L’objectif général du projet est de proposer une intégration réussie des réfugiés par le renforcement de l’accompagnement sanitaire et social, permettant : une augmentation qualitative des dispositifs existants, des accompagnements supplémentaires, de l’innovation et des expérimentations généralisables. Le public ciblé sont des primo-arrivants au sens large, soit les réfugiés statutaires, les demandeurs d’asile, les mineurs isolés non accompagnés et les professionnels et bénévoles de l’accompagnement sanitaire et social. Les actions entreprises se composent en trois modules de travail : l’un sur les réseaux franco-belges de l’accompagnement (professionnalisation des acteurs et bénévoles de l’accompagnement sanitaire et social et échange de bonnes pratiques/recommandations) ; l’autre sur des « dispositifs mobiles et transfrontaliers d’accompagnement », composés de 2 équipes pluridisciplinaires (interprètes, psychologues et personnels para-médicaux spécialisés dans la gestion des traumatismes, médiateurs interculturels ) et un troisième module « expérimentations transfrontalières » (développement d’une expérimentation dans chacun des versants qui sera, après évaluation, transférée dans les autres versants).

The general objective of the project is to develop a way of successfully integrating refugees by strengthening health and social support, allowing: a qualitative increase in existing mechanisms, additional support, innovation and generally applicable experiments. The scheme targets newcomers in the broad sense, i.e. statutory refugees, asylum seekers, unaccompanied minors and health and social care professionals and volunteers. The actions undertaken consist of three working modules: one on the Franco-Belgian support networks (professionalisation of stakeholders and volunteers in health and social support and exchange of good practices/recommendations); the other on “mobile and cross-border support systems”, composed of 2 multidisciplinary teams (interpreters, psychologists and para-medical staff specialised in trauma management, intercultural mediators) and a third module “cross-border experiments” (development of an experiment on each side which, after evaluation, will be transferred to the other sides of the border).

De algemene projectdoelstelling is een geslaagde integratie van migranten door een versterking van de zorg- en maatschappelijke begeleiding, met als resultaat: een kwalitatieve stijging van de bestaande voorzieningen, aanvullende begeleiding, innovatie en veralgemeenbare experimenten. Het doelpubliek zijn nieuw aangekomen migranten in een brede zin, meer bepaald erkende vluchtelingen, asielzoekers, alleenreizende, niet-begeleide minderjarigen, en professionelen en vrijwilligers actief in de zorg -en maatschappelijke begeleiding. De ondernomen acties zijn in drie werkmodules verdeeld: een eerste rond de Frans-Belgische begeleidingsnetwerken (professionalisering van de actoren en vrijwilligers van de zorg- en maatschappelijke begeleiding en uitwisseling van goede praktijken/aanbevelingen); een tweede rond de mobiele en grensoverschrijdende begeleidingsvoorzieningen, bestaande uit twee multidisciplinaire teams (tolken, psychologen en paramedisch personeel, gespecialiseerd in het beheer van trauma’s, interculturele bemiddelaars); en een derde module rond grensoverschrijdende experimenten (ontwikkeling van een experiment in elk van de deelgebieden, dat na evaluatie naar de andere deelgebieden wordt overgedragen).

