Central Europe may catch up with European innovation leaders by working jointly on common priorities. Health & well-being of the elderly is a shared concern of I-CARE-SMART partners. They look at it not only as a societal challenge but also as an opportunity to promote growth. This calls for the development of innovative products & services meeting the special needs of the elderly, a notion often referred to as the silver economy. However, CE is still lagging behind to develop such products & services with active user involvement. I-CARE-SMART partners aim to bring innovation closer to senior citizens and create a structured collaboration framework centred around the users. Local/regional public authorities having strong links with seniors are well positioned to help this process. They can act as facilitators of innovation by mobilising seniors and creating platforms where potential users can interact with innovators, voice their needs and provide feedback. Small businesses also have to gain enhanced capacities to access such platforms, which help them to develop highly marketable products & services. I-CARE-SMART delivers a comprehensive toolset with practical guidance on how to engage seniors and businesses in user-focused co-creation and open innovation. Based on the tools developed, a step-by-step process is launched to build new cooperation channels gradually. It starts with a co-creation based needs assessment, then innovators are invited to present solutions to the revealed needs through the SilverStar Challenge. Development of solutions with user involvement is piloted via interactive co-creation sessions and living-lab-type real-life tests. Finally, the SilverStar Platform, a transnational open innovation platform opens the room for co-creation across borders. Through these steps, participants are “learning by doing” and get enabled to create lasting, structured collaboration within and among regional innovation ecosystems for smart elderly care.

Achievements (EN):

The I-CARE-SMART project aimed to enhance innovation ecosystems for the promotion of smart solutions in elderly care in the CE regions. The project strengthened the capacities of participating regions by enabling public authorities to act as facilitators of innovation, effective mobilisation of the elderly and businesses to bridge the gap between innovators and the target group, launching a quadruple-helix based, user-focused co-creation process for the development of smart elderly care solutions. The transnational cooperation resulted in project outputs with wide-scale adaptability and transferability. Partners delivered a comprehensive toolset with practical guidance on how to engage seniors and businesses in user-focused co-creation, providing a methodological basis for enhancing innovation ecosystems. The revealed unmet needs of the elderly were matched with innovative solutions and partners launched quadruple-helix-based co-creation sessions and living-lab-type real-life tests with direct interaction between innovators and representatives of the target group, developing 16 smart care solutions. To encourage transnational collaboration, our regions built a Transnational Open Innovation Platform for Smart Elderly Care (SilverStar Platform), a standardized tool that supports co-creation both on regional &transnational levels, and allows all actors to regularly interact, share knowledge on the unmet needs of the elderly and on the potential solutions to address them, and create transnational collaboration teams for the development of innovative solutions with wide-scale market opportunities. I-CARE SMART project made it possible to understand the relevant regional contexts and the needs of end users. The experience in the co-creation of innovative solutions allowed the understanding of the local difficulties in fostering innovation, as well as highlighting the common factors between regions that support international exchange and collaboration.

Expected Results (EN): R 1.1 Status of linkages among actors of the innovation systems achieved through transnational cooperation in central European regions.

Expected Outputs (EN):

As a result of I-CARE-SMART, improved cooperation and sustainable linkages will be established among quadruple helix (QH) actors of CE regions, to promote innovation for better health & well-being of the elderly. Cooperation and linkages will be strengthened in 5 gradual steps: 1) The partnership consists of public authorities, care providers, universities and business organisations, thus presenting all pillars of the QH. PPs jointly develop the key transnational outputs and commit themselves to sustaining and scaling up results by creating the I-CARE-SMART transnational network. Thus, PPs ensure the backbone of a wider-scale transnational innovation ecosystem. 2) PPs reach out to additional key QH actors and create regional Task4s to plan and implement a user-focused co-creation process via strong mobilisation and awareness raising of the targeted elderly and businesses. 3) The process is opened up to all relevant stakeholders in the PP regions. QH based co-creation with active involvement of the relevant innovation players will be embedded into regional ecosystems. 4) Mobilised regional QH actors will also be linked at transnational level through the SilverStar Platform, which promotes open innovation for smart elderly care. 5) PPs make a formal commitment to maintain and scale-up the established regional and transnational co-creation process, by establishing the I-CARE-SMART Network and opening it up to further regions as well.
