Description (EN): The exchange of information between the public authorities from Romania and Republic of Moldova is affected by the absence of a modern communication network. Currently, the information exchange is performed over an old analogical network (aerial cables and wooden poles – technology still in use from 1853 on the route Vienna – Timișoara – Sibiu), with a negative influence on the decision making process.
The actual analogical network does not provide a proper security level for data exchange. The transfer capacity provided does not fulfill the actual technological requirements and operational needs. The Romanian and Moldavian communication infrastructure, within the eligibility area, doesn`t fulfil entirely all the operational needs in order to tackle the raising challenges related to cross border criminality as well as to decrease the reaction time in case of emergency situations.
The actual communication infrastructure does not cover the entire eligible area from Republic of Moldova and Romania. In this context, the project will sustain the extending of coverage with modern communication services and applications inside eligible area, in order to ensure a good coordination and information exchange between the local and central administrations, or with other entities.
In order to tackle the challenges related to illegal migration, organized crime, smuggling and decrease reaction time in case of emergency situations, in the cross-border area, it is necessary to implement an integrated communication system between the Romanian and Moldavian authorities.
The general objective of the project is to increase the cooperation capacity and the information exchange between the public authorities from Romania and Republic of Moldova over cross border area, through the implementation of an integrated communication system.
Information added on 2020-05-08, regarding the mitigation of the effects of COVID-19 (the corona virus pandemic that started in 2019) (English language only): It is very important to involve all existing structures and mechanisms of the “Communication Infrastructure” Project (COMINF) in the fight against COVID-19. Using all existing forces, the project can bring an essential benefit to the citizens of the Republic of Moldova and Romania, by increasing the capacities of information exchange between the competent authorities of both states. The mechanism of information, supported by the “Communication Infrastructure” Project (COMINF), can provide:
- guaranteed exchange of data between the Republic of Moldova and Romania, maintaining the integrity of the data, including data encryption;
- prompt notification and information of all police structures, state borders, etc .;
- ensuring the origin of truthful data (data provided by state borders, police, ministries, etc.), which can be a veridical source for news agencies;
- reduce time of information processing, costs to access services and will have an impact on the other services delivered to citizens.

Expected Results (EN): 1. Enhanced cross border cooperation by setting up a Cross Border Police Cooperation Center in Lipcani operational by the end of the project implementation period.
2. Secured communication infrastructure between both countries interconnected between Dororhoi and Lipcani, operational by the end of the project implementation period.
3. Increased data transmission capacity of the network to at least 5Gbps, between Chisinau Iasi by the end of the project implementation period.
4. Upgraded communication infrastructure and extended network area on both countries.
5. Extended and ensured flexibility of the network communication coverage capacity through the use of 4 mobile communication centers by the end of the project implementation period.