Le projet AB Réfugiés-Social associe des partenaires français et belges autour de l’intégration des primo-arrivants en Hauts-de-France, Wallonie et Province de Flandre occidentale via un soutien en matière psycho-sociale. Pour cela, le SGAR Hauts-de-France (secrétariat général pour les affaires régionales), la DREETS Hauts-de-France (direction régionale de l’économie, de l’emploi, du travail et des solidarités), l’association La Vie Active, le CRéSAM (centre de référence en santé mentale), Le SETIS (service d’interprétariat en matière sociale) et la Province de Flandre occidentale réunissent leurs compétences afin de créer de nouveaux dispositifs adaptés à la réalité vécue. Depuis le 1er avril 2018, les partenaires sont impliqués pour offrir des services appropriées aux personnes primo-arrivantes et réfugiées et à ceux qui les entourent (professionnels, bénévoles). I) Des réseaux franco-belges des acteurs de l’intégration afin de permettre leur montée en compétences sur 3 thématiques : interprétariat, santé mentale et médiation. Le réseau d’interprétariat a pour but d’assurer qu’une offre en la matière puisse être disponible partout. Pour ce faire, une étude est commandée par la Province de Flandre occidentale sur l’opportunité que représente l’augmentation de l’effectif des interprètes non assermentés, qui permettrait de mailler le territoire en interprétariat de façon équitable, avec des procédures de recrutement plus souples. Le terrain de recherche est la ville de Courtrai et les résultats ont été présentés au printemps 2021. Le réseau santé mentale a organisé son fonctionnement autour de l’organisation régulière de webinaires depuis les mesures de confinement sur des thématiques telles que les mères migrantes ou la prise en charge des mineurs non-accompagnés. Le réseau médiation se construit, quant-à-lui, via des formations proposées sur un vaste champ (interculturalité, genre et santé sexuelle, risques psycho-sociaux, laïcité) qui ont été percutés par la crise sanitaire. Il a pu bénéficier du réseau créé par les webinaires “santé mentale” pour proposer des formations dans la dernière partie du projet. II)Les dispositifs mobiles et transfrontaliers d’accompagnement Le dispositif MindSpring, pré-existant en Flandre occidentale, est proposé aux réfugiés et primo-arrivants : il reprend une technique d’insertion via l’aide des pairs et des exercices de relaxation. Les partenaires du projet ont été sensibilisés aux sessions et aux techniques d’approches connues. Un travail a eu lieu afin d’en porter connaissances pour les acteurs francophones. Les deux équipes mobiles IntegraPsy sont désormais bien connues des centres d’hébergement en Wallonie et dans les Hauts-de-France. Ces équipes interviennent en cas de situation de crise auprès des primo-arrivants, mais également pour apporter tout type de soutien pouvant contribuer à leur bonne intégration. Au fil des semestres leur nombre d’interventions croît sans cesse, atteignant presque les 1200 interventions à la fin du semestre 8. contact : Hauts-de-France : integrapsy@vieactive.asso.fr / Wallonie : integrapsy@cresam.be III) Expérimentations transfrontalières Les Ambassadeurs de l’intégration sont des réfugiés accompagnant leurs pairs dans leur intégration en France. Salariés de l’association La Vie Active, ils jouent aujourd’hui non seulement un rôle de médiation, de facilitateur mais aussi d’interprètes au sein de l’équipe française IntegraPsy. Ces exilés ont connu un parcours d’intégration “modèle” et la figure d’exemple qu’ils représentent pour les primo-arrivants permet de libérer leur parole et ainsi d’apporter un soutien réellement efficient. Pour pérenniser cette fonction, un prestataire a été sélectionné pour la création d’un programme de formation dédié et sa certification auprès de l’Etat français. Une première session de formation s’est tenue au début de l’année 2022 avec une douzaine d’ambassadeurs de l’intégration avec des retombées très positives et un soutien de la représentation française du Haut-Commissariat des Nations-Unies pour les Réfugiés (HCR). Formation qui a permis la création d’un nouvel outil : le livret d’aide à la communication, diffusé par suite largement dans les 3 versants. Un guide d’inspiration “possibilité de pratique de la langue” a été conçu par la Province de Flandre occidentale. Disponible en néerlandais et en français, il propose des outils et techniques pour un apprentissage de langue du pays d’accueil dans une ambiance informelle.

The AB Réfugees-Social project involves French and Belgian partners around the integration of first-time arrivals in Hauts-de-France, Wallonia and Province of West Flanders via support in psycho-social matters. For this purpose, the SGAR Hauts-de-France (General Secretariat for Regional Affairs), DREETS Hauts-de-France (Regional Directorate of Economy, Employment, Labour and Solidarity), the Association La Vie Active, CRéSAM (Reference Center for Mental Health), SETIS (Social Interpretation Service) and the Province of West Flanders bring together their skills to create new devices adapted to the reality lived. Since April 1, 2018, partners have been involved to offer appropriate services to first-time and refugee people and those around them (professionals, volunteers). I) Franco-Belgian networks of integration actors in order to enable them to develop their skills on three themes: interpreting, mental health and mediation. The purpose of the interpreting network is to ensure that an offer in this area can be made available everywhere. To do this, a study is commissioned by the Province of West Flanders on the opportunity of an increase in the number of unsworn interpreters, which would allow the territory to be balanced in interpreting in a fair manner, with more flexible recruitment procedures. The research ground is the city of Kortrijk and the results were presented in spring 2021. The mental health network has organised its operation around the regular organisation of webinars since containment measures on topics such as migrant mothers or the care of unaccompanied minors. The mediation network is built, for its part, through trainings offered on a wide range (interculturality, gender and sexual health, psycho-social risks, secularism) that have been impacted by the health crisis. He was able to benefit from the network created by the “mental health” webinars to offer training in the last part of the project. (II)Mobile and cross-border accompanying devices MindSpring, pre-existing in West Flanders, is offered to refugees and first-time arrivals: it uses an insertion technique via the help of peers and relaxation exercises. Project partners were made aware of the sessions and techniques of known approaches. A work has taken place in order to bring knowledge to Francophone actors. The two IntegraPsy mobile teams are now well known to accommodation centers in Wallonia and Hauts-de-France. These teams intervene in the event of a crisis situation with first-time arrivals, but also to provide any kind of support that can contribute to their proper integration. Over the semesters their number of interventions grows steadily, reaching almost 1200 interventions at the end of semester 8. Employees of the La Vie Active association, they now play a role not only as mediation, facilitator but also as interpreters within the French team IntegraPsy. These exiles have experienced a path of “model” integration and the example they represent for first-time arrivals makes it possible to liberate their speech and thus provide truly efficient support. To perpetuate this function, a service provider has been selected for the creation of a dedicated training program and its certification with the French State. A first training session was held in early 2022 with a dozen integration ambassadors with very positive spin-offs and support from the French representation of the United Nations High Commissioner for Refugees (UNHCR). Training that enabled the creation of a new tool: the communication aid booklet, which was subsequently widely distributed in the 3 sides. An inspirational guide “possibility of language practice” was designed by the Province of West Flanders. Available in Dutch and French, it offers tools and techniques for learning the language of the host country in an informal atmosphere.

