Nadrzędnym celem projektu jest powstrzymanie pogorszenia jakości lub zaniku siedlisk i gatunków będących przedmiotami ochrony poszczególnych obszarów Natura 2000 położonych w obrębie Zalewu Szczecińskiego. Problemy środowiskowe zidentyfikowano w oparciu o analizę potrzeb planów zadań ochronnychdla obszarów Natura 2000 a także na podstawie zapisów w standardowych formularzach danych (SDF). Partnerzy projektu podejmują transgraniczną współpracę na rzecz poprawy stanu środowiska, w szczególności zachowaniu i rozwojowi różnorodności biologicznej w rejonie delty Odry (OD), który pełni kluczową rolę dla migracji wielu cennych gatunków ptaków, ssaków i ryb. Np. Łosoś, troć wędrowna i jesiotr swe najbliższe dostępne obszary rozrodu mogłyby mieć w dopływach Zalewu Szczecińskiego, łącznika między słodkowodnymi rzekami, a Bałtykiem. Od stanu populacji ryb, zależy stan gatunków rybożernych, ptaków i ssaków, które tym samym skorzystają na poprawie bazy pokarmowej.
Zmiany w użytkowaniu gruntów, zanieczyszczenia i wprowadzanie substancji biogennych oraz nadmierne wykorzystanie naturalnych zasobów silnie bezpośrednio i pośrednio oddziałują na ten złożony ekosystem. Mimo, że emisja substancji biogennych, zwłaszcza fosforu (P) i azotu (N), do Zalewu, zmniejszyła się od 1980, eutrofizacja Morza Bałtyckiego jest wciąż problemem, ponieważ region Delty Odry wprowadza więcej niż 15% całkowitej emisji substancji biogennych do Morza Bałtyckiego, które zmieniło się z morza oligotroficznego w eutroficzne. Około 75% obciążenia N- i około 95% P, głównie pochodzenia rolniczego dociera tam rzekami.
Sektor prywatny, główny użytkownik zlewni rzek odgrywa kluczową rolę w znalezieniu rozwiązań.
Cel nadrzędny uzyskany będzie poprzez:
1) podniesienie świadomości rolników w zakresie ochrony wód.
2)stworzenie możliwości zmniejszenia emisji nutrientów do rzek.
3)usunięcie przeszkód w ich łączności ekologicznej, szczególnie dla migrujących gatunków ryb z poprawą warunków naturalnego rozrodu.
Działania jako przykład najlepszych praktyk odtworzenia naturalnego potencjału oczyszczania rzek Ina, Gowienica i Uecker-Randow-Welse i pośrednio Zalewu Szczecińskiego i Morza Bałtyckiego wskażą możliwości poprawy jakości wody i zasobów naturalnych z korzyścią dla użytkowników poprzez odtworzenie naturopodobnych struktur morfologicznych w korytach rzek. Skorzysta na tym Przyroda oraz Społeczeństwo. Dzięki uczestnictwu rolników i konsultacjom w kwestiach ochrony środowiska wzrośnie akceptacja dla działań renaturyzacyjnych. Rolnicy zyskają także wiedzę na temat sposobów ograniczania zanieczyszczeń obszarowych. Przykłady najlepszych praktyk w obszarach pilotażowych w Polsce i Niemczech będą stanowić wzór dla kolejnych działań na zidentyfikowanych częściach dorzeczy narażonych na spływ nutrientów. W ramach analizy zidentyfikowane zostaną także przeszkody oraz wskazane sposoby ich udrożnienia. Dla wybranych opracowany zostanie projekt oraz analiza wykonalności.
W ramach zwiększenia skuteczności redukcji wpływu P i N do wód Zalewu Szczecińskiego oraz Bałtyku odtworzone zostaną usług ekosystemowych obszarów podmokłych. Renaturyzacja takich terenów tworzy dodatkowe korzyści: wsparcie wzrostu różnorodności biologicznej, zmniejszenie erozji gleby i zalewania, zwiększenie zysków z rolnictwa poprzez nowe możliwości osiągania przychodów dzięki turystom.
Natura, a przede wszystkim zwierzęta, nie znają granic politycznych. W dopływach Zalewu Szczecińskiego w PL i DE migrujące gatunki z Morza Bałtyckiego powinny znów skutecznie się rozmnażać. Spaść powinna także emisja N i P po obu stronach granicy, co pozytywnie wpływie na stan Bałtyku. Sprzyja temu zaplanowane w projekcie podejście transgraniczne, zapewniające kompleksowe ujęcie głównych czynników eutrofizacji i jej skutków dla całego ekosystemu OD i Morza Bałtyckiego.

