Description (EN):

This 24 months long action aims at contributing to overall reduction in, (1) the number of visible (> 2.5 cm) litter items including plastic, fishing and sanitary litter items on coastlines; (2) the number of litter items per square meter on the sea bed including fishing related litter items on the sea bed from 2012 levels by 2020, in Odessa, in Ukraine; Bourgas, in Bulgaria; Guria, in Georgia and Tekirdağ, in Turkey via adequate collection, sorting, and environmentally sound disposal of min. 1,5 tonnes of litter from the sea bed and min. 0,5 tonnes of litter from coasts/beaches, in these regions. In this regard, main activities of the action will include project management activities, communication activities, integrating activities and joint zero waste activities, in which ILMM-BSE project’s already started Ecosystem Education Program (EEP) will be extended to Ukraine, Bulgaria and Georgia involving schools, NGOs and local media organisations in EEP activities for more public awareness. Target groups of the action will be 7-16 age group primary and secondary school students and their teachers, local fishermen and local communities. As a consequence, estimated results will include proper implementation of waste management legislation, reduction of marine litter on beaches and seas, improvement of residents and tourists’ waste related behaviour, creation of a monitoring programme, and the coherence of relevant initiatives contributing to reaching a regional Good Environmental Status (GES) based on, and guided by, ecological knowledge to achieve the maximum degree of ecosystem protection commensurate with the highest sustainable quality of living for mankind.

Achievements (EN):

The overall objective of the project was to contribute to the overall reduction in a) the number of visible litter items on coastlines, including plastic, fishing and sanitary litter items, b) the number of litter items per square meter on the sea bed, including fishing related litter items, in partner countries, via adequate collection, sorting, and environmentally sound disposal of litter from the sea bed and from coasts/beaches, in these regions. An integrated database was formed, and 117 institutions have been registered in the Marine Litter Watch (MLW) (see link http://mlw.zerowastebsb.com/Community). Fourth congresses/ workshops took place in each partner country. The general goal was to create the required platform for experts to meet each other and focus, discuss and evaluate working programme strategies and methodologies. In terms of monitoring and reporting system, four reporting systems have been created in accordance with OSPAR guidelines and 37 marine litter monitoring actions were carried out. Activities encouraging civil society participation were also organised, as follows: - Beach clean-up campaigns: one in Turkey (during which 0,6 tonnes of beach litter, in total, were collected and disposed of), 7 in Bulgaria (during which 1,234 tonnes of litter were collected and disposed of), 8 in Ukraine (during which 3.943 tonnes of beach litter, in total, were collected and disposed of), 12 in Georgia (during which 0.81 tonnes of beach litter, in total, were collected and disposed of). - Fishing for Litter campaigns: one in Turkey, 6 in Bulgaria, 2 in Ukraine, 4 in Georgia. - Training courses were organised in each partner country, with active participation and involvement of students.

Expected Results (EN): R 2.2 Level of awareness of environmental challenges and good waste management practices related to river and marine litter

Expected Outputs (EN):

Anthropogenic inputs may have changed and sources maybe shifting between tourism fishing, shipping and marine industry. With the action, more information and knowledge towards a clear evidence base to ensure efficient policy decisions will be accumulated in target regions of Odessa, in Ukraine; Bourgas, in Bulgaria; Guria, in Gerogia and Tekirdağ, in Turkey. Common methodologies will be developed to collect both social and economic data, which will be addressed to develop comparable datasets for evaluation at the EU level. The evaluation of direct costs and loss of income to industry and local authorities will be evaluated on a yearly basis and using harmonized protocols with overall responsibility for marine litter, as part of a national marine litter strategy in each partnering country. Besides, while other measures addressing marine debris in terms of prevention and/or reduction include manual clean-up operations of shorelines and the sea floor as well as school and public education programmes, the ultimate solution to waste prevention will be to implement a responsible waste strategy, namely the concept of “Zero Waste”. With the action, this strategy will encompass waste reduction, reuse and recycling as well as producer responsibility and eco-design, which will mean reduction of the use of plastics and synthetics such that they are only used where absolutely necessary and where they have been designed for ease of recycling within existing recovery infrastructure, will encompass programmes of waste reduction, reuse and recycling as well as producer responsibility and eco-design, supported by government commitments and dedicated agency oversight, development of new academic and technical medium and expertise and revised approaches and responsibilities with respect to management and taxation of waste.
