Si le suivi de la qualité de l’air est une obligation européenne pour améliorer la santé humaine et la qualité de l’environnement en vertu de la Directive 2008/50/CE, les Etats membres sont libres de choisir les outils de la mise en œuvre des actions sur leurs territoires pour en informer le public. Dans la zone transfrontalière concernée, chacune des régions (Flandre, Hauts de France, et Wallonie) subit le même type de pollution atmosphérique mais adopte des méthodologies et des outils qui lui sont propres dans la gestion de la qualité de l'air. Face à cette incohérence, le projet transfAIR vise à réunir les savoirs et savoir-faire des opérateurs de la qualité de l’air des trois régions pour qu’ils puissent travailler en complémentarité et diffuser une information et une communication harmonisée, claire et homogène vers les populations. Le projet souhaite en outre promouvoir une mobilisation citoyenne et générer une conscientisation des populations, permettant à ces dernières d’endosser le statut de citoyens responsables, acteurs du développement durable sur le territoire transfrontalier concerné.

While air quality monitoring is a European obligation to improve human health and environmental quality under Directive 2008/50/EC, Member States are free to choose the tools for implementing actions on their territories designed to inform the public. In the cross-border area concerned, each of the regions (Flanders, Hauts de France and Wallonia) suffers the same type of air pollution but adopts its own methodologies and tools for air quality management. Faced with this inconsistency, the transfAIR project aims to bring together the knowledge and know-how of air quality operators in the three regions so that they can work in a complementary way and disseminate harmonised, clear and consistent information and communication to the population. The project also aims to promote citizen mobilisation and generate awareness among the population, enabling them to assume the status of responsible citizens, become stakeholders of sustainable development in the cross-border territory concerned.

Hoewel de Richtlijn 2008/50/EG de monitoring van de luchtkwaliteit oplegt om de menselijke gezondheid en de kwaliteit van het milieu te verbeteren, zijn de lidstaten vrij in de keuze van de instrumenten voor de implementatie van hun acties voor de publieksinformatie op hun grondgebied. In de betreffende grenszone kampt alle afzonderlijke regio's (Vlaanderen, Hauts-de-France en Wallonië) met hetzelfde type luchtvervuiling, maar hanteren ze hun eigen methoden en tools voor het beheer van de luchtkwaliteit. In antwoord op dit gebrek aan samenhang wil het project transfAIR de kennis en knowhow van de operatoren inzake luchtkwaliteit in de drie regio’s verenigen om samen te werken en de bevolking een geharmoniseerde, duidelijke en homogene informatie en communicatie te verstrekken. Het project wil bovendien de bevolking betrekken en sensibiliseren, zodat ze het statuut van verantwoordelijke burgers op zich kan nemen, als actor van duurzame ontwikkeling in het betreffende grensoverschrijdende gebied.

Achievements (FR):

Le projet répond au constat que la pollution de fond du territoire transfrontalier reste élevée en particules fines et NOx. La différence d'information sur la qualité de l'air à destination des citoyens dans l'eurorégion Flandre / Hauts de France / Wallonie est également un état de fait. Cet état peut entrainer une incompréhension chez les citoyens et une décrédibilisation de l'information ; il milite pour des actions coordonnées. Après la mise en place des équipes et l'organisation de l'événement de lancement le 13 septembre 2019 à l'hôtel de ville de Tournai, les activités « techniques » décrites dans la fiche projet ont démarré. Les inventaires d’émissions, la comparaison des émissions d'une sélection de polluants de part et d'autre de la frontière selon une échelle et nomenclature commune ont été entrepris. Un travail important consacré au formatage des données nécessaires à la production de cartes de comparaison à granulométrie plus fine a été réalisé. Ce travail de comparaison permettra de déterminer les origines des différences observées et sera le point de départ de la réflexion pour une harmonisation des inventaires transfrontaliers. Des campagnes de terrain transfrontalières se sont succédées. Organisées par l’ISSeP en collaboration avec Atmo et VMM, les campagnes de biosurveillance initiée en 2020 se sont poursuivies au printemps 2021 : des choux ont été exposés sur le toit de stations télémétriques dans les trois régions pour un suivi de la concentration de HAP dans l'air. Ensuite, les campagnes « tubes passifs » ont eu lieu en janvier et février 2021 et en avril/mai 2021, ce qui a donné lieu, pour chacune des campagnes, au déploiement de 450 tubes (300 NOx et 150 NH3) sur 200 sites de mesures répartis sur les 3 versants. Dans le cadre de l’activité traitant de la communication vers la population, deux synthèses reprenant les pratiques transfrontalières en situation normale et en situation de pic de pollution ont été produites, suivies d’un sondage et d’un rapport d’enquête qui reprend les grandes tendances et attentes des populations et acteurs socio économiques en terme d’information relative à la qualité de l’air. Les premiers travaux pour la mise en œuvre des orientations stratégiques ont démarré. Ainsi, un plan de communication saisonnier commun à destination notamment des réseaux sociaux a été proposé et une plaquette d’information expliquant les différences entre la France et la Belgique pour le déclenchement des épisodes de pollution est en préparation. Les pages internet respectives des différents partenaires et dédiées au projet TransfAIR ont été actualisées, et renvoient bien au site internet TransfAIR. De ce fait, les utilisateurs ont des liens d'accès aisés aux informations disponibles dans les autres versants. Pour aller plus loin et inclure une information harmonisée sur les sites des partenaires, l’équipe projet travaille à mettre à disposition l’indice européen et les épisodes de pollution accessible sur le site TransfAIR. Le partenariat réfléchit également à proposer un évènement commun à pérenniser au-delà de TransfAIR. De plus, le partenariat a fait l'acquisition d'un serveur pour l'hébergement d'une plateforme d'échanges de données entre partenaires du projet. La structuration de cette plateforme suit son cours à l’ISSeP en collaboration avec l’ensemble des opérateurs du projet, et l’interface web géoréférencée permettant de visualiser les mesures en direct et les inventaires d’émission a été mise en place. Concernant la communication engageante et l’implication citoyenne, coordonné par Atmo HdF en collaboration avec un prestataire externe au projet, ISSeP et VMM, un réseau transfrontalier de 150 familles utilisatrices de micro capteurs a réalisé l’Aéroaventure entre avril et juillet 2021. Les retours des participants sont en cours d’analyse. D’autre part, l’application pour le signalement de phénomènes atypique SignalAIR est disponible en français et flamand en version web sur www.signalair.eu et sur les stores iOS et Android. Cette application est testée sur le territoire de l’Eurométropole Lille-Kortrijk-Tournai, par 6 communes volontaires (5 françaises et une wallonne) avec lesquelles des formulaires (visuel et odeur) ont été travaillés Le jeudi 17 février, le serious game développé a été mis en ligne sur Google Play et App Store. Au 31 mars, on comptait 65 utilisateurs d’après la plateforme de suivi du serious game. La communication se poursuit pour inciter de nouveaux utilisateurs à le télécharger. L’ensemble des activités du projet peuvent être suivies sur le site web du projet (https://www.transfair-interreg.eu).