Das Projekt ImproRivHab_PLDE unterstützt den grenzüberschreitenden Erhalt der Umwelt, insbesondere den Schutz der Biodiversität in der Oder-Delta-Region (OD). Die Region beinhaltet mehrere Natura2000 Gebiete mit wichtigen ökologischen Korridoren und Migrationswegen für Vögel, Säugetiere und Fische. Im OD (Stettiner Haff) treffen Süß- und Brackwasser-Ökosysteme aufeinander; und bieten potentielle Laichplätze für Lachs, Meerforelle und Stör, die in den Zuflüssen des Stettiner Haffs wieder vorkommen. Das Projekt zielt darauf ab, die Lebensräume speziell für Fischpopulationen in Hinsicht auf Wasserqualität und Durchgängigkeit zu verbessern, und damit indirekt auch den Erhaltungszustand fischfressender Arten zu stützen.
Intensive Landnutzung, Schad- und Nährstoffeinträge sowie die Überbeanspruchung bestehender Ressourcen beeinflussen direkt und indirekt dieses wertvolle Ökosystem. Obwohl der Nährstoffeintrag ins Haff, insbesondere von Phosphor (P) und Stickstoff (N), seit den 1980er Jahren reduziert wurde, ist die Eutrophierung weiterhin ein Problem. Die OD-Region verursacht mehr als 15% des gesamten Nährstoffeintrags in die Ostsee, die sich in den letzten 150 Jahren von einem nährstoffreichen in ein eutrophes Meer verwandelt hat. Etwa 75% der N- und rund 95% der P-Belastung gelangen über Flüsse in die Ostsee, hauptverantwortlich bleibt die Landwirtschaft. Auf der Suche nach Lösungen spielt der private Sektor eine Schlüsselrolle, da ein Großteil des Ackerlandes Privateigentum ist.
Das Projekt verfolgt sein Projektziel durch:
1) Erörterung des Themas Gewässerschutz mit Landwirten;
2) Aufzeigen konkreter, den örtlichen Bedingungen angepasster Möglichkeiten zur Reduzierung der Nährstoffeinträge;
3) Beseitigung von Hindernissen für Wanderfische und Schaffung besserer Laichmöglichkeiten.
In Beratungsgesprächen mit Landwirten sollen bestehende Handlungsempfehlungen vorgestellt, mögliche Maßnahmen erörtert und entsprechende Förderrichtlinien der Agrar-Umweltprogramme genutzt werden, um die Wasserqualität in Fließgewässerabschnitten der Ina, Gowienica und Uecker-Randow-Welse zu verbessern.
Best-Practice-Beispiele in Pilotgebieten in PL und DE stellen Modelle für andere flussbezogene Maßnahmen dar: die wichtigsten werden Landwirten und betroffenen Behörden vorgestellt, und vorhandene Daten über bestehende Nährstoffeinträge und Hindernisse der Durchgängigkeit in diesen Flusssystemen zusammengefasst.
Als Pilotprojekte werden Maßnahmen zur Verbesserung der Arten-, Biotop- und Gewässerqualität am Oberlauf der Welse und an Abschnitten der Gowienica und der Ina durchgeführt, insbesondere durch Ackerrandstreifen, Grabenüberleitung, neue Durchlässe und Kiesschüttungen.
Die Projektmaßnahmen sollen einen Beitrag zur Renaturierung von Feuchtgebieten und Flüssen darstellen, und indirekt die Risiken von Bodenerosion und Überflutung verringern.
Ein grenzüberschreitender Ansatz ist in diesem Projekt erforderlich, denn Natur und Tiere kennen keine politischen Grenzen: in die polnischen und deutschen Zuflüsse des Stettiner Haffs wandern Fische aus der Ostsee ein, und die starken N- und P-Einträge verschlechtern die ökologische Situation auf beiden Seiten der Grenze.
Der polnisch-deutsche Ansatz soll sicherstellen, dass die Situation für das gesamte Ökosystem des OD analysiert wird, um positive Auswirkungen auf den Erhalt der Biodiversität in unseren Flüssen zu erzielen.
Die Kombination von direkter Kommunikation mit Landwirten außerhalb der konventionellen Agrarberatung sowie die Umsetzung von Pilotmaßnahmen auf polnischer und deutscher Seite als Beispielsmaßnahmen stellen eine neue Form des Vorgehens dar. Die eigentliche Herausforderung des Projektes ist der bi-nationale Austausch zu möglichen Maßnahmen und Technologien der Flussrenaturierung und die Einbeziehung der betroffenen Behörden unter Berücksichtigung nationaler und kultureller Gegebenheiten.

The ImproRivHab_PLDE project supports the cross-border conservation of the environment, in particular the protection of biodiversity in the Oder Delta Region (OD). The region includes several Natura2000 areas with important ecological corridors and migration routes for birds, mammals and fish. In the OD (Stettiner Haff) fresh and brackish water ecosystems meet; and offer potential spawning places for salmon, sea trout and sturgeon that occur again in the tributaries of the Szczecin Haff. The project aims to improve habitats specifically for fish populations in terms of water quality and continuity, thus indirectly supporting the conservation status of fish-eating species.
