the territories alive- will be a central part of the strategies and new projects designed. Although since 1965 Europe has recognised that culture is a basic principle in the construction of a European identity based on individual identities, with few exceptions the most unpopulated rural territories in Europe have felt excluded from the programmes in force, due to their inability to address them from an appropriate perspective. Interreg Europe programme makes possible through MOMAr that a representation of rural territories with singular heritage to think strategically, with a common objective and through a interregional exchange work before addressing the design and execution of actions. It makes also possible to incorporate certain territories and their inhabitants into Europe. MOMAr represents, in summary, the need of rural territories for a specific management of cultural and natural resources impacting the inhabitants and improving their quality of life.

Achievements (EN):

In terms of activities, the project has organised a total of 55 policy learning events. It has also identified 51 good practices, produced 5 action plans and led to the increased capacity of 58 people. In terms of results, the project has succeeded in improving 4 regional development policies for a total amount of funds influenced of EUR 897,903. 40.

Expected Results (EN):

MOMAr will contribute to specific objective 4.1 “improve the implementation of regional development policies and programmes, in particular Investment for Growth and Jobs and, where relevant, European Territorial Cooperation programmes, in the field of the protection and development of natural and cultural heritage”, in the framework of programme priority axis 4 “protecting the environment and promoting resource efficiency” and investment priority 6(c) “conserving, protecting, promoting and developing natural and cultural heritage”. MOMAr’s overall objective is to improve the development of all policy instruments addressed in the project (Structural and non-Structural Funds) through the application of efficient and tailored management models learnt during the project for local heritage in rural areas that are undergoing difficulties derived from their marked rurality. MOMAr’s sub-objectives are: - To Exchange good practices among partners of rural territories as well as exchange failed experiences concerning the management of their local heritage. - Partners of rural territories administrations in charge of the management of local heritage learn different management models that can be applied to different cases. - To produce Action Plans by the partners of rural territories, summarising the knowledge gained during the cooperation to be applied through the instruments in force counting on stakeholders’ involvement. - To communicate and disseminate project conclusions and main outputs to administrations and other key players in rural territories across Europe.

Expected Outputs (EN):

MOMAr project will produce a series of outputs: Exchange of Experience outputs: - 7 Interregional meetings: - 1 kick off meeting. - 3 Interregional Events of Exchange of Experiences. - 1 Case Study Laboratory. - 1 partners’ meeting to produce the Action Plans. - 1 partners’ meeting to monitor the implementation of Action Plans. - 6 on-site visits in partner territories coinciding with interregional meetings during phase 1. - 6 Reports on the Models of Management in force for Heritage in partner rural areas. - 54 Good Practices. - 18 Failed Practices. - A Handbook of Good Practices on Models of Management for Singular Rural Heritage. - 12 cases of undermanaged heritage in the partner territories reviewed during the “Case Study Laboratory”, with a view to applying the models of management learnt to them. - 6 Local Stakeholders’ Groups created, 42 Stakeholders Groups Meetings held. - 2 in-house meetings held, 2 per partner organisation. Communication and dissemination outputs: - Project Website, Facebook page and Twitter account. - Project posters in partners’ headquarters. - Project leaflet for dissemination purposes. - Project video to be used during external project promotion as well as during the communication events scheduled. - Guidelines on how to tag the project strategically in social networks. - 5 Newsletters. - 42 Press releases (1 per partner & semester). - Radio recordings. - MOMAr Tours 1 & 2 developed, reaching policy-makers, heritage-related actors and civil society. - Communication meetings addressing potential co-financers and investors possibly participating in the exploitation of local heritage through certain models of management. - Communication meetings addressing University Degree and Research Centre representatives that provide training for both Heritage and Management professionals. - Attendance at least 3 External Events of international relevance & geographical impact. Project management outputs: - Subsidy Contract - Partnership Agreement - 7 Steering Committees - 5 Joint Progress Reports - 1 Final Report Several results are expected from MOMAr: - Improvement of the policy instruments addressed, through the regular application of the models of management learnt during the cooperation to local heritage in partner regions thanks to them. - Improvement of partner organisation staff capacity to manage cultural and natural resources, by increasing their knowledge and skills. - Partner rural territories managing better their heritage making use of management models seeking territorial, economic and environmental sustainability while preserving and reinforcing local identities. - Inhabitants of the partner rural territories impacted by improved management of local heritage, which is expected to lead to improved socioeconomic dynamism. - Dissemination of the project knowledge base and conclusions to rural territories in Europe hosting singular paradigmatic heritage and undergoing demographic decline.
