The switch to an energy-efficient building is often too slow due to practical and financial obstacles, especially in private homes, public buildings and municipal facilities. Mobilization of citizens and the creation of sufficient involvement appear to be important bottlenecks. An additional challenge is to reach less wealthy citizens and to include less profitable renovation projects. Customized care therefore plays a key role. Energy (citizen) cooperatives have the potential to make leaps forward here. Many cooperatives already exist in both Belgium and the Netherlands. Until now, some such as Ecopower, Beauvent or Zeeuwind have succeeded in growing into a professional company. In RHEDCOOP, through the complementary expertise of the partners involved, work is being done on the development of an innovative Energy Services Company (ESCo) model. This model has a social purpose in which cooperatives are at the helm. It creates the necessary profitability for them so that professionalization becomes possible. The entire partnership requires intensive cooperation between energy (citizen) cooperatives, owners, civil society organizations, knowledge institutions, companies and governments where a full menu of measures is established before and after the meter, at home and neighborhood level. RHEDCOOP sets up eleven demonstration projects to enable cooperatives to gain sufficient experience and knowledge. For example, an organization form will be organized within the Middelburg-Zeeuwind cooperative for a heat network system in a residential area for around 30 houses. A model for the sustainability and installation of renewable energy for family homes and social housing is provided for RESCoop Ghent.

De omschakeling naar een energiezuinig gebouw gaat vaak te traag omwille van praktische en financiële obstakels, zeker bij particuliere woningen, publieke gebouwen en gemeenschapsvoorzieningen. Mobilisatie van burgers en het creëren van voldoende betrokkenheid blijken belangrijke knelpunten. Een extra uitdaging is het bereiken van minder kapitaalkrachtige burgers en het opnemen van minder rendabele renovatieprojecten. Ontzorging op maat speelt daarom een sleutelrol. Energie(burger)coöperaties dragen de mogelijkheid in zich om hier sprongen vooruit te maken. In zowel België als Nederland bestaan reeds veel coöperaties. Tot nu toe slaagden enkele zoals Ecopower, Beauvent of Zeeuwind er in om door te groeien tot een professioneel bedrijf. In RHEDCOOP wordt, via de complementaire expertise van de betrokken partners, gewerkt aan de ontwikkeling van een innovatief Energy Services Company (ESCo)-model. Dit model heeft een maatschappelijk doel waarbij coöperaties mee aan het roer staan. Het creëert voor hen de nodige rendabiliteit zodat professionalisering mogelijk wordt. Het hele partnership vereist een intensieve samenwerking tussen energie(burger)coöperaties, eigenaren, middenveldorganisaties, kennisinstellingen, bedrijven en overheden waarbij een volledige menukaart van maatregelen tot stand komt voor en achter de meter, op woning- en buurtniveau. RHEDCOOP zet elf demonstratieprojecten op om coöperaties op die manier voldoende ervaring en kennis te laten opdoen. Zo zal o.a. binnen de coöperatie Middelburg-Zeeuwind een organisatievorm georganiseerd worden voor een warmtenetsysteem in een woonwijk voor zo’n 30 huizen. Tilburg- wijk Udenhout werken aan een privaat-publiek ESCO model dat terugbetaling van maatregelen bij lage inkomens waarborgt. Voor RESCoop Gent, Antwerpen en Leuven wordt een model voor de verduurzaming en installatie van hernieuwbare energie voor gezinswoningen en sociale woningbouw voorzien. De organisatie en financiering van het verduurzamen van overheidspatrimonium of gebouwen met een openbare functie wordt gedemonstreerd in West-Vlaanderen, Belgisch Limburg en Vlaams-Brabant.

Mobilisation of citizens and the creation of sufficient involvement prove important bottlenecks. An additional challenge is the achievement of less capitalised citizens and the inclusion of less profitable renovation projects. Tailor-made unburdening therefore plays a key role. Energy (citizen) cooperatives carry the opportunity to make leaps forward here. There are already many cooperatives in both Belgium and the Netherlands. Until now, some such as Ecopower, Beauvent or Zeeuwind have managed to grow into a professional company. Through the complementary expertise of the partners involved, RHEDCOOP is working on the development of an innovative Energy Services Company (ESCo) model. RHEDCOOP has nine demonstration projects to enable cooperatives to gain sufficient experience and knowledge about a cooperative energy service offering. In Borsele, a roadmap for sustainability is being designed and a local ESCo is set up to reduce heat demand in a participatory way. Tilburg- ECUdenhout are working on a private-public ESCO model that guarantees reimbursement of low-income measures. For pilots in Ghent, Antwerp and Leuven, a model for the sustainability and installation of renewable energy for family homes and social housing will be provided. The organisation and financing of the sustainability of government heritage or buildings with a public function using direct civic participation is demonstrated in West Flanders, Eeklo, Belgian Limburg and Flemish Brabant. RHEDCOOP combined all learning insights and knowledge gained in a handy free online training: the Coop kit, renovate more with less energy thanks to your energy cooperative. The Coop Kit is a tool-kit for cooperatives and local authorities who want to work with the cooperative ESCo model to make housing, public buildings and community facilities more sustainable. You will learn: how to set up an ESCo project as a cooperative, how to market a (O)EPC with citizen participation, how to Communicate with the Neighborhood and much more.

Je leert er: hoe je als coöperatie een ESCo-project opzet, hoe je als lokaal bestuur een (O)EPC bestek met burgerparticipatie in de markt zet, hoe je kan communiceren met de buurt en nog veel meer.