Intensive land use, harmful and nutrient inputs as well as overuse of existing resources directly and indirectly influence this valuable ecosystem. Although nutrient input into the haff, especially phosphorus (P) and nitrogen (N), has been reduced since the 1980s, eutrophication remains a problem. The OD region accounts for more than 15 % of the total nutrient input into the Baltic Sea, which has changed from a nutrient-rich to a eutrophic sea in the last 150 years. About 75 % of the N and around 95 % of P loads reach the Baltic Sea via rivers, and agriculture remains primarily responsible. In the search for solutions, the private sector plays a key role, as much of the arable land is private property.
The project pursues its project objective by:
1) discussion of water protection with farmers;
2) Show concrete ways of reducing nutrient inputs adapted to local conditions;
3) removing obstacles to migratory fish and creating better spawning opportunities.
In consultations with farmers, existing recommendations for action will be presented, possible measures will be discussed and corresponding guidelines of the agri-environmental programmes will be used to improve water quality in flowing water sections of the Ina, Gowienica and Uecker-Randow-Welse.
Best practice examples in pilot areas in PL and DE represent models for other flow-related measures: the main ones are presented to farmers and affected authorities, and existing data on existing nutrient inputs and barriers to continuity are summarised in these river systems.
Pilot projects will be carried out to improve the quality of species, biotope and water at the upper reaches of the catfish and on sections of the Gowienica and the Ina, in particular through arable strips, trench transfer, new passages and gravel deposits.
The project measures will contribute to the regeneration of wetlands and rivers and indirectly reduce the risks of soil erosion and flooding.
A cross-border approach is required in this project, because nature and animals know no political boundaries: in the Polish and German tributaries of the Szczecin Haff, fish migrate from the Baltic Sea, and the strong N and P entries worsen the ecological situation on both sides of the border.
The Polish-German approach is designed to ensure that the situation for the entire OD ecosystem is analysed in order to have a positive impact on the conservation of biodiversity in our rivers.
The combination of direct communication with farmers outside conventional agricultural advice as well as the implementation of pilot measures on the Polish and German side as examples represent a new form of action. The real challenge of the project is the bi-national exchange on possible measures and technologies for river restoration and the involvement of the authorities concerned, taking into account national and cultural circumstances.

W "pilotażowych" odcinkach dorzecza na rozlewiskach Biesenbrow i) powstaną strefy buforowe na powierzchni ok. 2ha i długości do 600 m, ii) na minimum 3 działkach pola uprawne zastąpione zostaną przez użytki zielone, iii) udrożnione zostaną przepusty, iv) 1 rów zostanie przekierowany do olchowego lasu łęgowego. Na rzekach Ina i Gowienica poprawione zostaną warunki tarła poprzez powstanie na każdej z rzek 2 żwirodennych odcinków oraz zaprojektowanie rampy ryglowej na jazie w Widzieńsku. Wszystkie działania będą prowadzone we współpracy z właściwymi organami (partnerzy stowarzyszeni). Działania te przyczynią się do poprawy ochrony wędrownych gatunków oraz biotopów ponadgranicznych. Poprzez kontakt z właścicielami lub użytkownikami gruntów i zainteresowanymi organami zwraca się uwagę na odcinki konfliktowe w wymienionym wyżej systemie wód płynących, inicjuje możliwe działania w celu ograniczenia emisji substancji biogennych i w ten sposób uzyskiwana jest poprawa jakości wody.

An den „Pilot“-Gewässerabschnitten werden an den Hintenteichen Biesenbrow i) auf ca. 2 ha Fläche und bis zu 600m Länge Ackerrandstreifen angelegt, ii) auf mind. 3 Flurstücken Acker- durch Grünlandnutzung ersetzt, iii) 3 Durchlässe wiederhergestellt, iv) 1 Graben in einen Erlenbruchwald übergeleitet. An den Flüssen Ina und Gowienica werden pro Fluss auf 2 Abschnitten von jeweils ca. 270m die Laichbedingungen für Fische durch Kiesschüttungen verbessert sowie ein Konzeptentwurf für eine Riegelrampe am Wehr in Widziensko erstellt. Alle Maßnahmen werden in Zusammenarbeit mit den zuständigen Behörden (s. assoziierte Partner) durchgeführt. Diese Maßnahmen tragen zum verbesserten Schutz grenzübergreifend vorkommender Arten bzw. Biotope bei. Durch die Ansprache von Landeigentümern /-nutzern und betroffenen Behörden wird auf Konfliktabschnitte an den betroffenen Gewässern aufmerksam gemacht, mögliche Maßnahmen zur Nährstoffminderung angeregt und somit eine bessere Wasserqualität erreicht.
