DACIAT was born from partners’ desire to improve existing competences in the field of aquaculture and aquaculture-related fields in the Black Sea Basin. DACIAT builds on a consolidated experience of exchange by moving towards concrete transfer of good practices in 4 Black Sea regions aiming to improve their competences, especially in what concerns support for aquaculture enterprises, in particular SMEs. DACIAT’s overall objective is to improve actual capacities in the field of aquaculture by increased cross-border cooperation in the Black Sea Region and, specifically, to upgrade the innovation capacity of existing enterprises activating in the field of aquaculture. This project aims to create added-value for aquaculture enterprises, in particular for SMEs, by creating customized support services and improving the existing ones. DACIAT is divided into 6 main components: Management and Coordination, Communication, State-of-the-Art Analyses, Development of an ICT Tool – Virtual Centre of Competences for the aquaculture sector, Exchange of experiences and Stakeholder involvement, as well as follow-up activities. The project consortium is composed of 6 relevant organisations located in 4 countries in the Black Sea cooperation area: Romania, Turkey, Greece and Ukraine. All partners are relevant organisations with concrete responsibilities in the fields tackled by the project. All partners have identified aquaculture as a key priority for their territories and have confirmed the importance of the project theme in their current environment. Partners differ in development levels in this field. In some, aquaculture and related systems are not yet at an advanced stage. Others have established a comprehensive support system but still look to improve services. DACIAT aims at bridging these gaps through intensive cross-border cooperation with a view to mutual learning and benefits. Danube Delta Research Institute, one of the main R&D institutes in the South-East Region of Romania is the Lead Partner. PP2 is the national association of Romanian FLAGs, while PP 3 (South-East Region/RO) is an NGO with 18-year experience in the field of cross-border cooperation. PP 4 REMTH is a the regional authority of Eastern Macedonia and Thrace and is the Managing Authority for 2014-2020 ROP. PP 5 is an important state from Trabzon covering all areas of expertise related to Marine Sciences and Technology, including Fisheries and Aquaculture high-tech. It has a close link with industry and carries out experimental aquaculture in specialised laboratories. PP 6 is a public organization from Izmail/Ukraine whose mission is to promote sustainable socio-economic of Odessa region. PP6 has intensive experience in CBC projects and is an active member of international networks and has good connections within its territory and abroad. Information added on 2020-05-26, regarding the mitigation of the effects of COVID-19 (the coronavirus pandemic that started in 2019) (English language only): Under project DACIAT an Aquaculture Virtual Center of Competences is under development serving as a cross-border business & logistics information exchange system for entrepreneurs that want to upgrade their knowledge in the aquaculture sector or develop new competences in this sector (e.g information on aquaculture farming fish species, highlighting their market potential, profitability in terms of operation costs, retail costs, preferences and behavior of consumers from Romania, Ukraine, Greece and Turkey). Considering the actual context generated by COVID pandemie, the development of customized support services and improving the existing ones will increase the importance of gaining upgraded innovative capacities of enterprises activating in the field of aquaculture.

Main achievements of the project: 1. Consolidated Report on State-of-the-Art Analyses in the field of aquaculture The report highlights the status of aquaculture in each territory. was published on the Aquaculture Virtual Centre of Competences (AVCC) platform in the section Aquaculture Reports: https://daciat.ro/wp-content/uploads/D.T1.1.1-Consolidated-report-on-aquaculture-in-partner-countries.pdf. 2. Inventory of fish species profitable for aquaculture according to main territorial features Diverse species are used in partner territories (marine forms in GR and TR, freshwater species in RO and UA) as fish and shellfish. The consolidated report is 102 pages and contains information brief information (biology, morphology and morphometric characteristics, distribution area) about the species used in aquaculture (20 species), farming systems/methods for 9 species (sea bass, sea bream, trout, carp, grey mullet, mussel, oyster, turbot and sturgeon) https://daciat.ro/wp-content/uploads/D.T1.1.1-Consolidated-report-on-aquaculture-in-partner-countries.pdf. 3. Aquaculture Virtual Center of Competences (AVCC) The AVCC is designed for entrepreneurs that want to upgrade their knowledge in the aquaculture sector or develop new competencies in this sector following the premises that they want to establish a new business in the aquaculture sector, no matter which of the 4 partner countries is targeted. The open-access platform provides aquaculture SMEs/entrepreneurs and all those interested in developing an aquaculture business useful information, templates, useful links to various institutions’ websites, news and periodical newsletters, as well as good practice examples from DACIAT partners countries. Expected Results (EN): R 1.2 Strength of cross-border links for trade and modernisation in the agricultural and connected sectors

Expected Outputs (EN):

Besides ensuring a smooth and effective coordination of the project and establishing good external communication with target groups and stakeholders, the project will achieve concrete, technical results, which will contribute to the achievement of the Programme indicators. Result 1: Improved knowledge on aquaculture sector in all partner regions with strengths, weaknesses, challenges and development opportunities identified. This result will be achieved via a common State of the Art analyses on the main features of the aquaculture sector in 4 BS countries thus contributing to a deeper common understanding of the aquaculture system and strengthened cross-border links for trade and modernisation in the agricultural and connected sectors. Result 2: Increased networking activities aimed at increasing aquaculture SMEs’ capacities. This will be achieved by exchange of experiences, sharing of good practices and mutual learning for 60 entrepreneurs (4 study-visits, 20 virtual site-visits and interviews and 12 workshops for entrepreneurs) thus contributing to the achievement of strengthened cross-border links for trade and modernisation in the agricultural and connected sectors and increasing the number of enterprises participating in cross border agricultural or agro-industrial business events. Result 3: Increased use of ICT tools in the Black Sea cooperation area by setting-up an Aquaculture Virtual Centre of Competences. This project result is directly linked to a specific Programme indicator referring to increased number of additional ICT based tools developed to support cross-border cooperation. Result 4: Enhanced dialogue between key stakeholders of the aquaculture system Result 5: Improved local, regional and national level policies in the field of aquaculture will be achieved through wider local dissemination activities and elaboration of a Policy Paper with concrete recommendations to improve aquaculture regulatory framework with a focus on entrepreneurial