Renforcer la coordination entre acteurs de l'accompagnement et intégrer les réfugiés dans la vie citoyenne de leur territoire de résidence. Plus de 1866 réfugiés devraient avoir accès à un service en matière sociale de part et d'autre de la frontière, et 816 accompagnateurs. 18 rencontres sont attendues pour fédérer les trois réseaux : en matière d'interprétariat/traduction, de santé mentale et en médiation. Réalisation de 12 sessions de formation "mindspring" pour les réfugiés et 18 pour les partenaires. Création de deux labels : un label "ambassadeur de l'intégration" et un label "bénévole pour la stimulation linguistique"; une méthode d'action collective pour demandeurs d'asile et réfugiés.

Expected Results (EN):

Bolster coordination between support stakeholders and integrate refugees into the civic life of their territory of residence. More than 1866 refugees should have access to social services on both sides of the border, and 816 accompanying persons. Eighteen meetings are expected to bring together the three networks: in terms of interpretation/translation, mental health and mediation. Rollout of 12 “mindspring” training sessions for refugees and 18 for partners. Creation of two labels: an “integration ambassador” label and a “linguistic stimulation volunteer” label; a method of collective action for asylum seekers and refugees.

De coördinatie tussen actoren van de begeleiding versterken en de vluchtelingen integreren in het maatschappelijke leven van de regio waar ze verblijven. Meer dan 1866 vluchtelingen zouden toegang moeten hebben tot maatschappelijke diensten aan beide zijden van de grens, evenals 816 begeleiders. Er zijn 18 ontmoetingen gepland om de drie netwerken te verenigen, respectievelijk op het gebied van tolken/vertalen, mentale gezondheid en bemiddeling. Uitvoering van 12 ‘mindspring’ opleidingssessies voor de vluchtelingen en 18 voor de partners. Renforcer le processus d'intégration des migrants arrivés suite à la crise de 2015 dans les pays d'Europe. Améliorer les dispositifs existants pour que les réfugiés disposent des services adaptés à leur parcours d'intégration sociale et professionnelle en France et en Belgique. Pérenniser la mise en réseau de l'offre de services transfrontaliers en matière sanitaire et sociale auprès des demandeurs d'asile et des réfugiés afin de fortifier la prise en charge et l'accompagnement de ces populations vulnérables et leur installation durable dans les territoires.

Shore up the integration process of migrants who arrived following the 2015 crisis in European countries. Improve existing mechanisms to ensure that refugees have access to services adapted to their social and professional orientation in France and Belgium. Firmly establish the networking of cross-border health and social services for asylum seekers and refugees in order to give a firmer footing to the care and support of these vulnerable populations and their sustainable settlement in the territories.

Het integratieproces bevorderen van migranten die de crisis van 2015 in de Europese landen zijn aangekomen. De bestaande voorzieningen verbeteren, zodat de vluchtelingen terecht kunnen bij diensten, aangepast aan hun parcours van maatschappelijke en professionele integratie in Frankrijk en België. De netwerkvorming van het grensoverschrijdende zorg- en maatschappelijke dienstenaanbod bij de asielzoekers en vluchtelingen bestendigen om de zorg en de begeleiding van deze kwetsbare bevolkingsgroep en hun duurzame vestiging in de regio te versterken.
