Major tourism attractions are emerging as internationally acclaimed hubs of visits and services, leading to oversight of other cultural sites and to non-sustainability of most-visited destinations. At the same time tourists are upgrading authentic cultural heritage, offering specific experience rooted in local history and the preserved cultural legacy of communities, adding unique flavours and excitement to their adventure. Small and medium sized towns with rich but undervalued cultural heritage possess the potential to offer new, unique and authentic experiences, but suffer from either the dominance of major attractions in their vicinity, or from their relatively remote locations. Positioning them as authentic destinations can simultaneously sustain local cultural heritage and create better prospects for locals. The attraction of tourists to less recognized places can create a more even distribution of tourism and more cohesive regional economies. Local Flavours’ objective is to improve policies supporting places unable to fully exploit their cultural legacies due to less-advantaged locations. The project will help partners to meet the challenge of identifying the most effective ways to support unique local sites with an innovative analysis toolkit, extensive knowledge sharing and with assisted interaction with local public and private stakeholders. This way the specific local and regional potentials and bottlenecks can be properly explored and used to elaborate the right policy frameworks elevating and positioning new authentic destinations. As a result of the cooperation of the international partnership, 8 Action Plans will be produced as main outcomes, targeting various policy instruments (ERDF Operational Programmes, development and marketing strategies) supporting the addressed locations in their pursuit to become more integrated and integral players in regional tourism, based on their recognized and properly used authentic cultural assets.

Achievements (EN):

In terms of activities, the project has organised a total of 93 policy learning events. It has also identified 32 good practices, produced 8 action plans and led to the increased capacity of 74 people. In terms of results, the project has succeeded in improving 11 regional development policies for a total amount of funds influenced of EUR 4,000,022. 45.

Expected Results (EN):

The OVERALL OBJECTIVE of LF is to improve PIs supporting the sustainable exploitation of the cultural heritage of small and medium sized towns with potentially attractive portfolio, but that are unable to fully exploit their cultural legacies due to less-advantaged locations. This will be achieved by developing and applying an analytical methodology that translates quantitative and qualitative factors of tangible and intangible cultural assets into appropriate strategic recommendations for policy-making. This is done to influence and enhance: - authentic tourism products and services based on the interaction of locals and tourists, - the building of new mechanisms for cooperation among host populations and private cultural and tourism actors, enhancing active relations between stakeholders. LF has 3 SPECIFIC OBJECTIVES: (1) CREATE AND IMPLEMENT METHODS to explore, classify and evaluate the local portfolio and exploitation potential of cultural heritage, including tangible and intangible assets, facilities, authentic traditions and lifestyles, and niche advantages, potentially contributing to the creation of attractive authentic tourism destinations that provide tourists experiences with living, contemporary culture while empowering local inhabitants. (2) IMPROVE AND ENHANCE POLICY INSTRUMENTS, participatory planning and strategy making processes, based on public-private cooperation and intensified stakeholder involvement, applying optimum solutions for the exploitation of local cultural potential based on innovative interactions between hosts and tourists. (3) IDENTIFY AND EMPOWER VERTICAL AND HORIZONTAL COOPERATION MECHANISMS either within regions (harmonizing development strategies with major destinations; representation of local interests at higher levels through network of policy-making institutions and good governance initiatives), and between regions (transnational exchange of information; identifying and applying relevant good practices).

Expected Outputs (EN):

STAKEHOLDER ENGAGEMENT OUTPUTS: 1 training syllabus on stakeholder engagement; 8 LSGs set up, 8 LSG Moderators appointed; 8 kick-off LSG meetings, 8*4 follow-up LSG meetings after Thematic Summits and Bridging Meeting; 5 BCP set up, 5*3 BCP Meetings. Each BCP will identify and apply potential interim policy improvements. JOINT LEARNING AND KNOWLEDGE EXCHANGE OUTPUTS: 1 methodology for collecting and sharing knowledge, practices and experience; 3 Online Meetings including training, dissemination of joint methodologies and discussions; 3 interregional Thematic Summits organized around key themes of LF and including knowledge sharing; 3 Thematic Good Practice Reports on the conclusions of the Summits; 1 Bridging Meeting for presenting and discussing APs and interim policy improvement results. ANALYSIS, ACTION PLANNING AND ADVISORY OUTPUTS: 1 methodology for all steps of action planning; 8 PPs prepare their own local/regional status quo analysis by applying the KRAFT index method, and defining feasible policy influencing / improvement goals based on analysis results; 8 advisory visits to PPs by UNIB; 8 PPs prepare APs targeting the improvement of their respective PI. COMMUNICATION OUTPUTS: 1 communication and knowledge sharing plan; 1 animated video trailer summarizing the main idea of the project, PPs and their targeted PIs; 9 bilingual posters; 1 project website hosted by Interreg Europe and a project subpage project on the website of each PP, all updated on progress and results at least once per period; 3 social media accounts (Facebook; LinkedIn; Instagram) with regular posts at least once per period; participation at 5 programme events and 8 national events (2 in each semester); publishing 2 press releases + 1 PR article per PP; 1 short thematic video with English commentary and local language subtitles; 1 leaflet per PP (500 copies each); 5 press conferences connecting to interregional meetings. PROJECT MANAGEMENT OUTPUTS: Project Coordination Teams (PCTs) at all PPs; Steering Group (SG) acting as the premiere decision making body of the partnership, having 3 personal and 4 online meetings; Financial and Project Management Guide supporting management and administrative activities of PPs; Rules of Procedures for the proper coordination and effective operation of SG; an Interregional Kick-off Meeting for all PPs; 2 internal financial monitoring and budget revisions during Phase 1; 4 PP level Progress Reports by each PP; and 4 project level Progress Reports (1 per reporting period). MAIN LONG TERM CHANGE: PPs will improve their local policy environment related to cultural heritage and authentic tourism. They will possess an innovative, quality oriented, evidence-based and measurable appraisal approach to monitor the effects of their policy decisions, and to identify policy framework elements and changes most appropriate to the criteria presented by the ever changing local situation.
