Description (EN):

The building sector is the largest energy-consuming, accounting for over one-third of final energy consumption globally, being also an important source of CO2 emissions. Energy performance in this sector can be drastically improved through different measures, however measures should be implemented in a coordinated and holistic way, taking into account all aspects involved in the achievement of the low-carbon economy in order for them to go hand in hand with sustainable development strategies at the overall municipality/district. The overall objective of LC Districts is to improve regional development policies and programmes in the areas of building renovation and construction of energy efficient buildings, creation and renovation of district heating and other urban renovation actions, in order to facilitate the transition to low-carbon districts and municipalities. The interregional learning process will take place around three thematic areas: i) information and assessment methodologies and services for the design and implementation of low-carbon districts and municipalities; ii) information and assessment structures at the municipality and district level; iii) policies and programmes governance and management. The main outputs of the project will be: Method Guide, Diagnosis reports of the regional building, district heating and urban renovation sectors, Good Practice Guide, Policy Road Map, Regional Policy Briefs and Regional Action Plans with recommendations for integration into RIS3. Stakeholders benefiting from the project will be all actors in the construction, housing renovation, district heating and urban renovation sectors at the regional, national and EU level: regional, national and multinational industrial and service companies, industry associations and federations, clusters, SME specific associations, universities and RTOs, national, regional and local representatives of construction and housing authorities (ROP MA).

Achievements (EN):

In terms of activities, the project has organised a total of 61 policy learning events. It has also identified 25 good practices, produced 5 action plans and led to the increased capacity of 75 people. In terms of results, the project has succeeded in improving 5 regional development policies for a total amount of funds influenced of EUR 300,000. 00.

Expected Results (EN):

The overall objective of LC Districts is to improve regional development policies and programmes in the areas of building renovation and construction of energy-efficient buildings,creation and renovation of district heating and other urban renovation actions in order to facilitate the transition to low-carbon districts/municipalities. Project specific objectives are: -Conduct regional diagnosis based on a SWOT analysis of the building sector, strategies and policies for low carbon districts and municipalities in relation to:i)stakeholders information and assessment services and methodologies;ii)information and management structures at the municipality and district level;iii)policies and programmes governance and management. -Mobilize regional relevant stakeholders (citizens, construction, housing renovation, district heating and urban renovation industries, service companies, Universities and RTOs, ROP Mas, etc.) in order to include their contributions in the development of the Regional Action Plans. -Carry out the exchange of experience and interregional learning among project partners and regional stakeholders. -Carry out the strategic thinking process at regional level in order to identify the relevant measures (from the interregional learning process) to integrate into the regional policies, the activities needed for this integration, timeframe and responsible actors. -Identify the synergies and complementarities between different policy and funding instruments (ERDF, H2020 Project Development Assistance, EE policies and measures, etc.) in order to design Regional Action Plans with specific funding and policy mixes for facilitating the transition to low-carbon districts and municipalities. -Develop Regional Action Plans with tailored funding and policy mixes including: motivations behind the policy objectives and measures, SMART objectives, analysis of the conflicts and synergies of potential measures, quantified indicators, monitoring and evaluation procedures.

Expected Outputs (EN):

The main outputs expected from the LC Districts project at the policy level are the following: -“LC Districts Method Guide”: methodology for conducting regional diagnosis of stakeholders information and assessment services and methodologies; information and management structures at the municipality and district level; policies and programmes governance and management. -Regional diagnosis reports of the strategies and policies for low carbon districts and municipalities of 5 EU regions. -“LC Districts Good Practice Guide”: Inventory of existing support measures, methods, programmes, management and governance models, etc. in the renovation and construction areas of 5 EU regions with a special focus on information and assessment services, methodologies and management structures as well as policies and programmes governance and management. -“LC Districts Policy Road Map”: including recommendations and lessons learnt from the diagnosis, strategic thinking, stakeholder involvement and interregional learning processes. The Policy Road Map will include a thorough description of support measures and recommendations for an optimal use of policies and funding instruments in the information and assessment services, methodologies and management structures in the renovation and construction areas of the participating regions. This document will allow the project results to spill over to other regions. -Regional Policy Briefs for 5 EU regions, disseminating the support measures identified for enhancing information and assessment services, methodologies and management structures in the renovation and construction areas, targeting the relevant public authorities and policy-makers. -Regional Action Plans as tailored packages of policy measures for enhancing information and assessment services, methodologies and management structures in the renovation and construction areas of 5 EU regions. The Plans will include as an Annex a set of recommendations for integration into RIS3. Other project outputs will be: -5 Local Stakeholders Groups with 10 people each. -4 regional stakeholder workshops per region (20 workshops) on Phase 1 with workshop reports summarizing the main outcomes. -5 Study Visits including Peer Review exercises and thematic workshops with 30 participants (partner and local stakeholders):150 people. -10 regional Dissemination Events (2 per region, 30 attendees each in S1 and S4):300 participants. -1 final Project Meeting and interregional Dissemination Event in Phase 2 with 100 participants (minimum of 20 policy makers engaged on the Policy Panel). -50 appearances in press and media. -80 people (30 partner staff and 50 local stakeholders) with increased professional capacity. The main result of the project will be that policies, programmes and objectives of ERDF ROPs 2014-2020, regional policies and RIS3 in the EE sector of 5 EU regions will have been influenced by LC Districts through the support of the INTERREG EUROPE programme.
