In the last decades Small and Mediums sized Ports (SMP) within the North Sea Region have been working in a more and more complex and rapidly changing world where the society and businesses have experienced a digital transformation in numerous areas. A smart modernisation and eco-innovative approach in port management has therefore become key to allow port authorities to cope with ever growing multifaced challenges and make a step forward, by moving toward a more advanced, as well as environmentally friendly future. THE NON-STOP PROJECT AIMS TO IMPLEMENT A GREEN SMART DIGITAL TRANSITION IN THE MANAGEMENT OF NSR'S PORTS OF REGIONAL IMPORTANCE. THIS WILL BE ACHIEVED BY INTRODUCING, TESTING AND MONITORING INTELLIGENT TECHNOLOGIES AND PROCESSES IN THE STORAGE, DEPLOYMENT, SHARING AND TRANSMISSION OF DATA RELATED TO MARINE CONDITIONS, SEA/LANDSIDE OPERATIONS AND ENERGY PRODUCTION/CONSUMPTION/DISTRIBUTION IN PORTS.The ultimate goal is to reduce by 10% the time of pre-defined logistical/maintenance port operations and lower by 10% the port energy and pollution by building on collaborative expertise and joint practice. The resulting more efficient, agile and transparent data management among NSR SMP, shipping companies, freight forwarders and other relevant stakeholders will in turn facilitate the ability of ports to effectively serve their clients, meet the targets of the ever increasing EU/national eco/digital policies and invest in further needed innovation.

Achievements (EN):

Throughout its lifetime the 4 year project, started in mid 2019, has had to face various challenges, including the withdrawal of a partner (Crescent), the limitations posed by the policies related to the pandemic and the Joint Secretariat´s request to look at spending and potentially reduce the ERDF due to the Programme´s over-commitment. The former issue was solved by finding a new organisation willing to join NON STOP with a worthy proposal that was realised very efficiently and effectively in a short period of time, thus demonstrating the value of Citymesh´s constructive attitude. The Covid-related travel restrictions did not allow for as much transnational cooperation as envisaged, due to the impossibility to move freely and exchange information and knowledge in person. To overcome such difficulty, the NON STOP Steering Committee´s members decided to arrange several online meetings and replace some physical events with webinars. Finally, the partners demonstrated their cooperative efforts toward lowering their originally approved EU funding by limiting some of their less key activities and thus formulating a €200K ERDF savings. Overall, thanks to the abovementioned choices the partners were still able to carry out successful pilots and evidence how some small scale improvements in technology can greatly help regional ports in their daily running of harbour operations and in support of their end-users, simultaneously lowering emissions and ensuring time and energy savings. In total 18 green products, services and processes were adopted and later evaluated. The activities implemented were multiple and covered different aspects: the introduction of an App for port fees´ fast payment enabled the Port of Zwolle to streamline administrative tasks: the realisation of digitalised shore power facilities in Korsoer, Kampen, Meppel and Zwolle can now help vessels to tap landside electricity for their power needs at berth instead of diesel engines, hence hugely reducing air pollution and noise; an integrated water and sediment management system with dashboard was developed and adopted by NPorts in the port of Emden, allowing a much better fluid mud recirculation monitoring and control; via the newly installed sensors-equipped cameras linked to a control centre the port of Oostende can now rely on a more functional platform for security and supervision; the comprehensive sensor-based air quality system in Zeebrugge wil help the port authority to track more easily the sources of air pollution and eventually mitigate them via more informed and faster decision making; the port real estate management and e-procurement virtual platform created by BPK represents a novel solution for port managers to exploit a digital system that facilitates the administration and lease of their property assets in line with national and European procurement and concession rules. NON STOP eventually achieved a lot in terms of communication and stekaholders involvement. It: was showcased by partners at international conferences and promoted at trade fairs, ports´ open days and annual dinners with port stakeholders; organised 6 webinars + 3 conferences+ 1 hackathon; was mentioned in over 40 external articles; produced a newsletter, project PRs/news for NON STOP website and several social media posts; realised 2 videos; appeared in 2 Nieuwsbald Transport videos and in the RTL Z Dutch business&financial news television channel; produced 2 Master Theses + 1 bachelor Thesis + 1 scientific paper; engaged around 70 external organisations and research centres.
