Description (EN):

PROBLEM: Until 1990s EU energy consumption was led by industry (35%), but relocation of industries, and integration of efficient technologies achieved to reduce it to 25% until 2010, when it stabilized. Energy consumption in industry is based nearly totally in fossil fuels (Odysee report November 2016), with 35% gas, 32% electricity, 30% coal and oil, which make the sector vulnerable to externalities, specially because EU imports more than 90% of oil, and 66% of gas. EC report of February 2017 “Monitoring progress towards the EU” remarks that energy intensity industry decreased 15% at EU level from 2000 to 2010, but started to grow with speed after 2013. Countries should reduce energy intensity to have independent and cost-effective industry. However, countries show significant differences in their tendencies, with countries with energy intensity close to 85% and growing, others with 40% and decreasing, and some with less than 10%. EC report “Energy use in the EU industry” request harmonization and proper mechanism to boost RES in industry. OBJECTIVE: RESINDUSTRY aims to increase the energy independency of the EU industry sector, by decreasing its energy intensity through a higher integration of RES. The long-term objective is to increase the industry competitiveness by decreasing its energy bill, rising their energy independency, thus uncoupling their energy costs from geopolitical externalities. To achieve these long-term strategic objectives, the short-term objectives are to booster RES investment in industry by improving OPs with new policies for RES promotion. OUTPUTS: - 7 Action Plans influencing 8,1 M€ of SF and 2,5 M€ non SF; - 90 participants with increased capacity; - 84 policy learning events; - 10 Best Practices for Policy Learning Platform; - 7 Regional Assessments, including the Strategic Analysis of RES Technologies for regional industry and KPIs reports.

Achievements (EN):

In terms of activities, the project has organised a total of 94 policy learning events. It has also identified 39 good practices, produced 7 action plans and led to the increased capacity of 90 people. In terms of results, the project has succeeded in improving 6 regional development policies for a total amount of funds influenced of EUR 4,468,312. 00.

Expected Results (EN):

OVERALL OBJECTIVE: RESINDUSTRY aims to increase the energy independency of the European industry sector, by decreasing its energy intensity through a higher integration of RES. The long-term objective is to increase the industry competitiveness by decreasing its energy bill, rising their energy independency and self-production, thus uncoupling their energy costs from geopolitical externalities. To achieve these long-term strategic objectives, the short-term objectives are to boost RES investment in industry by improving OPs with new policies for RES promotion. SUB-OBJECTIVES: • To provide MAs with capacity to modify the selecting process of RES projects, by using the “Strategic Analysis of RES Technologies for regional industry”, which includes environmental and socioeconomic Key Performance Indicators (KPIs). • To increase the capacity of the MAs to analyse the effectiveness of the policies by the delivery of a “Monitoring system for calculating the long term impact of SF” where a proposal of monitoring will be offered to measure policy impacts in current and future projects. • To provide MAs with a deep analysis of the regional situation of RES in industry (Regional Assessment), providing regional information about the socioeconomic benefits of RES applied to industry and their comparison with EE measures, which will allow the design of Action Plan and the decision-making process of phase 2. • To identify 10 best practices of supporting schemes and policies in the field of RES integration in industries, analyzing their impacts and comparing them with EE impacts in industry. • To transfer experiences among MAs in partners regions, reaching more than 90 MA staff and stakeholders in learning activities related to policies in the RES applied to industry. • To provide MAs with a communication channel/platform between industry and MA, so the final beneficiaries of the SF will be able to influence the calls definition or provide feedback.

Expected Outputs (EN):

I) EXCHANGE OF EXPERIENCES: RESINDUSTRY aims to increase the energy independency of the European industry sector through a higher integration of Renewable Energy Sources, by improving or launching new policies for RES promotion supported by Structural Funds (SF). RESINDUSTRY will improve the implementation of more than 8,1 M€ of SF: - Czech Republic SO 3.2 with € 418,577,442 is expect to influence a 0,1 % (4,185M€). - PäijätHäme SO 3.2 counts on 18,46M€ expect to influence a 5% (0,846M€). - Extremadura ROP, IP4.1. with 6.571.952 € expect to influence a 10% (657.195 €). - Estonian Cohesion OP SO2.4.4. with more than 150 M€ is expected to influence 1M€. - ROP Świętokrzyskie Region priority 3 with 12% of 980M€, expect to act over 1% (1,3M€). - Vorarlberg ROP, with more than 50M€ in M02, expects to influence 0,1% (0,4M€). Gozo fund to create an Eco-Island is expected to influence 2,5M€. 100% of improvement are over SF in the current 2014-2020. Outputs: a) 90 participants with increased capacity thanks to exchange experiences, 10 stakeholders (regional stakeholder group) per partner and 20 project staff. b) 84 learning activities - Five back-to-back events incl. Study Visits (5), Interregional Workshops (5) and Master Classes (3 for Exchange Methodology, Regional Assessment, Actions Plan). - Four Institutional Internal Meetings, and four Local Stakeholder Meetings per partner (4x7+4x7). - One Expert Mission per partner (1x7). - Two Policy Breakfasts per partner (2x7). - One partner meeting in Phase 2. - One final conference in Phase 2. c) Technical documentation - 1 Exchange Methodology per partner. - 10 Best Practices for Policy Learning Platform. - 1 Regional Assessment per partner including “Strategic Analysis of RES Technologies for regional industry” and KPIs report. - 1 Final Action Plan per partner with the detailed process to implement the Monitoring system for calculating the long-term impact of SF (mandatory) and to implement the Communication platform between industry and MA (optional). d) Support structures - One local stakeholder group per PI. II) COMMUNICATION Results: communication, both internal and external, aims to assure the involvement of the project key actors in the project learning process through their participation in the exchange activities. Outputs: - One detailed Dissemination Strategy. - One Internal Database and Mailing List. - Leaflets, posters, and rollup. - Website. - 4 project newsletters. - 5 study visit dossiers by host partner. - One Local Dissemination Event per partner in S5, open to the public with 40-60 key actors. - One final Conference in phase 2. III) PROJECT MANAGEMENT Results: to assure the project implementation through a proper day-to-day and strategic management. Outputs: - Subsidy Contract, Partnership agreements, Project handbooks, day-to-day management structures. - Methodology for quality monitoring. - 5 Steering Cttee and 5 Skype Project Coordination Unit meetings. - 5 Quality Assurance Reports.