Achievements (EN):

The project responds to the finding that the background pollution of the transboundary territory remains high in fine particulate matter and NOx. The difference in information on air quality for citizens in the Euroregion Flanders/Hauts de France/Wallonia is also a state of fact. This state can lead to misunderstanding among citizens and a decredibilisation of information; he advocates for coordinated actions. After setting up the teams and organising the launch event on 13 September 2019 at Tournai City Hall, the “technical” activities described in the project fiche started. Emission inventories, emission comparisons of selected pollutants on both sides of the border on a common scale and nomenclature have been undertaken. Important work has been done on formatting the data needed for the production of comparison maps with a finer particle size. This comparison will make it possible to determine the origins of the differences observed and will be the starting point for the reflection for harmonisation of cross-border inventories. Cross-border field campaigns have taken place. Organised by ISSEP in collaboration with Atmo and VMM, the biomonitoring campaigns initiated in 2020 continued in spring 2021: cabbage was exposed on the roof of telemetric stations in the three regions for monitoring the concentration of PAHs in the air. Subsequently, the passive tubing campaigns took place in January and February 2021 and in April/May 2021, resulting in the deployment of 450 tubes (300 NOx and 150 NH3) for each of the campaigns at 200 measurement sites on the 3 slopes. In the context of the activity dealing with communication to the population, two summaries of cross-border practices in normal situations and in situations of peak pollution were produced, followed by a survey and a survey report which takes up the main trends and expectations of the population and socio-economic actors in terms of information on air quality. The first work on the implementation of the strategic guidelines has started. Thus, a common seasonal communication plan for social networks in particular has been proposed and an information leaflet explaining the differences between France and Belgium for the triggering of pollution episodes is being prepared. The respective web pages of the various partners and dedicated to the Transfair project have been updated, and refer well to the Transfair website. As a result, users have easy access links to the information available in the other sides. To go further and include harmonised information on partner sites, the project team is working to make available the European Index and pollution episodes accessible on the Transfair site. The partnership is also thinking about proposing a common event to be sustainable beyond Transfair. In addition, the partnership acquired a server for hosting a data exchange platform between project partners. The structuring of this platform follows its course at the ISSeP in collaboration with all the operators of the project, and the georeferenced web interface to visualise live measurements and emission inventories has been put in place. Regarding engaging communication and citizen involvement, coordinated by Atmo HdF in collaboration with an external provider to the project, ISSeP and VMM, a cross-border network of 150 families using micro sensors carried out the Aeroadventure between April and July 2021. Feedback from participants is being analysed. On the other hand, the application for reporting atypical phenomena SignalAIR is available in French and Flemish in web version on www.signalair.eu and on iOS and Android stores. This application is tested in the territory of the Lille-Kortrijk-Tournai Eurométropole, by 6 voluntary municipalities (5 French and one Walloon) with which forms (visual and smell) were worked on Thursday, February 17, the serious game developed was posted online on Google Play and App Store. As of March 31, there were 65 users according to the serious game tracking platform. Communication continues to encourage new users to download it.
